Hivos is looking for a Design, Monitoring, Evaluation and Learning (DMEL) Officer to join the We Lead team in either Jordan or Lebanon.
About We Lead
We Lead is an inspiring, innovative and far-reaching program aiming to improve the sexual and reproductive health and rights (SRHR) of young women. The program truly puts young women rights holders in the driving seat, while supporting them to impactful and sustainably advocate for their SRHR.
The program is implemented in nine countries in Africa, the Middle East and Central America, with six civil society organizations in role of consortium partners. The Dutch Ministry of Foreign Affairs is also part of the partnership. Hivos is the lead party. The program started in January 1, 2021 and is funded by the Dutch Ministry of Foreign Affairs, under the SRHR Partnership Fund, which is part of the Strengthening Civil Society subsidy framework.
Main goal of the position
First of all, the Design, Monitoring, Evaluation & Learning Officer (DMEL) is responsible for the supporting and guiding the local CoAs (Lebanon and Jordan), and particularly the local CoA facilitator, to localize the overarching Theory of Change (ToC) in a national level ToC, with its pathways of change, outputs and outcomes, and with tangible indicators for monitoring and evaluation. Once these outputs, outcomes and indicators are defined, the DMEL person works together with local DMEL persons assigned in each CoA to analyze, validate and aggregate output, outcomes and learning in all phases of the primary processes.
The DMEL Officer is also leading to ensure that local organizations and groups, with support of the CoA DMEL person, have the capacities and possibilities to gather and analyze data. In line with the programs’ focus on capacity strengthening, the DMEL Officer trains and supports local DMEL-persons of the CoAs, as well as project officers, to harvest results and learnings from We Lead activities, and to undertake narrative assessments, etc. The DMEL Officer ensures these data can be aggregated and aligned with the indicators managed by the donor. She/he/they closely works with the Hivos DMEL team and contributes to compiling and reporting on Hivos’ activities and outcomes to the overarching program team.
Your responsibilities
Project accountability
- Integrates DMEL methodology in We Lead
- Facilitates baseline studies, aggregates activity plans and reports
- Assesses the effectiveness of the performance
Increased DMEL capacities, knowledge, skills and experiences at local level
- Transfers knowledge, methodologies and experiences through training, support and accompaniment to local DMEL persons and the CoAs
- Guides and supports local DMEL persons in gathering and analyzing data
Co-creation of DMEL intelligence
- Works with and guides colleagues and consortium partners to keeps track of DMEL requirements of donors.
- Develops innovative participatory assessment and validation methods & techniques and enables validation capabilities and practices within Hivos.
Quality improvement
- Advises and coaches in order to enhance validation on both the organization and individual professional levels.
Other tasks
- Inducts & trains other staff as requested
- Supports on other programs when there is work overload within MENA as needed
- Supports non-program related tasks as may be requested
- Other tasks as requested by line manager and Regional Director
Your profile
- Relevant university degree, and professional level of working and thinking
- Minimum of 4-5 years of relevant DMEL experience, including solid experience in outcome harvesting methodology
- Experience with project and program management with civil society (with an international organization a plus), and working in regional & international teams
- Extensive experience working on issues related to We Lead’s area of intervention
- Experience in capacity building, ie. training, accompanying and supporting local organizations and rightsholders in their DMEL efforts
- Has a progressive and positive view on the SRHR of the rights holders
- High level of professional maturity with previous experience working on sensitive programming
- Keen on ensuring ownership by local organizations, and in finding innovative and creative solutions to realize goals
- Flexible attitude, creative, supports and is committed to Hivos and We Lead
- Demonstrate confidence to manage and facilitate diverse groups
- Able to establish productive and innovative collaborations, including between organizations, groups and people who may not naturally work together
- Demonstrates high level of professionalism, flexibility, entrepreneurial and result oriented, reliable, produces accurate work, independent, decisive with excellent communication and social interaction skills
- Self-aware person and is comfortable with own identity

- Excellent verbal and writing skills in Arabic and English. Candidates who are not fully fluent in Arabic will not be considered
We particularly welcome applications of young women and/or persons that belongs to one of the rightsholder groups. We offer a national contract based on Hivos local labor conditions, with a remuneration commensurate with the experience and expertise. Contract renewable depending on performance.
