Description of Work Unit Department: Vice President of University Operations and Parking & Transportation Services
Description of Work Unit
  • This position is within the Vice President of University Operations Division and will provide marketing and communications outreach to over 7,000 employees and 28,000 student commuters at our campuses in Fort Collins, Colorado. Vice President of University Operations (VPUO) is responsible for the oversight of many diverse operational departments at Colorado State University that require communication across multiple audiences. There is a need for routine communication of operating and financial priorities across campus including the new budget model, the annual budget process and operating priorities like emergencies, maintenance priorities and the annual capital budget. This position will also provide internal employee communication on employee engagement, innovation and monthly newletters. This person will coordinate with all communications and marketing staff in the division. This person will also help develop employee onboarding materials and training.
  • Parking and Transportation Services is an auxiliary of Colorado State University and is comprised of three departments that operate very closely together, Customer Engagement and Access; Active Transportation and Fleet Services; and Finance and Capital Management. PTS oversees parking management (over 9000 spaces), university Vision Zero effort, transportation infrastructure (bicycle, bus, longboard), active transportation services (ride sharing, carshare, commuter education), event services, fleet maintenance and rentals and charter bus operations. Our goal — to provide safe and accommodating multimodal access for our commuters and visitors.

Position Summary The Director of Marketing and Communications is a talented leader who successfully manages marketing and communications for a complex organization which impacts every area of CSU. The position works as a team member with other high-level professionals both within, and external to, the Division of University Operations. The position requires professional standards of high quality, responsiveness, the ability to simultaneously lead at an executive level and be willing to get directly involved in projects as needed, as well as excellence in providing service to others and to support the University in its efforts to maintain its stature as a top transportation organization.
Excellent verbal and written communication skills are necessary, and the ability to work successfully with many diverse groups of people, including high level University leaders, state and local officials, students, members of the public, department employees and others. This position must establish and maintain good working relationships with academic, support and research units. The Director must also have a strong commitment to the overall best interests of the University, sustainability, teamwork, staff development, staff diversity and customer service and satisfaction.
The Director is responsible for creating and implementing the strategic vision for Marketing and Communications for VPUO and PTS. The Director also collaborates with the VP of VPUO and the Executive Director of PTS to innovate and maximize the marketing and communication efforts to reach the broad range of members that make up the CSU Community.
Required Job Qualifications
  • Minimum of bachelors’ degree in journalism, communication, public relations, or similar field/industry.
  • Minimum of 6 years supervisory experience with emphasis on team engagement and collaboration.
  • Demonstrated ability to strategically interface and collaborate with executive stakeholders.
  • Demonstrated ability to manage multiple projects and deadlines simultaneously adapting to changes in communications priorities.
Preferred Job Qualifications
  • Demonstrated successful communication experience with the ability to positively influence and negotiate and motivate a wide variety of University units/offices, teams, and external partners.
  • Demonstrated experience working in various content management systems.
  • Sophisticated understanding of the implications of how strategic communications protects and enhances brand, reputation and relationships.
  • Experience interacting with and advising senior leadership and boards.
  • Excellent interpersonal/listening and oral/written communication skills.
  • Proven critical thinking and effective communication skills with a demonstrated ability to identify, analyze, and resolve issues through data collection, research, and troubleshooting.
  • Ability to thrive in a fast-paced environment and under deadline to ensure communications are delivered effectively and with desired outcomes.
  • Demonstrated attention to detail, ability to effectively manage several projects simultaneously.

  • Participates in, or represents VPUO in, campus meetings including Inclusive Excellence, VPUO ELT and Public Safety Team
  • Develops a standardized communication format for all communications going out from VPUO and PTS both internal and external to the university. Communications will be both inside and outside of higher education.
  • Engages with senior leadership of PTS to develop a standardized communication format for all communications going out from PTS including email, text messages, website communications, print communications and social media.
  • Serves as a liaison on designated institutional initiatives and priorities and consults with VPUO on strategies and opportunities
  • Uses behavioral insights experience to develop communications that change behavior.
  • Develop and maximize internal and external partnerships as needed to disseminate information, create marketing and communication materials and review materials related to VPUO and PTS
  • In alignment with VPUO and PTS, establish a marketing and communications plan that communicates and implements a division-wide strategy that demonstrates the importance and benefits of internal and external partnerships and relationships
  • Builds and implements a marketing strategy that promotes all departments within PTS positively and builds on their positive contributions to the campus community.
  • Develop marketing materials educating the campus community of parking options, permit options and requirements, how to avoid a citation, FAQ’s, Vision Zero data, Bike program, Bus access and route information,
  • Builds a regular communication plan for the VPUO to communicate out to the campus community for regular updates, game day communications, events and construction.
  • Promote, and introduce the campus community, to all VPUO departments through regular communications. Informing the campus about the department and what they do for the campus as well as upcoming programmatic changes, updates or events.
  • Responsible for overseeing and developing and expanding our Field Marking and Communications. This includes a Positive Marketing program where PTS Rambassadors actively go out and promote programs like bike safety by positively rewarding proper biking behavior. Additional promotions of bike to work and event access and guidance are required also.
  • Developing and updating outreach strategies and material for the PTS “New Employee Outreach Program”.
  • Builds a multilevel communication plan to reach PTS customers utilizing all modes of transportation.
  • Build and implement marketing strategies for VPUO and PTS rebranding efforts.
  • Identify event logistic strategies and build solutions for communicating to event, concerts, camps and conference attendees on all the transportation options available for them when they arrive at CSU, including using multiple modes to move around CSU and the city of Fort Collins.

  • Responsible for leading two communications staff totaling 1.5 FTE.
  • The Director is a full-time, Administrative Professional position who directly supervises 1.5 director reports with responsibility including pay reviews, performance management and resource planning.
  • Responsible for managing marketing communications delivered by up to 20 part-time student staff to our campus community through field marketing practices.
  • Uses CSU’s Principles of Community as a guide to build a culture of community and a climate through leadership, respect, and personal interaction with staff, students and a wide variety of constituent groups throughout the campus community
  • Develops workforce plans and responsible for developing leadership within VPUO and PTS Marketing and Communications. Inspires teams to build better communications by providing leadership, vision and leading by example

  • Responsible for the lead role in achieving VPUO and PTS’s goal of ensuring effective engagement and communication with the university’s many core constituents, and helping CSU retain and improve its position as a top-tier public research university through its internal and external partners and opportunities.
  • Provides Vertical, Horizontal and Lateral communications to the CSU community from the VPUO and PTS
  • Develops intra-departmental and inter-departmental communications on behalf of VPUO and PTS
  • Creates and distributes PTS and VPUO communications (one-time and on-going) out to the campus community regarding constructions, programmatic updates or changes and upcoming events.
  • Creates and distributes schedule messages acknowledging VPUO employee and department recognitions and awards.
  • Using provided information, creates and prepares annual budget reports and presentations for VPUO and PTS.
  • Reaches out to new employees at CSU to help them plan their daily commute to and from work using a single or multiple modes of travel.
  • Implement and actively promote all departments within PTS, including bike travel, university rental car fleet, university charter bus service, parking permits and the campus shuttle system.
  • Publish through website and other electronic platforms Vision Zero safety, crash data, crash reduction improvements and various information to the campus community.
  • Updates the VPUO and PTS as needed.
  • Updates and SRS websites with immediate campus safety notifications as and when needed.
  • Uses various electronic social media platforms to get information out to the campus community (staff, students, visitors, conference attendees, etc.)
