Development of Technical Guidelines for State Early Warning Systems

Armed violence in Mexico has devastating effects on children and their families. These include recruitment and use by armed groups, homicides, femicides, internal displacement and forced migration, disappearances, orphanhood, arbitrary detentions, human trafficking, among others. The level of violence perpetrated by criminal groups results in serious violations of children’s rights and severely compromises their chances of full development and of becoming adults who contribute positively to society. 

Considering this scenario, it is essential to implement comprehensive state responses that address both the root causes and the consequences of these issues. Identifying evidence-based interventions that support the prevention, response, sanction, reparation, and eradication of the impacts on children due to armed violence is a priority action for articulating the comprehensive response mentioned above. 

Early Warning Systems (EWS) are tools for providing timely and effective information that allow people exposed to a threat to take action to avoid or reduce their risk, as well as to prepare for an effective response. While more developed in the meteorological field, early warning systems have also been adopted in some countries as a risk mitigation mechanism in the face of armed violence impacts such as internal displacement and the recruitment of children by armed groups. 

In this context, a technical document is required that both systematizes the experiences of implementing early warning systems for internal displacement and child recruitment and develops a series of technical guidelines—aimed at state government entities—for the potential establishment of these tools at the state level. This should consider not only the monitoring system but also a possible response mechanism (Early Warning and Response System). 

Purpose of the consultancy

To develop a technical guidance document for the establishment of Early Warning Systems (EWS) for Internal Displacement and the Recruitment of Children and Adolescents at the state level, based on the systematization of implementation experiences of such tools in other regions/countries and those implemented by organizations, collectives, or civil society groups. 

Minimum Qualifications required: 

Education  :

• Bachelor’s Degree Bachelor’s Degree: Preferably in social sciences, law, or any other relevant or related field. 

Experience / Knowledge / Skills  :

• At least 5 years of experience in research and/or development of technical documents related to internal displacement, recruitment of children and adolescents, and/or armed violence. 
• Proven technical knowledge in at least two of the following areas: internal displacement, recruitment of children and adolescents, armed violence, and/or child rights. 
• Demonstrated skills in writing and systematizing information. Must present a technical document related to early warning systems, internal displacement, and/or recruitment of children and adolescents. 

Language : 

• Fluency in Spanish 
• Basic knowledge of English is desirable
