The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is Financing Infrastructure for Tomorrow in Asia and beyondinfrastructure with sustainability at its core. Collaborating with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled and promotes regional connectivity.

As a member of Senior Management and reporting to a member of the Executive Committee, the Director General, Operational Partnership, is in charge of strengthening AIIB’s presence and engagement in the international development system and mobilizing resources that support investment operations, helping the Bank to achieve its mission to finance Infrastructure for Tomorrow.

Responsibilities:

Mobilization and management of Special Funds resources

  • Mobilize Special Funds resources from current and potential donors to support AIIB’s investment operations.
  • Lead the day-to-day administration of the Bank’s Special Funds resources, including the Special Fund Window, the Project Preparation Special Fund, the Project Specific Fund Window, as well as other special resources, such as those from selected global partnership facilities/funds/private financial institutions and philanthropies where AIIB is the implementing/technical partner.
  • Provide matchmaking services to investment operations, including through dedicated digital platforms, to connect prospective providers of concessional resources with AIIB project opportunities.
  • Strengthen operational partnerships with providers of upstream and downstream concessional support, including but not limited to multilateral special funds, bilateral agencies, development finance institutions, and philanthropic foundations, via fit-for-purpose innovative strategies and mechanisms to catalyze co-investments and strategic collaboration.

Strategic partnership management

  • Lead the design and execution of the Bank’s partnership strategy, in consultation with internal and external stakeholders, to advance AIIB’s Corporate Strategy through the mobilization of partner resources and capabilities.
  • Coordinate internal efforts to facilitate strategic engagements with peer MDBs, development finance institutions, private financial institutions, philanthropies, and other public/private strategic partners to support investment operations and serve as a central coordination point for managing these institutional relationships.
  • Develop and execute innovative/fit-for-purpose partnership approaches in support of AIIB’s ambition to mobilize private capital and grow private-sector financing to a 50% share of annual financings and ambitious private direct capital mobilization targets.
  • Manage the Bank’s engagement with global and regional multilateral cooperation fora and platforms, such as the G20, COP, FiCS, and ASEAN, and provide strategic advice on how to strengthen the Bank’s position in the international financial architecture.
  • Support senior executive representation at high-level bilateral and multilateral gatherings and fora and, when required, represent AIIB in such relevant meetings.

Team building

  • Lead and further build a high-performing team that drives strategic partnerships and effective mobilization and utilization of Special Funds resources to support investment operations.
  • Foster cross-departmental collaboration and knowledge management, ensuring regular communication and alignment on partnerships across teams and functions.
  • Lead annual departmental business planning and budget management.
  • Other tasks assigned by the supervisor.

Requirements:

  • Minimum 20 years of relevant professional experience in managing partnerships across international organizations and the private sector, with a focus on development finance.
  • Master’s degree in finance, economics, development studies, business administration, and/or related fields is essential.
  • Proven track record in partnership development and client engagement within complex, global institutions.
  • Operational policy experience in designing and managing technical assistance activities funded by global partnership facilities such as the Global Infrastructure Facility would be an advantage.
  • Substantial experience in project and/or infrastructure financing across multiple sectors and jurisdictions, particularly within Asia.
  • Exceptional problem-solving skills and a strong track record of delivering results in high-pressure, outcome-oriented environments.
  • Demonstrated leadership and interpersonal effectiveness, with the ability to manage diverse teams and coordinate across internal departments and external multistakeholder environments.
  • Excellent communication skills in English, both written and oral, with the ability to represent the institution in high-level public forums.
