The programme contributes directly to MoH National Action Plan 2015-2019, objective 1) increasing the health status of society and; 2)increasing the responsiveness and protection to society towards social and financial risks related to health and Outcome 2 of the UNDP country Programme for Indonesia (2016-2020), which are aligned with the Indonesian Government Health Sector’s Objectives, commitment to Universal Health Coverage, SDG3 Ensure healthy lives and promote wellbeing for all at all ages (target 3.8 in particular) and other Sustainable Development Goals. One of its efforts is to be involved in supporting the transformation of health technology in the Ministry of Health through Network Strengthening and the Bio Informatic Biomedical & Genome Science Initiative (BGSi).

BGSi is a new initiative of the Indonesian Ministry of Health (MOH). The initiative will act as a multi-institutional ecosystem that aims to support collaborative biomedical and genomic activities in Indonesia by leveraging strengths in technology and infrastructure including biobanking, data management, high throughput sequencing and bioinformatics.

The initiative aims to build a national asset established under the Indonesia Ministry of Health with two major focusses. First, to establish a national biobank focused on six conditions (diabetes, cancer, stroke, tuberculosis, psoriasis, and rare/genetic diseases) which will store samples from participants where each sample will be connected to a registry that manages all information associated with the participant (demographic and clinical) and second, to generate Whole Genome Sequence information, for each of those participants, that will be curated in a national database. Samples and genomics information from healthy participants will also be collected and generated by this initiative. All samples and data will be made available to researchers nationally and internationally through BGSi.

The initiative will be organised around a headquarter facility located in Jakarta, housed in the MOH repository building and the historical Eijkman building, that will host the biobank and WGS labs respectively. BGSi HQ will manage the registry system and provide technical support for the Hubs and the entire ecosystem. A second and just as important part of the ecosystem is the hospitals (referred to as HUBs) where each HUB is in charge of managing activities related to recruitment, sample collection and tertiary analysis for the disease it has been assigned.

Therefore, UNDP needs Digital Strategies Associate who will be responsible to perform a series of digital activities and information works according to established SOP, to ensure the laboratory in BGSi HQ operates well, and to provide technical assistance or guidance for BGSi hubs.

The Digital Strategist Associate works under the general supervision of lab manager BGSI. She/He will work closely with project team (FMTA, BGSI, and other projects in HEART related to Bio Informatic Biomedical & Genome Science Initiative), operations units, and programme staff in the office to provide Technical Assistance and advice regarding biomedical and genome science-related issues and to ensure adequate exchange of information.


Duties and Responsibilities

Support the project team to ensure effective project planning and Implementation:
  • Digital strategy development: Develop and execute comprehensive digital strategies to support the goals of the National Genomic Initiative in Indonesia; Collaborate with DTO/Digitalin (PT Peruri Digital Security), Center of Data and Information Technology, and other key stakeholders to identify and prioritize digital opportunities and initiatives.
  • Digital technology architecture: Develop and implement a robust digital technology architecture that aligns with the goals of the National Genomic Initiative in Indonesia; Evaluate and recommend emerging technologies to enhance the digital infrastructure.
  • Data governance: Develop, update, and enforce data governance policies and procedures to ensure the integrity, security, and compliance of genomic data; Collaborate with IT and data management teams to implement data quality and privacy standards.
  • Budgeting strategy: Review the digital strategy budget, ensuring optimal allocation of resources for technology, marketing, and data management initiatives; Provide financial insights to guide decision-making and maximize the return on investment or benefit cost analysis.
  • Digital marketing campaign: Plan, implement, and optimize digital marketing campaigns with a focus on technology integration and data-driven insights; Utilize advanced analytics to measure campaign effectiveness and adjust strategies accordingly.
  • Content strategy: Supporting the development of digital content strategies that leverage technology for effective dissemination and engagement; Ensure content is aligned with data governance standards and supports the overall architecture.
  • Cross-functional collaboration: Collaborate with IT, data, product, operational and other relevant teams to ensure that digital initiatives align with the overarching architecture and governance frameworks; Provide guidance on incorporating technology and data elements into various projects and initiatives.
  • Stay updated on industry trends: Stay informed about the latest trends and innovations in HealthTech and genomics to ensure the National Genomic Initiative remains at the forefront.

Support partnerships and resource mobilization.

  • Maintain contacts and cooperation with the relevant UN Agencies, government institutions, NGOs, tertiary institutions, partners, and other relevant stakeholders. Provide support in updating the database of the relevant public and development partners, and other stakeholders who are counterparts for the project.
  • Maintain regular communication and coordination with partners, project counterparts, stakeholders, and beneficiaries; and develop and maintain effective mechanisms for integrating and responding to their feedback and insight.
  • Support creation of high-quality information and visibility of the project activities among the stakeholders; and ensure careful selection of communication tools and tailoring the messages to take into account the overall socio-political and development context in host countries.
  • Supporting supervisor in conducting horizon scanning and explore opportunities for resource mobilization in consultation with direct supervisor.

Provide support to the effective monitoring, evaluation, and reporting on progress of project implementation.

  • Support implementation of the project monitoring system in alignment with its Monitoring and Evaluation framework to ensure effective information sharing, provision of feedback, and elaboration of high-quality progress reports.
  • Collect, analyze and present information for monitoring and evaluation of project implementation against project targets as well as for audit purposes. Identify gaps in implementation and provide support in bridging those gaps in consultation with supervisor and partners.
  • Assist in the organization of field and study visits, missions, workshops, roundtables, and conferences within the project.
  • Assist in implementation of effective risk management for the project with a well-documented risk mitigation plan in place. Support monitoring of previously identified and emerging risks.
  • Regularly monitor expenditures and commitments against the project budget and relevant plans, and provide finance-related information to support project implementation. When necessary, recommend corrective actions and draft various correspondence concerning finance, operations, and budgetary issues.
  • Prepare and consolidate required project reports on a timely basis and in line with monitoring and reporting guidelines and donor requirements.

Support knowledge building, knowledge sharing and capacity building relevant to the assigned project.

  • Participate in training and organize briefings on internal procedures for the project staff. Provide support to other capacity building activities, including to the design and delivery of tools, materials for workshops, or platforms that tap into the collective intelligence of communities and mobilize action.
  • Provide support in the dissemination and sharing of relevant data and lessons learned within the CO and regionally. Keep pulse on emerging best practices nationally, regionally, and internationally that relate to the work of the assigned project.
  • Make sound contributions to knowledge networks and communities of practice. Support compiling and systematizing project knowledge, products and tools and their wide distribution to partners.

Required Skills and Experience

Education:
  • Secondary education is required, or
  • University Degree (Bachelor´s degree) in fields of applied science and technological or equivalent field will be given due consideration, but it is not a requirement.
  • Non-formal education / short courses in HealthTech or equivalent fields is an asset.
Experience:
  • A minimum of 7 years (with secondary education) or 4 years (with bachelor’s degree) of progressively responsible project experience is required.
  • Excellent analytical and writing skills;
  • Excellent organizational and communication skills;
  • Good inter-personal and team building skills;
  • Full time availability for project management support duties is essential;
  • Knowledge of monitoring and evaluation tools

Required Languages:
