Organizational Setting and Reporting Relationship

The position of Director is assigned to the Agriculture, Food, Nature, and Rural Development Sector Office (SG-AFNR) within the Sectors Group (SG). You will be based at our Headquarters in Manila, Philippines.

You will report to the Senior Sector Director and will oversee International Staff, National Staff, and Administrative Staff.

Your Role

As a Director, Agriculture, Food, Nature, and Rural Development you will be responsible for the delivery of SG-AFNR’s sector work programs in Natural Capital and Climate in line with regional work programs. You will lead the planning, implementation, and supervision of the following key priority areas/programs: (i) natural capital lab; (ii) natural capital fund; (iii) protection and restoration of land, water, soil, ocean, and related ecosystem; (iv) valuation of natural capital including methods such as gross ecosystem product; (v) nature based solutions in transforming agriculture and food systems; and (vi) innovative climate financing in addressing climate-food-nature nexus.

You will:

● Contribute to the achievement of the 4 shifts of ADB’s New Operating Model, namely: Climate Change Shift; Private Sector Development Shift; Solutions Shift; and New Ways of Working Shift.
● Ensure delivery of quality sector support to Country Partnership Strategy (policy dialogue, diagnostics, roadmaps) and pipeline development, and coordinate implementation of approved sector roadmaps
● Identify and develop sector projects and coordinates with regional team to ensure quality, achievement of targets, value addition and compliance with ADB policies.
● Participate in staffing plans
● Mentor staff, encourage collaboration, and lead staff recruitments
● Lead and contribute to the sector’s knowledge management, quality assurance, and strategy development efforts
● Decide on relevant administrative and operational processes that require director approval and allocation of relevant budgets with the team.
● Review and concur with sector diagnostics and roadmaps, concept papers, and project quality review.
● Advise on country and regional work programs
● Collaborate with and assigns staff resources to Private Sector Operations Department, Office of Markets Development and Public-Private Partnership, and private sector development teams for joint projects
● Recommend sector staffing plans and project teams for projects in the region.
● Lead the identification of significant development areas, emerging opportunities, and challenges in area of responsibility.
● Lead and facilitate effective coordination and cooperation with other ADB Departments and internal stakeholders.
● Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
● Provide coaching and mentoring to team and individuals and ensures their on-going learning and development.

Qualifications

You will need:

● Master’s degree in Economics, Finance, Engineering, Business Administration or related fields, preferably with specialization on Agriculture, Food, Nature, and Rural Development sector issues. Alternatively, a university degree in related fields combined with at least 10 years relevant professional experience can be considered.
● At least 15 years of relevant professional experience in Agriculture, Food, Nature, and Rural Development field at senior levels (e.g. managing large teams), with good knowledge of the Asia Pacific region.
● Proven management and leadership qualities.
● Excellent capabilities in people and talent leadership, strong client and impact orientation, and effective communication.
● International experience working in several countries and multiple ADB regions.
● Experience in private sector desirable.

Additional Information

This is a fixed term appointment or assignment for senior staff, for a period of 3 years. This opening is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, or (b) not renew a fixed term appointment.

Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.
