In Haiti, the Lutheran World Federation and Norwegian Church Aid work in collaboration in a fully-integrated programme. This current appointment is on behalf of both organisations, and LWF acts as the formal employer. The LWF/NCA Director holds the legal representation for both LWF and NCA.

LWF and NCA have in recent years been working in a Joint Office in Haiti with Diakonie Katastrophenhilfe (DKH) aimed at close collaboration and visibility. Moving forward, the relationship with DKH will be a looser one, based on shared office space and a modest number of elements which can continue to pull us together, without obligation or constraint. The transition to this looser model is ongoing.

Basic Purpose

The LWF/NCA Director is responsible for the implementation of the LWF/NCA program in Haiti and will be based in Port-au-Prince. The LWF/NCA Director provides overall leadership for the integrated LWF/NCA program in Haiti and its senior management team.

Key responsibilities as we enter this next phase are:

Manage the change process of transition from the Joint Office model to the new Shared Office in consultation with the DKH Head of Mission (also based in Haiti) and HO representatives of LWF, NCA and DKH;

Evaluate the set-up, staff and partners of LWF/NCA in terms of structure, roles, capacity and performance and drive any robust change processes which may be deemed appropriate, ensuring increased rigor and better performance;

Maintain the existing funding base and secure additional funding to allow the LWF/NCA presence to continue to be viable and ideally to build in scope and scale;

Ensure overall supervision and day-to-day management of the Program Coordinator, Finance Manager and anybody else under the position’s direct line management, including professional employee life cycle management with specific focus on staff development and continual learning;

Strengthen the quality and timeliness of financial and program management including effective internal control systems and specific reporting to key donors (such as NORAD/NMFA), with a strong hands-on approach which gets the best out of the team;

Promote good management of operations and partnerships with special emphasis on capacity sharing, continued improvement and learning;

Ensure the integrity and security of the LWF/NCA team and program in the highly turbulent and insecure environment in which Haiti currently finds itself.

Supervisor

The LWF/NCA Director is supervised in terms of formal employment accountability by the LWF Regional Program Coordinator for Latin America and the Caribbean, based in Geneva, who exercises this duty-of care function on behalf of LWF and NCA. The LWF/NCA Director reports in practice to the Head Office representatives of LWF and NCA. Collaboration and a positive relationship with the DKH Head of Mission (in the Shared Office) will be important.

Required Qualifications

University degree or equivalent in development studies, agriculture, economics, social science or other relevant field.

Knowledge and Experience

Significant working experience at management level in humanitarian and rights-based programs within an international environment and preferably with non-governmental organizations (faith-based an asset);

Strong experience and ability in managing change processes with a firm hand, and with fairness and respect;

A strong hands-on approach to finance and program management to ensure improved performance;

Strong fundraising and networking capacity and experience with proven results;

Understanding of the Haitian context, and commitment to addressing underlying issues of justice and human rights;

Knowledge and experience of cooperation with United Nations, EU/ECHO, governmental agencies and international institutions, and ability to network and build external relations;

Proven experience from working in a difficult security context;

Strong commitment to uphold the LWF Staff Code of Conduct; experience and ability to create safe and non-discriminatory working environments;

Excellent leadership, organizational, listening and communication skills.

Key challenges in the next year and beyond are to evaluate and strengthen the quality, timeliness and rigor of the LWF/NCA team and drive robust change processes as necessary, ensuring improved compliance, control and performance, to navigate the transition from a Joint Office model to the new Shared Office, to ensure the integrity and security of the team and of our work during the current highly turbulent and insecure context, and to ensure the ongoing income and financial viability of the LWF/NCA work in Haiti.
