Result of Service
The main objective of the consultancy is to assist the Ministry of Environment and Natural Resources for the publication of the “National Report on the State of the Environment of the Dominican Republic 2023 (INEMA)” of the Dominican Republic. Under the direct supervision of the Programme Officer of the SP Sub-Programme, the consultant will perform the following duties: – Present a proposal for the visual identity of the report, – Apply the proposed visual identity to graphically design the entire INEMA document, – Develop communication materials for the report dissemination campaign, including, for instance, graphic pieces (infographics, posters, charts, etc.) or a video (edited to a final version with sound and narration) containing key messages and main findings of the report. Outputs: 1. INEMA RD Communication pieces. 2. INEMA RD final (digital) version. Deliverables: Product No. 1: Communication materials for the report dissemination campaign, comprising five graphic pieces (infographics, posters, charts, etc.), conveying INEMA’s key messages and main findings. Product No. 2: A document containing the graphic design for the complete INEMA RD document, including layout, typography, visual elements, and formatting.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office, located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and Programme of Work approved by the United Nations Environment Assembly (UNEA). Since 1995, UNEP has been carrying out an ambitious integrated environmental assessment project known as GEO (Global Environment Outlook). GEO reports have an established methodology for detecting trends in the state of the environment and monitoring progress towards achieving environmental policy objectives. The GEO methodology uses a matrix of the Driver Pressure-State-Impact-Response (DPSIR) indicators to answer these questions as an analytical tool that allows to organize and group in a logical way the factors that act on the environment. It shows how urbanization affects the environment due to factors that put pressure on natural resources and local ecosystems, as well as the measures taken by local society and government to address the problems caused by human activities. In the Dominican Republic, the State of the Environment Report (INEMA) is regulated by Article 52 of Law 64-00, which mandates the Secretary of State for the Environment and Natural Resources (currently the Ministry of Environment and Natural Resources, MARN) to prepare and publish, every two years, a report on the state of the environment and natural resources. An individual contractor will be hired by UNEP to provide professional services for the graphic design of the Dominican Republic State of the Environment Report (print and digital version). The incumbent will conduct the assignment in full compliance with the UNEP institutional regulations and communication guidelines. The incumbent will be supervised by the Programme Officer of the Sub-programme Environment Under Review of UNEP Latin America and the Caribbean Office. The consultant will be based in the Ministry’s premises in Avenida Cayetano Germosén esq. Avenida Gregorio Luperón, Ensanche El Pedregal, Santo Domingo, D. R.
Qualifications/special skills
ACADEMIC – Bachelor’s degree in Graphic Design, Visual Communication, Digital Media Design or related fields (required). PROFESSIONAL – A minimum of 7 years of progressively responsible professional experience in Graphic Design, Institutional Communication, or related fields (required). – Narrative ability combined with knowledge of graphic design, institutional communication (required), and sustainable development issues (desirable). LANGUAGE – Fluency in Spanish (required)
