Background

We have identified the need to develop an e-learning module on digital influencing that is based on existing source materials used for an online course based on webinars. In today’s fast-paced digital landscape, the ability to effectively influence and engage audiences online is crucial for organisations striving to advance their advocacy efforts and drive social change. As traditional methods of communication continue to evolve, there is a growing recognition of the need to equip stakeholders with the knowledge and skills necessary to leverage digital platforms strategically.
With the widespread use of social media, websites, and other online channels, organisations have unprecedented opportunities to amplify their messages, mobilise support, and make an impact. However, navigating this digital terrain requires more than just technical know-how; it demands a deep understanding of digital influencing strategies, successful campaigning, how to reach an audience using digital tools and how to effectively communicate through digital channels.
Recognising these challenges, we are committed to developing an e-learning module on digital influencing that is available to all interested individuals and organisations. This e-learning will provide participants with the insights and tools they need to harness the power of digital media effectively and drive impactful advocacy campaigns. By offering this e-learning, we seek to empower individuals and organisations to become effective digital influencers and agents of positive change in their communities and beyond.

Rationale for the project:

  • Enhancing digital influencing skills is essential to amplify impact and drive social change in the digital age.
  • The e-learning module aims to empower stakeholders with practical strategies to navigate the digital landscape.
  • By bridging the gap between theory and practice, the modules support capacity strengthening and foster innovation within our community through interactive learning.
  • We would like to make this knowledge on digital influencing available to a broader audience so that they can also benefit from it.

Objective

The objective of this project is to develop a comprehensive e-learning on digital influencing that aligns with specific goals and objectives of each module. The e-learning should provide learners with a solid understanding of digital influencing techniques, strategies, and best practices. The e-learning should also leave room for further development and updates in case of changes in the Digital Influencing field.

Scope of Work

1. Review Source Material: The selected consultant will review the provided source material on digital influencing, including documents, presentations, recordings, and any other relevant content.

2. Develop Content Outline: Based on the source material, the contractor will review and further develop a detailed content outline for the e-learning based on the available plan for the past online course, including learning objectives, topics to be covered, and proposed structure.

3. Content Development: Develop engaging and interactive content for the e-learning, incorporating multimedia elements such as videos (identifying existing videos on topic or developing based on existing webinar material), design graphics, quizzes, and case studies, and any other suggested methodologies that foster a learning environment. Ensure that the content is clear, concise, and aligned with adult learning principles.

4. Storyboarding: Create a storyboard for the e-learning module, outlining the sequence of content, navigation, and interactions. The storyboard should provide a visual representation of the module’s flow and structure.

5. Review and Feedback from a test user panel: Incorporate feedback during the development process to ensure that the e-learning module meets the requirements and expectations.

6. Testing and Quality Assurance: Conduct thorough testing of the e-learning module to identify and resolve any technical issues, errors, or inconsistencies. Ensure that the module is compatible with different devices. Liaise with Oxfam staff and Disaster Ready personnel to ensure that the e-learning will play seamlessly on Disaster Ready.

7. Final Delivery: Deliver the completed e-learning module in the agreed-upon format, along with any supporting materials or documentation.

Timeline

The project is envisioned to be delivered by the end of June 2024. In their bid, the applicants should suggest intermediate deadlines in a workplan for the following items:

  • Content Outline
  • Storyboard
  • Draft E-Learning
  • Final E-Learning

Data and Tools Available

The available data consists of four modules, of which there are (among other things) recordings of the sessions, PowerPoint presentations, feedback surveys and a digital MEL toolkit. The e-learning should be created with Elucidat software, access to which will be provided by Oxfam Novib.

Budget Allocation

The budget allocated for this project inclusive of VAT is 6000 euro. Cost will factor in the selection process.

How to apply

How to submit a proposal and selection process

Interested consultants are invited to submit a detailed proposal outlining their approach to the project and relevant experience. The proposal should contain:

  • The consultants’ understanding of these Terms of Reference.
  • Description of the proposed approach
  • Experience in e-learning development (expertise on digital influencing and experience with Elucidat will be a plus)
  • Demonstrated ability to create engaging and interactive e-learning content.
  • Strong understanding of adult learning principles and instructional design practices
  • Track record of delivering high-quality projects on time and within budget
  • Availability to meet the project timeline and deliverables.
  • Copy of the registration with a Chamber of Commerce however, this is not limited to Dutch registration. Applicants are expected to send registration documents.
  • Total budget (in Euro, including VAT) with a cost breakdown in days or hours spent and the related fees for the tasks (making the distinction for each consultant).

Selection Process

The selection will be completed by Oxfam Novib staff. Interviews will be held with one or more potential candidates to seek further clarification on the submitted quotations, proposal, and previous experiences. Interviews with selected candidates will take place on 15 April between 14.30 and 17.00 CET.

The selected consultants are expected to be available to start immediately after their selection.
