JOB SUMMARY: The Director, Movement Building and Partnerships works closely with the Associate Vice President of U.S. Advocacy to develop and oversee mobilization of supporters and partners to protect U.S. foreign assistance and advance CARE’s specific U.S. policy priorities. The director leads supervises a team responsible for online and offline advocate mobilization. They are also responsible for CARE’s strategy for building and maintaining strategic advocacy partnerships, both both external and internal to CARE, to build the organization’s advocate base and move the needle on policy issues. They collaborate across the U.S. Advocacy department to manage guide all aspects of building an advocacy movement, including but not limited to: identification of activations and advocate journeys, planning and logistics, recruitment, stakeholder communication, retention, recognition, consultant management, budget tracking and management, etc. They serve on the U.S. Advocacy department’s senior leadership team (SLT), through which role they help to shape and manage the team’s strategic direction. RESPONSIBILITIES: Online and offline advocacy In coordination with the AVP, U.S. Advocacy, leads guides the offline and online advocacy functions to develop and implement effective strategy to inform and mobilize advocates to protect U.S. foreign assistance and move the needle on CARE’s policy priorities. Sets Oversees target setting for online and offline advocate growth and action, and leads the team in meeting targets. Oversees throughline from advocate acquisition to onboarding and education to activations to retention and growing up the engagement ladder. Focuses on both grassroots and grasstops strategies. Provides strategic insight and expertise to guide direction on tactics and messaging. Ensures connection of Connects mobilization plans between offline and online to leverage and complement each other’s efforts. Ensures advocate actions translate into policy influence, working with the Government Relations Director, who is also responsible for this activity. Coordinates with Director, Government Relations and rest of U.S. Advocacy department to ensure advocates are being mobilized in ways which will help to achieve policy impact. Enables leadership opportunity for members of the offline and online advocacy teams, include regular coordination with senior managers. Coordinates among peer NGOs to maximize our collective impact for offline and online advocacy. Participates in leadership team for CARE on Capitol Hill and other advocate-focused event, coordinating with the rest of the leadership team and the U.S. Advocacy team’s Project and Events Manager. Advocacy partnerships Responsible for scaling CARE’s advocacy partnerships as the means to grow our advocate base and sway policymakers to support U.S. foreign assistance and our specific policy priorities. Leads CARE’s efforts to identify, develop and maintain relationships with strategic external partners to mobilize their memberships, collaborating across the U.S. Advocacy department to prioritize organizations that can provide needed perspective to persuade key congressional offices. Develops and offers a standardized menu of plug and play offerings for partners to engage (e.g. including our asks in a lobby day, insertion of content into newsletters, etc.), including those that are and aren’t financially supported. Ensures that advocacy partners are provided the opportunity to engage in offline and online advocacy activations. Leads Oversees key strategic partnerships such as the Chef’s Table. Seeks opportunities to raise CARE’s visibility and credibility as a leader among NGOs and as the organization to partner with on advocacy. Internal relationships for public engagement Drives collaboration of team with other departments who have access to audiences who can be mobilized for advocacy, such as Resource Mobilization, Marketing and other divisions to engage corporate partners, mid-level donors, celebrities, broader public audiences, etc. in our advocacy, providing information on key moments and resources to engage. Works with AVP, U.S. Advocacy and VP, U.S. Programs and Policy Advocacy and the Marketing team to facilitate advocacy communications to build public support and persuade policymakers. Works to incorporate advocacy engagement opportunities into other CARE events and moments. Team leadership Represents U.S. Advocacy and Advocate Mobilization and Partnerships internally and externally. Fosters the growth of the Advocate Mobilization and Partnerships team as individuals and a collective. Reinforces collaboration across the team and across the U.S. advocacy department to ensure advocacy mobilization and partnership are best benefiting other team needs and goals. Works with the AVP, U.S. Advocacy to oversee Human Resources-related needs, budget and fundraising as it relates directly to the Advocate Mobilization and Partnerships team. Supports and/or provides leadership for departmental and organizational initiatives as needed, including diversity, equity, belonging and inclusion, fundraising and donor relations, among others. QUALIFICATIONS: Master’s degree in international relations, political science, communications or similar field or relevant experience. 10+ years experience working on issue-based campaigns, political campaigns, and/or community organizing Experience working with a large, complex, international organization Strong people and leadership skills, at least 5 years of people management experience Strong political acumen Interest in and willingness to travel Demonstrated commitment to international development and humanitarian response Strong public speaking and written communication skills Knowledge and understanding of how U.S. government policymaking processes Knowledge and understanding of gender equality and CARE’s priority policy issues Fundraising and grant management experience Skilled in communications and messaging strategy for different target audiences Ability to thrive in a fast-paced, creative and evolving team Ability to work productively with policymakers, organizational leaders and other VIPs
