The Director, Human and Social Development will provide technical leadership for education and, in collaboration with other sector offices and other departments, develop and maintain education policies, strategies, and operational plans, guide bank-wide work in the sector, and ensure alignment with ADB’s Strategy 2030. Ensure consistency of education policy, strategy, and operational plan implementation. Work with complex issues and guide others in resolving complex problems with high levels of risk. Support cross sector and thematic group teams to develop knowledge and investments with socio economic impact. The incumbent will report to the Senior Director, SG-HSD and will supervise international, national and administrative staff.
Responsibilities:
  • Leads, establishes and cascades the education strategies and operational plans in support of ADB’s Strategy 2030. Develops and maintains education policies, strategies, and operational plans. Monitors operations trends against the directions set out by these corporate documents.
  • Leads in all education technical and operational matters.
  • Fosters and drives innovation in policy and operational issues, thought leadership and future looking Bank-wide initiatives to help develop future business.
  • Works in partnership with other sector offices and regional departments, to find collaborative and innovative solutions to complex development challenges.
  • Identifies and develops knowledge in new emerging areas and develop flagship events, studies and publications to produce seminal knowledge as the basis for future operations.
  • Provides corporate knowledge support, including reporting, briefing papers, and speeches,
  • Ensures that the HSD Sector Office remains at the forefront of the global development debate on regional issues on education.
  • Contributes to the recruitment and talent management of technical staff across the Bank.
  • Manages global/regional knowledge and financing partnerships (donors, private sector, academia, civil society organizations and development community) and establishes robust professional networks.
  • Works with Partner Funds Divisions in influencing the mobilization of external cofinancing (grants, investments, and concessional loans) and manage relevant financing partnership facilities.
  • Manages the performance of staff and provide coaching and mentoring to staff and ensure their on-going learning and development.
Qualifications:
Relevant Experience & Requirements:
  • Master’s degree, or equivalent, in education, anthropology, sociology, international development, economics or related fields. Alternatively, university degree and at least 10 years specialized experience relevant professional experience can be considered in lieu of a Master’s degree.
  • At least 15 years of relevant professional experience including international experience working in several countries.
  • Demonstrated deep technical knowledge and expertise, with a track record of successfully applying them to achieve development results.
  • Proven ability to act as a trusted, strategic advisor, partnering with clients to deliver results.
  • Proven ability to influence the design and execution of major policy initiatives, and promote innovations in project design and management.
  • Excellent written and verbal communication skills in English.
  • Experience in managing diverse and multidisciplinary teams, strong operational experience and experience in leading research and technical assistance.
