OBJECTIVES OF THE PROGRAMME
- The mission of EVL is to contribute to establishing a culture of evaluation at all levels of the Organization, so that evaluation plays a critical role in WHO in improving performance, increasing accountability for results, and promoting organizational learning.
DESCRIPTION OF DUTIES
- Provide strategic leadership to the work of the Evaluation Office. Develop and direct a coordinated programme of evaluation, drawing up a biennial work plan to be reviewed by the Executive Board, and ensuring its execution in an effective and efficient manner. Align the Organization’s evaluation programme with WHO’s key strategic instruments, especially the General Programme of Work and the biennial Programme Budgets. Produce normative guidelines for the conduct of evaluations for use by programmes, regional and country offices
- Oversee the implementation of the Framework for strengthening evaluation and organizational learning through the six key action areas: establishing an enabling environment and governance; evaluation capacity and resources; evaluation workplan, scope and modalities; evaluation recommendations and management response; organizational learning; and communicating evaluation work.
- Ensure appropriate use of evaluation findings to promote organizational learning, by establishing effective feedback loops from evaluation to policy- and decision-makers, operational staff and other stakeholders in order to inform key decisions, and shape policy and programmes.
- Inform senior management of the results of the evaluative work and present pragmatic recommendations. Monitor the action taken on the recommendations and review the adequacy of implementation.
- Budgetary and human resource management of EVL. Ensure compliance with appropriate professional standards and code of ethics. Manage personnel and provide guidance to all EVL staff members through appropriate coaching and mentoring, delegation and clear lines of communication.
- Communication of evaluation results in a timely and effective manner to influence views not only of staff but also of Member States (delegates, parliaments, decision-makers), the broader donor community and other stakeholders, thus contributing towards transparency and building confidence and trust in the work of the Organization.
- Represent the Organization in matters related to evaluation and organizational learning. Coordinate with IOS and CRE to eliminate duplication of efforts. Represent the Organization at various meetings within the United Nations common system including the UNEG and with Member States’ governments and professional organizations. Collaborate with other oversight bodies in the United Nations system on programmes of mutual interest.
REQUIRED QUALIFICATIONS
Education
Essential:
- Advanced level university degree in social sciences, public health or related field.
Desirable:
- Advanced professional training in evaluation.
Experience
Essential:
- At least 15 years of evaluation experience of which at least five years at the senior management level, in managing and conducting evaluations, preferably in the health sector.
- Substantial experience in advising senior officials.
- Proven experience in managing and mobilizing financial and human resources as well as demonstrated experience to lead, motivate and supervise staff of various backgrounds.
- International experience.
- Experience working in an organization of the UN system or other multilateral agency.
Desirable:
- Work experience in developing countries.
Skills
- Excellent knowledge of evaluation theory and practice, including UNEG norms and standards for evaluation, and of emerging evaluation trends and global issues as they relate to the evaluation mandate.
- Demonstrated ability to manage and conduct complex evaluations, including evaluation design, data collection and analysis and reporting; and to identify professional skills required for the mandated work and provide coaching and mentoring.
- Demonstrated ability to competently plan and implement an effective strategy for systematic follow-up to evaluation recommendations and for communication of evaluation findings.
- Ability to promote and cultivate an organizational learning culture within the Organization and the widespread use of evaluation results both internally and externally.
- Proven analytical abilities and demonstrated skills in presenting complex policy issues orally and in writing, using mature professional judgement in independently reporting significant issues directly to senior management and at meetings of governing bodies.
- Excellent negotiation and facilitation skills.
- Ability to interact positively with staff at all organizational levels, plus senior officials of Member States and other UN agencies.
- Demonstrated ability to lead, motivate and supervise staff of various backgrounds and develop a team approach to issues.
- Demonstrated ability to manage and mobilize financial and human resources effectively, so as to maximize efficiencies and effectiveness, in order to achieve planned results.
Use of Language Skills
Essential:
- Expert knowledge of English.
Desirable:
- Intermediate knowledge of French.
