Position Description

InterAction seeks a dynamic, experienced senior professional to lead our foreign assistance budget and appropriations portfolio. We are looking for someone with a deep knowledge of how U.S. government development and humanitarian foreign assistance budgets are created and why they matter to the American people. This position plays a leadership role in the InterAction community by providing regular analysis to the coalition, developing and executing appropriations advocacy strategies, and fostering learning on appropriations and advocacy among InterAction members.

The person in this role will lead budget and appropriations advocacy and education on behalf of InterAction and its members. The prospective candidate will also be expected to lead InterAction’s PPC Budget and Appropriations Subcommittee, provide written and oral budget analysis, facilitate information sharing, and represent the interests of InterAction to key agencies within the Administration (i.e. OMB, State Department, and USAID) and relevant Congressional staff and committees. The ideal candidate will have direct experience working with the State and Foreign Operations appropriations bill, analyzing annual bills as well as supplemental funding requests, and developing recommendations for a group of stakeholders. This role will reside within InterAction’s Public Policy Team and report to the VP for Global Development Policy, Advocacy, and Learning.

This is a full-time position based in Washington DC. InterAction maintains a hybrid work environment and employees currently work remotely and flexibly from home on some days and in-person in the office on others. There is an expectation that employees are based in the Washington DC region.

Essential Functions

  • Create and disseminate InterAction budget analysis to InterAction’s Public Policy Committee System (PPCS). Budget analysis functions include: tracking historic data for the accounts and subaccounts that support humanitarian and development work, reviewing and providing context on the President’s Budget Request, providing updates on the appropriations process, etc.
  • Lead and facilitate the PPC Budget and Appropriations Subcommittee, which includes developing agendas, doing background research and outreach, coordinating the bi-weekly meetings with co-chairs and serving as an information resource for members;
  • Provide strategic guidance to InterAction’s broader membership through InterAction’s Public Policy Committee System.
  • Manage the development, execution, and roll out of InterAction’s annual budget education documents (e.g. Choose to Invest publication);
  • Identify gaps in community understanding of US foreign assistance funding and the federal budget process and develop educational materials, trainings and/or workshops.
  • Lead development of collective advocacy strategy, organize relevant educational briefings and advocacy meetings, coordinate sign-on letters, and outreach to key policymakers.
  • Establish and maintain relationships with InterAction Members and PPCS working groups and build consensus on collective educational opportunities within the US foreign assistance budget and appropriations process. Coordinate with other members of InterAction’s Public Policy Team to effectively track and analyze pertinent appropriations and authorization bills and any other relevant policy and legislative developments;
  • Build and maintain strategic relationships with relevant federal agencies and departments on foreign assistance matters, including the Office of Management and Budget, the Department of State, and the U.S. Agency for International Development in order to bring InterAction members timely information on the budget and appropriations process;
  • Build and maintain strategic relationships with key Congressional committee staff and strategic partners;
  • Serves as a senior member of InterAction’s advocacy team and contributes to overall advocacy planning and direction;
  • Represent InterAction in public events; and
  • Performs other duties as assigned to advance InterAction’s strategic plan and initiatives.

Required Qualifications and Skills

  • At least seven (7) years of work experience, which should include direct experience on Capitol Hill or conducting budget advocacy toward the Federal government;
  • Demonstrated experience with Federal budget and appropriations processes
  • Strong understanding of the State and Foreign Operations funding bill
  • Facilitation and coalition-building experience, including building and maintaining networks, synthesizing and navigating multiple points of view, and uniting a diverse group of members around common goals;
  • Demonstrated experience with project management, including: developing workplans; managing and executing multiple concurrent efforts; and effectively managing data, communication, and work products across multiple platforms;
  • Acute attention to detail, strong analytical and problem-solving skills, and excellent oral and written communication skills;
  • Strong interpersonal skills and ability to manage relationships with InterAction members, partners and other external stakeholders;
  • Excellent oral and written communications skills, with an ability to effectively communicate on technical or complex topics to non-experts;
  • Excellent self-direction and the ability to take ownership and drive responsibilities through to completion as well as ability to work as a member of various collaborative teams;
  • Ability to work well and contribute effectively under pressure, and in response to rapidly changing needs;
  • Excellent organizational skills, including proficiency with Microsoft Office Suite;
  • Bachelor’s degree and/ or work experience commensurate in relevant field; and
  • Demonstrated commitment to, and genuine interest in, InterAction’s core values and mission.

Desired Qualifications and Skills

  • Master’s degree in a related field
  • At least 10 years of relevant work experience
  • Multiple years of direct experience with federal budget and appropriations processes, specifically with development and humanitarian foreign assistance related accounts
  • prior experience working with or on an appropriations committee or federal budget office preferred.
  • Experience tracking and analyzing legislation
  • Experience leading working groups or coalitions
  • Experience working with or for international nongovernmental organizations
  • Experience working directly on global development related issues

Compensation:

Starting at $115,000 annually, commensurate with skills and experience
