The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow with sustainability at its core. We began operations in Beijing in January 2016 and have since grown to 109 approved Members worldwide. We are capitalized up to USD100 billion and Triple-A-rated by the major international credit rating agencies. Working with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled and promotes regional connectivity.
The Director General, Facilities and Administrative Services Department is responsible for leading and managing the strategic planning, budgeting, implementation, and supervision of AIIB’s facilities management, administration services programs, corporate procurement, security and business continuity, information management and data privacy. The Director General also leads the development of AIIB’s policies and procedures covering such areas as corporate procurement, information governance, security, safety, business continuity, travel, relocation, vehicle use, and crisis management/emergency response etc., and to oversee their effective implementation.
This position will report to the Vice President and Chief Administration Officer (VPCAO).
Accountabilities & Responsibilities
The specific responsibilities of the position include, but are not limited to, the following:
- Oversee and manage AIIB’s corporate procurement of goods, works, and consulting services to support AIIB’s operations, in accordance with Bank policies to ensure timely, cost-effective, transparent, value-for-money and fit-for-purpose delivery of goods and services as required by AIIB.
- Lead the development and strengthening of working relationships among internal and external stakeholders such as host government agencies to provide administrative service to the staff and implement the immunities and privileges granted to the Bank and Bank officers and employees.
- Guide the development of workplace strategy, policies and procedures for managing AIIB’s assets, property and office space with efficiency and cost effectiveness, for the Bank’s Headquarters in Beijing, its backup office in Tianjin, and any other alternative offices as required for the Bank’s operations.
- Oversee the development of AIIB’s institutional carbon emission management plan and roadmap to advance the sustainability of AIIB’s institutional operations and meet international standards and best practices.
- Develop and oversee the implementation of policies and procedures pertaining to the Bank’s security, safety, travel, staff relocation, business continuity and crisis management/emergency response, etc.
- Supervise the Records and Information Management, guide the development of the Bank’s Data Privacy policy, Record and Archives Program, and Library and Research Center to ensure the availability, confidentiality, integrity, and auditability of the Bank’s information assets.
- Oversee the management of in-house administrative services, including official travel, visa applications, staff relocation, shipment, corporate insurance, conference and event facilitation, wellness center and staff hospitality management, etc.
- Be responsible for planning the work program and budget of the Department, mentor and manage staff in the Department, and motivate them to perform according to their highest potential.
- Other tasks assigned by VPCAO and Management.
Knowledge, Skills, Experience & Qualifications
- Minimum 20 years of progressive management experience in related areas, with a least 10 years at the leadership level in multilateral development development/global financial institutions or large and complex organizations; experience with local government is a plus.
- Strong management experience in facilities and administration services.
- Ability to liaise with all levels of Management, staff, and external organizations concerning facilities and asset management-related issues.
- Exceptional understanding of organizational needs regarding administration and facilities.
- Strong experience and demonstrable good judgment in conflict management and conflict resolution.
- Experience in process optimization.
- Ability to drive initiatives with limited resources and leadership-for-results attitude to achieve desired outcomes and solve problems.
- Strong personal integrity, fairness and credibility necessary to gain the trust and commitment of individuals at all levels of the organization.
- Highly effective communication skills. An innovative thinker and an effective and persuasive communicator, able to engage effectively at all levels of the organization.
- Strong managerial and excellent interpersonal skills in managing a diverse workforce (team).
- Fluent in written and oral English.
- Master’s degree equivalent or above in Business Management, Engineering, Social Science and related fields from a reputable university.
