Job Context:

Global Health Risk and Capacity (GHRC) is a four-year global contract funded by the USAID Global Health Bureau under the Compliance and Capacity Support for Diverse Partnerships (CCSDP) IDIQ. To advance the USAID localization agenda, GHRC will support USAID to transition health program implementation to local implementing partners through three main objectives: 1) support USAID identification of and engagement with a diverse set of local partners; 2) provide capacity strengthening and technical assistance to USAID local health partners; and 3) to support the capacity of USAID local health partners through global knowledge exchange activities.

NOTE: This is a remote position; CRS will give preference to candidates who are based in countries where we have existing offices. CRS does not sponsor visas for remote employees.

Job Summary:

As Director of Locally Led Development for the GHRC project, you will serve as a member of the GHRC Senior Management Team where you will contribute to overall technical leadership and will provide oversight for the quality and consistency of capacity strengthening and local leadership. Multiple implementing partners will deliver GHRC and will, to the greatest extent possible, engage local networks, organizations, and individuals in service delivery. Thus, you will lead highly collaborative, integrated, and inclusive processes.

You will work with on-the-ground capacity strengthening teams and the Director of Programs to develop a consistent holistic capacity strengthening approach that aligns with GHRC client needs, the USAID Local Capacity Strengthening (LCS) Policy, and PEPFAR’s National Capacity Building Agenda. You will create, adapt and roll-out technical guidance and capacity strengthening content for the delivery of technical assistance to a wide array of USAID local health partners, including government and non-governmental organizations. You will ensure quality, locally driven capacity strengthening approaches and cutting-edge technical assistance that leverages industry best practices and the expertise of all consortium members. You will provide technical leadership in the accompaniment of USAID health partners to identify their capacity needs through partner-led capacity assessments and to document their progress in capacity improvements through the development and maintenance of a digital dashboard that can be shared regularly with USAID Missions. You will also oversee operational research to contribute to the evidence base on locally led development.

Roles and Key Responsibilities:

  • Oversee development of a consistent approach to risk management and capacity strengthening for local partners, ensuring a quality, holistic, consistent, and flexible project capacity strengthening approach that is reflected in tools and learning modules that leverage consortium member expertise and align with the USAID LCS Strategy and meets local partner needs and priorities.
  • Ensure optimal use of consortium LTTA/STTA (long-term technical assistance/short-term technical assistance )subject matter experts to deliver specific capacity strengthening and technical assistance to local partners according to their needs and priorities.
  • Collaborate with service delivery teams to design GHRC capacity strengthening and technical assistance standards, tools, and best practices for effective engagement of a diverse set of USAID health implementing partners including government and non-governmental organizations.
  • Provide technical leadership for the capacity assessments of local health implementing partners ensuring a partner-led process that embodies CRS partnership and USAID LCS policy principles.
  • Oversee the tracking of capacity strengthening interventions through the use of a digital dashboard for use by local partners and shared regularly with USAID.
  • Contribute to GHRC knowledge management, operations research, and learning agenda in locally led development and capacity strengthening. Capture, document, and share key successes, promising practices, lessons learned, and evidence-based implementation research, internally and externally, including publications in peer reviewed journals.
  • Represent GHRC at global forums presenting GHRC work and research in locally led development to influence technical partner approaches, future funding opportunities, and policies. Network with relevant organizations to increase GHRC profile in locally led development.

Required Languages: Professional fluency in English required; proficiency in a second language strongly preferred (e.g., French, Spanish, Arabic).

Travel: Must be willing and able to travel up to 30%.

Basic Qualifications:

  • Master’s degree in organizational development, public administration, international development, public health, or related field required.
  • Minimum of eight (8) years of work experience in international development, organizational development, capacity strengthening, global health, health system strengthening or other related.
  • Deep understanding and application of technical principles and concepts in capacity strengthening, locally led development, and global health. Expertise in the development and production of tools, guidelines, and standards of practice supporting locally led development and local capacity strengthening.
  • Demonstrated expertise leading cross-cultural teams to collaboratively design, develop, and scale innovative tools and approaches.
  • Demonstrated experience transferring knowledge to diverse audiences through technical assistance, training, mentoring, coaching and other formal and informal methods.
  • Experience with program monitoring and evaluation including development of indicators, data collection tools and methodologies, data analysis, and data presentation.
  • Demonstrated experience and skills to represent the organization at the highest levels at meetings with donors, government, international NGOs, local partners – faith-based, government and civil society.
  • Understanding of partnership principles and the USAID LCS Policy.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications and strong understanding of information and budget management systems and knowledge-sharing networks.

Preferred Qualifications:

  • Resident overseas experience as a technical advisor and/or program manager.
  • PEPFAR experience.
  • PhD or equivalent degree (e.g., MD, DrPH, EdD) and work experience in a relevant area.
  • Technical and/or academic publications.
