This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union’s bank, is seeking to recruit for its EIB Global Directorate, at its headquarters in Luxembourg, the Director General*. As Director General (DG) GLO, you will create and implement the vision and overarching strategy for the Directorate, leading a team of close to 350 staff, and contributing to the success and sustainability of the Bank through your management of GLO operations. This is a full-time position at grade 8/9.

The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.

The EIB Group is one of the largest international finance institutions in the world with an annual financing volume of more than EUR 85 billion. Over 10% of the EIB Group financing volume, equivalent to EUR almost 10 billion in 2023, is carried out in countries outside the EU where the EIB has been active for around 60 years.

Purpose

As the Director General for GLO, you will be responsible for:

  • The overall functioning of EIB Global Directorate, including its operations, strategic orientations and partnerships, EIB Global’s market strategy, driving the impact and influence of EIB Group.
  • Representing EIB Group in institutional contexts and engaging with the European Commission, the European Parliament and the EU Member States to coordinate and deliver on EU external action and development priorities under the policy first principle.
  • Supporting EU priorities by contributing to the European Green Deal, EU Global Gateway strategy as well as high-level EU policy dialogue on external action and development, including the EU’s neighbourhood and enlargement policies and to the strategy defined by the European External Action Service.
  • Developing team spirit both within the directorate and with other parts of the EIB Group.
  • Providing leadership to the Bank as a whole in embodying its mission and values while cooperating with peers in the general management and guidance of the EIB Group.

Operating Network

Reporting to the EIB President, you will represent your Directorate throughout the Bank, collaborating closely with your peers in other Directorates.

You will ultimately be responsible for the achievement of the Outside the EU Operational Plan objectives – both quantitative and qualitative – as decided by the Management Committee and by the Bank’s Board of Directors following the advice or opinion from the Board advisory group on EIB global operations and adherence to best banking practices.

You will need to establish strong and effective working arrangements with your peers in other Directorates of the Bank to ensure functioning modalities of cooperation to effectively and seamlessly carry out the activities of your directorate, as well as appropriate incentive structures promoting collaboration with the other directorates, a sense of common purpose, collegiality and joint accountability. This may entail consultations on required skills, operational policies and the proper implementation of the “Three Lines of Defence” and full group alignment from the outset.

Under the guidance of the President and the Management Committee you will have an important role in reinforcing high-level dialogue with relevant EU counterparts (EC and EEAS) as well as with peer IFIs and DFIs.

Accountabilities

  • Develop, propose and implement, under the guidance of the Bank’s Management Committee, the strategy and policies for the activities of the Directorate with a view to optimize impact and focus of EIB Group operations outside the European Union. This will include the development of new modes of engagement and the definition of relevant KPIs supporting the overarching objectives of creating more impact, enhancing cooperation and ensuring financial sustainability.
  • Manage the execution of the GLO Business Plan cooperating closely with other directorates.
  • Strengthen cooperation with the EC/EEAS, in close cooperation with the EIB’s Brussels Office, as well as with IFI/DFI peers and other external stakeholders.
  • Ensure and maintain an organisational structure supporting the achievement of the objectives set for Outside EU (OEU) activities with appropriate key performance indicators and creating commitment to EIB Global throughout the EIB Group.
  • Organise, empower and manage to deliver the results and objectives of EIB Global in compliance with the European and internationally accepted standards, applicable regulation and EIB policies and governance.
  • Ensure EIB Global enjoys a strong reputation for delivering EU public policy objectives outside the EU.
  • Ensure that the Directorate is appropriately staffed in terms of number and organisation and that tasks are allocated appropriately to achieve business objectives and efficiency; Ensure an efficient use of budget and staff resources in service delivery.
  • Ensure that staff have the right competencies, objectives and motivation to deliver the Directorate’s strategy and operational plan; oversee their key capabilities, skills and knowledge to cope with both current and future challenges and the requirements of the different business lines.
  • Ensure effective collaboration and team spirit, which fosters inclusion and belonging, enabling EIB Group to prosper.
  • Delegate and empower the execution of key area processes to the appropriate managerial or executive level. Ensure follow-up of the realised objectives and pro-actively adapt as needed.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Economics, Business, Finance, Accounting, Law or Political Science.
  • At least 15 years of relevant professional experience in finance and foreign affairs/development and a solid track record that demonstrates the capacity to develop and maintain relationships with stakeholders in the public and private sectors.
  • At least 10 years of experience in management, gained in multicultural environments or international organisations. Experience in managing large teams.
  • The role requires an ability, demonstrated by a strong track-record, to lead, motivate and support highly qualified staff, and demonstrated ability to work in a complex, consensus-driven, multi-cultural and multi-stakeholder environment.
  • Critical thinking and clarity of vision, sensitivity to business and political issues and sound judgement; creativity, openness to innovation and ability to support and manage change.
  • Excellent communication skills both written and verbal and public speaking skills.
  • Excellent knowledge of English and/or French (**), with a good command of the other. (Knowledge of other EU languages would be an advantage).

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
