Description

Duties and responsibilities:

This is a strategic-management type position responsible for the overall execution (development, progress and implementation) of a project and/or activities in the fulfillment of the mission of its designated Department/Secretariat and is assigned all or part of the following responsibilities. (NOTE: these responsibilities and expected results are standardized, and are not necessarily performed by all staff members occupying this position):

– Managing digital transformation effort, e.g. assigning objectives and responsibilities, providing guidance and course of actions, and motivating the staff to ensure maximum efficiency, evaluating performance, and recommending candidates for vacancies. Lead and coordinate the activities of the digital transformation, establishing procedures and defining methods of work, and determining resource allocation; anticipating and analyzing events and/or potential problems and potentially sensitive/conflicting situations and recommending appropriate actions and deciding on how best to address such.

– Within the department’s mission, responsible for the review of current systems, the coordination of a number of activities/contracts, and long-range planning and negotiation of contracts and programs. Provide strategic advice to the Director, offering insights and recommendations that contribute to the department’s digital transformation overall success and sustainability.

– Improve internal operations by: (1) producing periodic execution and management reports; (2) providing expertise on areas for improvement to the Office Director, the heads of areas within the department and other offices as appropriate; and (3) formulating and overseeing the implementation of operational plans that propose best practices for execution of the mission of the section/department/secretariat.

– Improve efficiencies through periodic review of the operations to establish priorities and to identify recurring transactions/problems. As a result: (1) recommend feasibility of establishing framework agreements and reducing operational costs and organizational effectiveness; (2) analyze the existing systems and procedures; and (3) provide advice in the development of institutional policies. Constantly monitors patterns within the area of work (e.g. by countries and categories), and analyzes areas for efficiencies and possible savings.

– As applicable, consult with other parties within and outside of the organization (e.g. governmental entities, institutional counterparts) on priorities, needs and interests in the area of capacity building, project objectives and components, and expected results; approving the use of funds and monitoring proper execution of projects; and evaluating and reporting on the quality and effectiveness of projects and activities.

– Prepares and/or oversees the development of all related external reports.

– As required, advise the departmental director, the Secretary and members of the GS/OAS on progress, and gaps on the development and implementation of projects and activities.

– As applicable, coordinate and/or oversee the organization of official meetings within the area of work, which includes but is not limited to planning, carrying out and evaluating analytical work, preparing and/or overseeing the preparation and approving project documents, reports, conceptual analysis documents, papers and publications for wide dissemination; as well as developing and/or overseeing the preparation of analytical and technical briefings, talking points, presentations and other documents for review by the Director and/or the Secretary, and submission to other bodies; and the preparation of technical reports and input for meetings, together with the creation, maintenance and updating of briefing and information materials on projects and their implementation.

– As applicable/relevant, represent the OAS, Secretariat and Department at national and international meetings, presenting and defending technical and policy positions, as well as promoting the OAS mandate, priorities and achievements. Participate in fundraising activities.

– Collaborate with executive management to align digital transformation objectives and activities within the DFS, ensuring alignment with broader organizational goals and the OASCORE program.

– Lead initiatives to enhance and optimize the deployment of Dynamics 365 F&O, working closely with process owners to continuously evaluate its alignment with current DFS business processes and regulations.

– Perform other related duties as assigned, including replacing and backstopping for others.

QUALIFICATIONS:

EDUCATION & EXPERIENCE:

Essential: First University Degree (Bachelor’s) in Business Administration, Accounting, Public Administration, Information Technology, or Civil Engineering or a related field and 11 years of relevant experience in similar positions at national and international level OR Advanced University Degree (Master’s) in one of the fields listed above and 7 years of relevant experience OR Doctorate and 4 years of relevant experience

Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work. Managerial experience. Demonstrated understanding of the dynamics of the Hemisphere, its political and/or diplomatic framework.

COMPUTER SKILLS:

Demonstrated ability to effectively work using Microsoft Dynamics 365 F&O, Microsoft Office Excel advanced Macros, and other applications such as Oracle, Visio, Access, Share Point, and other software applicable to the area of work.

LANGUAGES:

Essential – Proficient in at least two of the official languages of the OAS (read, write and communicate). Language proficiency examination will be required.

Desirable – Working knowledge of other two OAS official languages.

PERSONAL COMPETENCIES:

No candidate for a position in the General Secretariat subject to the competition requirement shall be contracted until he/she has passed language proficiency exams administered by the DHR in at least two of the official languages. Nevertheless, i) Any candidate, including staff member whose native language is one of those four languages shall only be required to demonstrate proficiency on an exam in one of the others; and (ii) Persons applying for G-1 and G-2 positions at Headquarters and G-3 driver/clerk positions in those Offices of the General Secretariat in the Member States where the language requirement unduly restricts the recruitment of otherwise qualified staff shall be exempt from this language proficiency requirement for as long as they occupy those positions. Subsequently, in order to be eligible to compete for a higher-level position, any staff member who has benefited from this exemption must demonstrate proficiency in a second official language of the Organization. (iii) A person selected as the best candidate may receive a fixed-term contract, which will be considered to have lapsed in case the person does not pass the required language examination within the 36 months following the appointment.

Please note that the mandatory retirement age for staff members at the General Secretariat of the OAS is 65 years.

– Health Insurance: OAS pays 2/3 of premium.

– Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%.

– Additional benefits (dependent on contract type): Mobilization allowance, repatriation grant, language allowance home leave travel, dependency allowance, life insurance.
