Development of a Digital Water Metering and Billing Platform

The Ahafo Regional Integrated WASH project (ARIWP) is located in the Asutifi North District (ANDA) and Asunafo North Municipal (ANMA) in the Ahafo Region of Ghana. The current water delivery system being operated by the ARIWP makes use of post-paid meters and rely on water vendors for revenue collection. This process is inefficient as it is prone to errors, leading to inaccurate financial records and billing statements, and does not bode well for transparency in accounting to communities in which we serve.
The absence of a digital platform exacerbates these challenges, hindering our ability to effectively manage and optimize our water systems in communities to generate needed revenue for operations, maintenance, and project sustainability. We have piloted pre-paid metering in two communities, and by our experience the pre-paid meters are more efficient to our operations and revenue collection, hence we intend to proceed with pre-paid meters.
Additionally, our over reliance on manual processes and third-party vendors imposes unnecessary costs to our operations. From reading meters, scheduled maintenance, billing, to revenue collection are all manual process. This reduces our ability to adapt to evolving market dynamics and inhibits our capacity to innovate and scale our operations to those who need our services the most.
In light of these challenges, there is an urgent need to transition to a digital platform for managing billing, accounting systems for our water systems and integrate with mobile money payment technologies to simplify our operations. This platform must address the inefficiencies, lack of transparency, and accountability issues inherent in our current operational framework while providing real-time data analysis capabilities, enhanced security measures, and a seamless customer experience.
Scope:
• Design Requirement: Propose a phased solution based on the requirement below: Phase 1 – Minimum Viable Product (MVP): Develop an MVP that addresses the core functionalities outlined in the workflow, which will be tested during a pilot phase.
o The pilot phase will provide valuable insights, allowing for iterative improvements and optimizations before progressing to the next phase.
Phase 2 – Advanced Features and Analytics:
o Implement enhanced features such as reporting tools, a dashboard with key performance indicators, advanced data analytics capabilities, and user-friendly notification and reminder systems to optimize performance and user engagement.
Phase 3 – Full Solution Deployment:
o Scale the solution to encompass all components, including meters, vending machines, software integration, consumer interfaces, billing and invoicing processes, and mobile money payment platforms.
o Ensure all systems are fully developed, integrated, and ready for wide-scale deployment.
Phase 4: Sustain and transform
o In this phase, we are expecting the provider to explore integrating more innovative and advanced features for the solution such as AI, other emerging technologies
