Job Description

Under direction of the Associate Vice Provost, the director plans, organizes and directs the Global Project Operations for the Fulton Schools of Engineering Global Outreach and Extended Education (GOEE) to ensure ongoing efficient and effective implementation of global funded projects in accordance with established priorities, strategies, and goals. The director leads collaboration with internal and external global stakeholders (USAID, US State Department, other funding agencies) in the development and deployment of strategic project initiatives in GOEE. The director serves as a contributing member of the GOEE leadership team. This role will oversee both the broader aspects of GOEE’s global operations as well as serve as project director/ project lead for specific global initiatives.

Essential Duties

Global Operations

• Develops cross-project staffing plan for global representative office teams, effort allocation, and financial projections.
• Develops cross-project staffing plan for global representative office teams, effort allocation, and financial projections.
• Reviews and advise project reports, KPI attainments, and workplans to guide overall global strategy.
• Provides PI oversight (PI delegate) for grant operational and financial approvals including payroll and purchasing.
• Designs and leverages cross-project/program strategies and tools for efficient implementation. Evaluates implementation models (i.e. outsource, subawards, internal development etc.).
• Develops and implements and standardizes systems, strategies and processes, aligned with ASU and sponsor policy, for program and business operations, including staff management/human recourses, purchasing, payroll, in country office licensing and reporting, work planning and event management, etc.
• Works collaboratively with stakeholders, leadership, and other related staff to define and identify all required infrastructure needs to implement strategic initiatives set forth by the evolving global portfolio
• Oversees development of robust models for design, development, coordination, assessment and monitoring, and evaluation of GOEE’s global programs and projects to ensure achievement of established outcomes.
• Resolves problems and/or issues affecting GOEE global operations; directs measures to improve the effectiveness and efficiency of global operations. Collaborates with university leadership and other units to benchman, evaluate, design, and implement solutions.

Sponsored Projects

• Oversees development and implementation of program activity Workplans aligned to project KPIs in collaboration with project team, partners, and stakeholder.
• Responsible for reporting and communication of project achievements and goals as linked to university mission and project outcomes.
• Responsible for project implementation of ASU GOEE strategies and systems and ensures smooth adoption of tools and processes in collaboration with the Country Director and Program Operations Manager to ensure alignment with country specific requirements and polices.
• Identifies problem /issues with project operations; recommends solutions to improve project operational effectiveness.

Supervision 

• Leads the processes and management in the hiring, training, and evaluation of department and international staff;
• Supervises globally distributed project teams directly and/or through subordinate management.

Administration and Program Development

• Contributes to development of annual strategic goals and objectives and ensures implementation of policy and procedures to aid in meeting these goals
• Leads co-creation stakeholder collaboration process to define project scope, strategy, budget, and outcomes; identifies critical resource expertise and targets appropriate internal and/or external sources to ensure optimal outcome(s).
• Collaborates with key internal and external stakeholders to execute strategic global initiatives; maintains effective relationships with government, industry, and global education partners as key project stakeholders.
• Serves as a representative of the University at state, regional, national or international, organizations, boards, councils, and committees, as assigned.

Minimum Qualifications

Bachelor’s degree in a field appropriate to the area of assignment AND eight (8) years of related administrative experience, which includes five (5) years of supervisory experience; OR, Twelve (12) years of related administrative experience, which includes five (5) years of supervisory experience; OR, Any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved.

• Proven track record in implementing international development projects, encompassing contracting, policy adherence, and operational oversight with both domestic and international funding bodies.
• Proficiency in cultivating and managing relationships with key stakeholders, including mission leaders in Washington DC and across international regions pertinent to our projects.
• Demonstrated experience in establishing and managing international offices, ensuring effective representation and operational efficiency.
• Experience in supervising, nurturing, and fostering a collaborative team environment among diverse international staff, spanning various regions worldwide.
• Experience in budgetary management methodologies, ensuring fiscal responsibility and resource optimization.
• Comprehensive understanding and application of project management principles, change management strategies, and techniques tailored for intricate, large-scale projects.
• Demonstrated knowledge with organizational operational frameworks and best practices, facilitating streamlined processes and efficient resource allocation.
• Experience in strategic planning methodologies, enabling the formulation and execution of overarching project objectives.
• Demonstrated knowledge in monitoring and evaluation methodologies, proficient in data tracking, and skilled in data analysis for informed decision-making.
• Evidence of problem-solving acumen and adeptness in decision-making processes, ensuring effective resolution of challenges encountered.
• Evidence of effective planning, analysis, and coordination skills, proficient in establishing and prioritizing project activities.
• Evidence of effective communication skills, facilitating clear and concise dissemination of information across diverse audiences.

Working Environment

Activities are generally performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse; required to stand for varying lengths of time and walk moderate distances to perform work. Frequent bending, reaching, lifting, pushing and pulling up to 25 pounds. Regular activities require ability to quickly change priorities, which may include and/or are subject to resolution of conflicts. May be required to perform tasks in the field within and/or across University campuses. May be required to travel domestically or internationally for development, implementation and/or oversight of global initiatives.  Ability to clearly communicate  to perform essential functions.
