The EIB, the European Union’s bank, is seeking to recruit, at its headquarters in Luxembourg, a Director General for the Chief Financial Controller Directorate*.

The selected candidate would head the Directorate and shepherd its transformation into a fully-fledged corporate financial management and cost management function.

This is a full-time position at grade 8/9.

The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.

Purpose

As DG, you will lead your Directorate to implement and drive all aspects of EIB’s corporate financial management and cost management (including corporate financial planning and strategy, accounting budgeting and procurement), as well as internal and external reporting for the EIB Group.

This role includes managing, coordinating and supervising the Directorate’s large teams, and driving change management for the Directorate’s expanded and evolving scope to consolidate activities and enhance the effectiveness of the Bank’s organisational set-up related to cost management, budgeting and corporate financial planning.

As a strategic thought leader, the CFC will foster new innovative ideas and improve and modernise internal operations whilst optimising team performance in an inclusive and transparent manner.

Operating Network

You will report to the Management Committee and under the functional supervision of the Bank’s President collaborate closely with EIB staff at all levels across the Group and co-operate closely with the relevant services within the Group.

As Director General You will participate to the Bank’s Management Committee and Audit Committee meetings, as well as the EIB’s Board of Directors and Board of Governors, EIF’s Audit Board and the EIB’s Remuneration and budget Committee meetings.

Externally, you will have constant interaction with the external auditors and other EU and public financial institutions as well as professional associations, external experts and across the industry more generally.

Accountabilities

  • Strengthen and actively manage the EIB Group’s corporate financial planning and budget planning, drive increased accountability for financial performance, cost management and effective use of resources within the Group, including by driving the transformation of the Directorate.
  • Supervise and drive the elaboration of the Bank’s corporate financial and accounting strategy, as well as principles and rules, ensuring the issue of true and fair financial statements to inform internal and external stakeholders about the Bank’s financial position and results in a transparent manner.
  • Align and embed the Directorate’s strategy with(in) the global Bank-wide strategy and its further development.
  • Supervise and lead the management of the resources necessary to implement the EIB’s strategic, economic and financial principles and rules.
  • Lead, develop and coach the respective management team, fostering teamwork, collaboration and knowledge sharing across the Directorate.
  • Ensure that staff within the Directorate have the right competencies, objectives and motivation to implement the Directorate’s strategy and processes; oversee their key capabilities, skills and knowledge to cope with both current and future challenges and the requirements of the different business lines.
  • Foster a development culture that supports all staff to grow in their current positions and prepare for future positions.
  • Develop and supervise the implementation of the budgeting, profitability and cost accounting methods, processes and reporting to support the execution of the Corporate Strategy while ensuring effective and efficient allocation of the Bank’s resources.
  • Develop and supervise the Bank’s procurement strategy and processes with a focus on ensuring cost efficiency.
  • Supervise the execution of key processes in the Directorate to deliver maximum effectiveness and produce timely and accurate financial statements and other reports on cost accounting, cost and budget control.
  • Leverage transfer of responsibilities from different services and stakeholders to shape the new strategy and vision of the Directorate.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) ideally in Finance, Business Management, Accounting preferably complemented by a business-oriented post graduate education.
  • At least 15 years of relevant professional experience in finance, control, financial planning, and/or cost and budget management, ideally gained in a multinational organisation and/or in an IFI or other international / multilateral institution.
  • Ideally 10 years of managerial experience, at senior level, preferably for international or multidisciplinary teams, with a proven capacity to manage large teams.
  • Excellent knowledge and experience of finance and accounting, and good understanding of international financial reporting standards.
  • Good understanding of regulatory environment relevant for banks.
  • Experience in driving vision, policy and strategy into concrete application.
  • Excellent knowledge of English and/or French (*), with a good command of the other. (Knowledge of other EU languages would be an advantage).

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
