Overview:

IBTCI is seeking an experienced Director of Collaborating, Learning and Adapting (CLA) for an anticipated multi-year Monitoring, Evaluation, and Learning Activity in Bosnia and Herzegovina. The purpose of the USAID MEL Activity is to provide monitoring, evaluation, and learning (MEL), and collaborating, learning, and adapting (CLA) support services to USAID/Bosnia’s technical offices and implementing partners. These services will strengthen performance management by generating a technical evidence base to guide the Mission’s programming.

This position is contingent upon USAID award and will be based in Sarajevo, Bosnia and Herzegovina. Local applicants and ex-patriates are encouraged to apply.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Facilitate planning sessions and lead assessments to inform potential programming streams for the development of USAID/BiH’s Country Development Cooperation Strategy (CDCS).
  • Assist in the Mission’s portfolio review process by facilitating evidence review meetings and coordinating associated logistics; ensure compliance of data visualizations and summaries of Mission performance data.
  • Compile Monitoring and Evaluation (M&E) evidence generated by the project, incorporating effective data visualizations.
  • Coordinate efforts to enhance the involvement of local organizations in the project’s MEL activities.
  • Provide support for the development and implementation of the Mission’s Collaborating, Learning, and Adapting (CLA) agenda, including creating a list of planned learning events for the year.
  • Lead and manage a team of CLA specialists.
  • Facilitate and oversee logistics for learning events, for example: pause and reflect sessions, implementing partner meetings, and learning workshops.
  • Manage logistics, develop agendas and identify speakers to support communities of practice.
  • Deliver training sessions on monitoring, evaluation, and learning topics to USAID’s Implementing Partners.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least 8 years learning and adaptive management, knowledge management, organizational learning, and/or monitoring and evaluation.
  • Experience compiling and preparing presentations using both quantitative and qualitative data for USAID staff and implementing partners.
  • Demonstrated skill and experience in facilitating groups, meetings, and events (both online and in-person), resulting in collaborative decision-making.
  • Demonstrated ability to transfer knowledge to diverse audiences (capacity strengthening) through training, mentoring, and other formal and non-formal methods, using adult learning methodologies.
  • Strong oral and written communication skills, excellent interpersonal, analytical, and training skills.
  • Flexibility to work both in a team and independently.
  • Proficiency in Microsoft Office suite.
  • Must be able to read, write, and speak fluent English; Bosnian language skills are a plus.

Education:

  • Bachelor’s Degree in organizational development, knowledge management, learning, or other area of expertise; Master’s degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Previous experience as a CLA Director and/or senior-level CLA Advisor for a USAID activity.
  • Strong expertise implementing Mission-wide CLA and MEL activities, applying learning to improve Mission programming.
  • Expertise in working with a variety of stakeholders, including host country government personnel, NGO partners, international donor agencies.
  • Successful past facilitation of learning events.
  • Previous experience with USAID’s CLA initiative is preferred.
  • Strong time-management, multi- tasking, and organizational skills.
  • Strong negotiator and collaborator who strengthens business relationships.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage learning events.
  • Excellent oral and written communication skills.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Travel within Bosnia and Herzegovina may be required.
