The Philippines is highly vulnerable to disasters such as typhoons, earthquakes, and volcanic eruptions. These hazard events often disrupt healthcare systems, leaving vulnerable populations with limited access to essential services, including sexual and reproductive health (SRH). Ensuring the continuity of SRH services during emergencies is crucial to prevent increased morbidity and mortality.
UNFPA works closely with the Department of Health (DOH) in ensuring that the Minimum Initial Service Package for Sexual and Reproductive Health (MISP for SRH) is a set of priority activities implemented at the onset of an emergency and disaster situations. It is designed to promote safe motherhood and sexual reproductive health; and to prevent and manage the consequences of gender-based and sexual violence; prevent maternal and neonatal mortality and morbidity; reduce Sexually Transmitted Infections (STIs) and Human Immunodeficiency Virus (HIV) transmission that usually increase in these situations.
MISP provides a globally recognized framework for prioritizing essential SRH interventions in humanitarian settings. To further promote and strengthen the capability building initiatives on MISP in the Philippines, a module will be developed based on the core MISP objectives and with reference to local policies and context/example.
Cognizant of the goals of the Universal Health Care (UHC) Act for comprehensive and progressive reforms and the 8 Point Action Agenda which defines the country’s vision, policy direction, and strategic objectives needed to accelerate the achievement of UHC to further build health system resilience against future public health emergencies, there is a need to enhance the capability of the human resources for health on specialized training.
Project Objective Development of the localized MISP for SRH Training Manual integrating the core MISP objectives and relevant concepts, principles, content, and learning strategies appropriate for the intended end-users.
Scope of work:
The consultant shall provide the following services:
- The Consulting Individual should have sufficient expertise, capability, and minimum required similar experience in MISP for SRH or any of its component services, capability/competency building development and implementation, conducting stakeholder consultations/meetings, and be able to work independently with minimal supervision and have a strong work ethic.
Education:
- A Master’s Degree is required with a university degree in Public Health, Medicine, Health Sciences, Gender Studies, related Social Sciences, or any other relevant field of study, with at least 5 years of applicable experience.
Knowledge and Experience:
- MISP: Deep understanding of the MISP guidelines and their practical application in diverse emergency contexts with at least five (5) years of experience on MISP for SRH or its component services, DRRM-H, Capability Building Development, Module and IEC Development, etc.
- Philippine Health System: Comprehensive knowledge of the country’s health system, disaster management structures, and cultural nuances.
- Module Development and Training: Proven experience in designing and developing engaging training materials and modules for healthcare professionals.
