Job Summary

The Office of Physical Resources & Planning (OPRP) provides complete and integrated planning and design services, construction management, and building renewal, maintenance, and operations management to maintain the physical resources of the Faculty of Arts and Sciences (FAS) campus. This position is responsible for the overall mechanical & structural maintenance and renewal programs for over 250 buildings within the FAS including but not limited to HVAC & security systems and infrastructure, elevators, and MEP systems, and all life safety-related systems.

The Infrastructure and Sustainability Group is also responsible for the program development and management of FAS’ Energy & Sustainability Program including developing and managing programs to attain the University-wide 2026 and 2050 sustainability goals.  This position is responsible for oversight of FAS’ Security Program.  This position oversees an internal team as well as several embedded vendors and serves as a key member of the OPRP Senior Leadership Team. 

Position Description

Energy and Sustainability

  • Leads FAS efforts to achieve University Sustainability goals (Fossil Fuel Neutral by 2026 and Fossil Fuel Free by 2050) goals with a primary focus on overall FAS carbon reduction and fossil fuel-free plans. 
  • Serves as primary FAS liaison to Harvard’s central Office for Sustainability (OFS) and Engineering and Utilities (E&U) organization.
  • Works closely with OFS, E&U, and relevant outside vendors/consultants to identify, analyze, coordinate, and execute the investments necessary to achieve sustainability goals. This includes both full electrification of certain buildings and major energy conservation projects in others, especially in laboratory science buildings.
  • Work closely with the FAS Director of Planning, Director of Capital Projects, and Senior Directors of Operations to ensure that long-term plans for sustainability investment align with addressing deferred maintenance needs and programmatic improvements to maximize the effectiveness of investments and minimize disruption to the academic enterprise.
  • Working closely with E&U and the Director of Finance and Business Systems, develops and manages annual FAS budgets for utilities.
  • Develops and manages annual budget for Energy Conservation Measures (ECM).

Infrastructure and Operational Technology

  • Responsible for FAS-wide strategic planning, design, modernization, installation, operation, and maintenance programs for energy and utilities infrastructure and building systems, including environmental, MEP, building controls, life safety, and access control.
  • Provides technical support and guidance for Facilities Operations, Building Managers, and Construction Projects.
  • Works with departments across the University (e.g. Harvard University IT, Engineering & Facilities, Harvard University Police Department, Campus Services Operations Center) to ensure proper configuration and management of FAS operating technology (OT) systems, including network security and system connectivity.
  • Oversees operation technology (OT) systems (such as BMS, lighting controls, energy recovery systems, physical security, and video systems) for the FAS campus (including defining and maintaining standards, implementing system upgrades, and coordinating new network initiatives), working closely with HUIT, HUPD, Campus Services, and key vendor partners.
  • Reviews and helps to negotiate service agreements with OT vendors.
  • Oversees and manages Facilities Condition Index (FCI) data for all FAS buildings, working closely with Building Operations and central Capital Projects Services (CAPS), to ensure that data is up-to-date and utilizing data to inform long-term planning and prioritization among various deferred maintenance needs/projects.
  • Responsible for the management of the FAS Environmental Compliance Reporting – SPCC; Emissions; Ground Water/Rain Water run-off; MWRA and DEP in conjunction with University departments such as Environmental Health & Safety.
  • Develops and manages annual capital and maintenance budgets for OT systems and campus-wide maintenance programs including elevators, fire safety systems, and emergency generators.
  • Working closely with OPRP Senior Leadership Team, helps develop FAS-wide annual and multi-year capital spending plans.

Security

  • Coordinates and supports FAS-wide security efforts of operations staff, Securitas contract guards, Siemens, and the Harvard University Police Department (HUPD).
  • Works closely with FAS stakeholders including Harvard College leadership to plan for and respond to security incidents on campus.
  • Plans and oversees capital investment in as well as maintenance and appropriate use of physical security systems, including card access, video cameras, and associated infrastructure.
  • Works with HUPD to ensure FAS alarm systems and accounts are updated and compliant.  

Basic Qualifications

  • Bachelor’s degree required.
  • 10+ years of increasingly responsible facilities management experience in academic or other large institution environments.

Additional Qualifications and Skills

  • Master’s degree or advanced training and education preferred. 
  • Demonstrated success in long-term strategic/capital planning at the campus-wide level.
  • Extensive experience in operating technology, including building automation and energy recovery systems.
  • Strong background in analyzing and managing technically complex systems and capital projects.
  • Excellent decision-making and organizational skills.  
  • Must be highly skilled in written and verbal communications and have the ability to work well with clients at all levels.
  • Strong financial analysis and budget presentation skills. 
  • Solid knowledge of local, state, and federal regulations for operating in an urban area setting within an educational, research-oriented environment. 

Certificates and Licenses

LEED AP, CEM, CEA, Energy Engineer, or PE license helpful.

Physical Requirements

Walking throughout campus and all areas of facilities including mechanical areas, roofs, stairs, etc.

Working Conditions

During emergency situations and severe inclement weather, this position is designated as essential and critical to the operations of the FAS.

This position is based primarily on-campus, in Massachusetts. This may include in-person during emergency situations (if applicable).
