The District Health Information Software version 2 (DHIS2), an application that is used in more than 70 countries around the world for integrated health management information systems, is an open-source software platform for reporting, analysis and dissemination of data and data products for all health programs, developed by the Health Information Systems Programme (HISP) in the University of Oslo (UiO). Jordan is in the process of adopting DHIS2 for routine health information strengthening and for creating a data warehouse linking available systems at MoH into one central platform.
As of now, a national core team is formed at MoH Jordan, and with the support of Ministry of Digital Economy, cloud-based servers have been set up. Furthermore, the organizational hierarchy and master list of health facilities is developed, and routine reporting forms are linked with DHIS2 platform. The consultancy is to support the priority actions as per the DHIS2 roadmap for 2024, mainly in primary health care as part of Spanish and EU grants.
Work to be performed:
 Sensitizing training for hospital, health directorates, PHC and Moh central level:
  • Coordinate the training plan for health directorates, PHC, hospitals and Moh central level to ensure target number of trainings are provided.
  • Develop and coordinate the training plan and support core team.
  • Developing training materials for training users at PHC
 Oversight to Moh core teamwork  through physical/virtual meetings and follow up on task completion in coordination with WHO:

Provide trainings to Moh core team on specific skills:

  • Developing training materials
  • Develop four key trainings and specific skill sets for core team
  • Work with Moh on security mechanisms including user role for access of data for end users.
Facilitate discussion on data warehouse linkages with key systems including TB and Rehab DHIS2 system:
Establish linkages and develop key indicators through:
  •  Participate in the discussion on creating linkages with MoH and relevant stakeholders in the country including hakeem.
  • Map the relevant data needed
  • Create APIs in coordination with Moh focal point and relevant stakeholders.
Qualifications, experience, skills and languages:
Educational Qualifications:
  • BSc degree in computer science, programming and or information technology from an accredited institution.
  • Certification in Data Science and DHIS2 development.
Experience:
  • 5 years of experience in the design, implementation and management of DHIS2 applications and  experience in the implementation and management of National Health Information Systems (NHIS).
Skills/Technical skills and knowledge:
  • Excellent knowledge of health information management system (HMIS) and technologies especially as they apply to public health
  • Demonstrated extensive and advance experience in the design and implementation of DHIS2 applications
  • Demonstrated ability to synthesize and work with feedback from a range of reviewers.
  • Sound analytical and organizational skills.
  • Proven ability to write in English in a clear and concise manner.
Languages and level required:
  • Excellent verbal and written English / Arabic communication skills would be desirable.
