Development of an in-service training plan for primary healthcare workers in Libya: Training of Trainers workshop facilitator

Background

PCI has been working in partnership with the Primary Health Care Institute (PHCI) in the Libyan Ministry of Health to promote a strengthened primary healthcare workforce in Libya empowered to deliver high-quality, evidence-based care to its population. The project started in February 2021 and will conclude in June 2024.

The project is supported by GIZ’s Improving Primary Health Care Provision in Libya work*,* commissioned by the Government of the Federal Republic of Germany.

The main objectives of the project are:

  1. Development of a comprehensive landscaping analysis of primary healthcare (PHC) in-service training in Libya
  2. Development of a PHC in-service training plan
  3. Development of up to ten PHC in-service training modules, clinical guidelines and aide memoires aligned to the training, where appropriate and development of a leadership programme for PHC managers
  4. Development of a set of criteria for national trainers and a supportive structure for national trainers with the PHC Institute
  5. Co-creation and facilitation of a Train the Trainer programme for an initial group of Libyan trainers
  6. Development and implementation of a programme of supportive supervision and mentoring for the trainers
  7. Endorsement of training materials by the PHC Institute and their engagement with partners to support roll-out and use of training materials

Objectives 1 and 2 have been completed. The ten PHC in-service training modules and leadership programme for primary healthcare workers in Libya, such as doctors, nurses and allied health professionals such as pharmacists and physiotherapists, have been completed (project objective 3). They have been designed for Libyan trainers to run them face-to-face with participants1.

PCI is looking for a Training of Trainers (ToT) facilitator to work with a Project Lead to develop a national trainer network and national training plan for Libya; prepare for and facilitate an 8-day Train the Trainer workshop, in Tunis, for Libyan trainers, to introduce them to the course material. You will work closely with the Project Lead and the PHC Institute to ensure all the training materials are endorsed and presented to other interested stakeholders and partners in Libya to support their roll-out and use.

Timeline: The timeline for this project is January – June 2024.

Location: Remote working. Up to 12 days in Tunis for workshops. Proposed Workshop 1 (ToT planning): 4-6 March 2024 & Workshop 2 (ToT): 14 – 21st April 2024

Specific roles and responsibilities

  1. Together with the Project Lead and PHCI, review criteria for national trainers and ensure a supportive structure within PHCI for trainers (Project Objective 4). This will be achieved through remote collaboration and also during Workshop 1. Participate in preparation for Workshop 1 (3 days) in Tunis for the Core Expert Team 2 to prepare and map out the ToT and national cascade approach and discuss the national trainer plan (part of Project Objective 4). Dates are 4 – 6 March 2024. Produce a brief report. Specific outputs are as follows:
    1. Agree on a process and set of criteria for selecting national trainers
    2. Create a database of national trainers
    3. Make recommendations for resourcing a national trainers network in Libya
    4. Identify an initial group of trainers
  2. Together with the Project Lead, prepare the sessions and material for the 8-day ToT. The purpose of the workshop is to introduce the participants to the ten primary care courses (half a day per course) and the leadership course and to introduce training techniques and skills to support ToT participants to develop a cascade training plan. (Part of Project Objective 5)
  3. Together with other members of the Core expert facilitation team, facilitate and report on the 8-day Training of Trainers workshop (Workshop 2) in Tunis for up to 18 participants from Libya between 14 – 21 April 2024 (dates TBC).
  4. Together with the Project Lead, support PHCI to establish and facilitate regular PHC working group meetings. Support the PHCI to endorse the training materials and together with the Project Lead and PHCI present the courses (through a virtual meeting) to partners to support roll out and use of the training materials.

  7. PCI Project Manager and Head of Programmes who are responsible for managing the progress of the project

Deliverables

Deliverable 1: National trainer network and support mechanism established in collaboration with the PHCI and Project Lead. This should comprise the following outputs (project objective 4)

  • Process and set of criteria for selecting national trainers
  • Database of national trainers
  • Recommendations for resourcing a national trainers network in Libya
  • Identification of an initial group of trainers

Deliverable 2: Workshop 1 completed, in Tunis, to prepare and map out the ToT and cascade approach and support the implementation of Deliverable 1 (a national trainers network – part of Project Objective 4). Brief workshop report summarising main outputs.

Deliverable 3 Materials and session plan for Workshop 2, ToT, prepared (project objective 5)

Deliverable 4: As part of the Core Expert Team, deliver Workshop 2, the Training of Trainers workshop in Tunis for up to 18 participants from Libya. (project objective 5)

Deliverable 5: Jointly produce, with the Project Lead, a brief report on Workshop 2 summarising the main outputs (project objective 5)

Deliverable 6: Work together with the Project Lead to support the PHCI to re-establish and facilitate regular PHC working group meetings, ensure training materials are endorsed and courses presented (through a virtual workshop) to partners to support roll out. (project objective 7)

All costs for the ToT facilitator to participate in the workshops in Tunis (eg travel, hotel accommodation, daily subsistence etc) will be covered by PCI and do not need to be included in your quotation.

PCI responsibility

PCI will

  1. Introduce key stakeholders such as the PHCI focal person, GIZ representative on the core expert group, PCI Clinical Director, PCI Operations team
  2. Make all logistical arrangements for the workshops and travel to Tunis for the Core Expert Team and participants
  3. Manage the relationship with GIZ.
  4. Responsible for overall project management and budget management
  5. Provide access to all course material
  6. Provide templates for the preparation of workshop session plans and PowerPoint presentations
  7. Provide technical assistance and guidance
  8. Make available relevant materials and resources
  9. Provide support to access and navigate PCI’s collaboration platform

Professional Qualifications and Essential Criteria

Essential

  • You must be either a qualified clinician – a doctor, a nurse, physician’s assistant, clinical officer or other professionally trained health care worker currently in primary care practice with at least 5 years’ experience of direct patient care in primary care OR have a recognised specialist certification in family medicine / general practice / primary care with a minimum of three years post-specialisation experience
  • Experience in facilitating workshops for primary healthcare workers and of facilitating a Training of Trainers approach
  • Demonstrable ability to transfer knowledge, skills and confidence in ways that are contextually and culturally relevant
  • Experience in building relationships and working collaboratively remotely
  • Experience in writing and developing content for face-to-face courses
  • Excellent time management skills and proven experience in keeping to agreed timelines
  • Access to reliable Wifi and the ability to use digital collaboration platforms (Eg Teams)

Desirable

  • Fluent Arabic speaker
