Context:

Under the overall supervision of the Director General and direct supervision of the Deputy Director General for Management and Reform, the Director of the Global Shared Services Division plays a key role in improving the effectiveness of “delocalized services” and serves as a driving force for organizational efficiency.

The Director of the Global Shared Services Division will provide strategic leadership and advice for the implementation of best practices and optimization of resources for the delivery of global transactional work and other “delocalized services.”

The responsibilities encompass strategy-setting, planning, and overall performance management of global shared services, leveraging economies of scale, expertise, and technology to deliver reliable, efficient, and timely services throughout the organization. The successful candidate also spearheads IOM engagement in and implementation of the UN Secretary General’s reform agenda conducted through the UN Business Innovation Group and the High-Level Committee on Management (HLCM).

Core Functions / Responsibilities:

Leadership and Coordination of Global Shared Services

  1. Drive the development and implementation of a comprehensive institutional strategy for optimizing operational efficiency by delivering of high-quality, timely and standardized administrative services globally.
  2. Coordinate closely with the functional leaders at Headquarters (HQ) and the Directors of the Administrative Centres to ensure the efficiency and quality of the services currently provided. Establish mechanisms for a regular dialogue with the main stakeholders of the Global Shared Services to ensure they are fit for purpose and seek for continuous improvement.
  3. Identify gaps in administrative services that could be executed collaboratively in order to provide a more efficient and reliable service for the HQ, Regional Offices and Country Offices.
  4. Keep abreast of latest developments and follow best practices in the implementation of the UN Secretary General’s reform in relation to Global Shared Services.
  5. Implement a model to define the respective responsibilities of the Administrative Centres and the functional leads, ensuring the efficient delivery of services and, coherence across the various delocalized centres, alignment with institutional priorities and a clear delineation of the accountability.
  6. Develop an institutional service delivery management software to optimize service satisfaction levels and, in collaboration with functional leads, identify appropriate key performance indicators for tracking progress, measuring performance and reporting.
  7. Manage the staff of the Global Shared Services Division by setting strategic objectives, manage performance, monitor progress against established workplans, and manage the budget and human resources.
  8. Oversee and facilitate the business continuity planning of the global shared services as well the business continuity planning of the Headquarters.

Oversight role for Global Shared Services Centres

  1. Review regularly the service portfolio of the Administrative Centres (e.g. in Manila and Panama City) and ICT Hub in Valencia with an aim at ensuring coherence with institutional priorities, optimize service delivery and make proposals for providing high-quality services.
  2. Report periodically on the performance of the Administrative Centres to the mainstake holders and identify areas for improvement.
  3. Implement standardized processes, tools, and metrics to measure service performance, promoting best practices and, in collaboration with functional leads, aiming for continuous enhancement of service delivery.
  4. Drive the integration of innovative technologies and systems to streamline shared service operations, enhance automation, and improve service delivery efficiency.
  5. Optimize resource allocation, balancing capacity and demand to meet organizational needs effectively while maintaining service quality.

Environmental Sustainability Unit

  1. Manage IOM’s Environmental Sustainability Programme, which focuses on three key environmental management areas: energy, water and waste management.
  2. Build on already available good practices and policies and strengthen internal governance related to environmental sustainability.

UN Business Operations Engagement Unit

  1. Support and provide substantive inputs for IOM’s engagement in the UN Secretary General’s reform agenda conducted through the UN Business Innovation Group and the High-Level Committee on Management (HLCM), in particular, global shared services, business operations strategies, common back offices, common premises and mutual recognition.
  2. Support the implementation of the above-mentioned initiatives throughout IOM worldwide.
  3. Report on the efficiency gains from these initiatives.
  4. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in in Business Administration or related fields from an accredited academic institution with fifteen years of relevant professional experience.

Experience

  • A minimum of fifteen years of progressively responsible professional work experience in an international development context;
  • Demonstrated experience in financial management, programme management and the delivery of global shared services in a humanitarian organization with a global footprint;
  • Experience driving multiple teams towards achieving operational excellence and reaching common goals;
  • Proven experience with implementation of change management in comparable organizationa lsettings; and,
  • Experience managing a broad range of support teams.

Skills

  • In-depth knowledge of the administrative and financial management regulations of IOM;
  • Thorough understanding of the programmatic areas of the Organization and the administrative services which support the delivery of IOM’s mandate;
  • Excellent communication and negotiation skills; and,• Personal commitment, efficiency and drive for results.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
