The Climate Strategies and Policy Team (CSPT) is seeking a professional service provider (named as the Bidder) to design an analytical data platform or tool that can quantify and contextualize Parties’ mitigation targets utilising scientifically robust methodologies, thereby delivering on the strategic goals of UNDP and UNFCCC.
It is envisaged that development of the data platform or tool will be conducted in a phased approach over two years, so as to allow for iterative improvements of functionality and ample time for testing to ensure quality, accuracy, transparency and reproducibility of results. This timeframe envisages training of UNDP and UNFCCC staff in utilisation of the data platform as part of a handover and exit strategy.
Development of the quantification tool must incorporate:
- A scientifically robust methodology for quantifying country NDCs and longer-term commitments consistent with the approaches used in the UNFCCC’s synthesis reports;
- High-quality software development practices and testing frameworks to ensure the quality, accuracy, transparency and reproducibility of results. This could include data management, version control, and data assurance to enable interrogation of changes in historical emissions and NDC and longer-term target quantifications over time;
- Responsiveness to UNDP and UNFCCC user needs.
