The Director of Monitoring, Evaluation and Learning (MEL) drives GCF’s focus on impact and results, providing strategic leadership for GCF in assessing its own performance and the performance of its projects and programmes, promoting a culture of learning and knowledge sharing throughout the organization, and feeding a rigorous focus on results and impact into forward strategy at all levels. S/he determines the organization’s strategy for investing in impact and contextual data, and leads the development of systems for monitoring and evaluation throughout the organization, with oversight of the key institutional processes and formats. S/he oversees knowledge management ensuring effective knowledge generation and dissemination, institutional learning from external knowledge partners, and the development of a culture of continual learning and improvement at all levels within GCF. 
  • Develop effective institutional monitoring, evaluation, and learning strategies and systems, and establish high quality results-based monitoring and evaluation practices that can be implemented and coordinated throughout the organization.   
  • Drive improved knowledge and data collection, management and use, integrating cross-cutting attention to effectiveness, risk and inclusion in GCF processes and evaluations.   
  • Promote the use of data and analysis on GCF effectiveness (strengths and weaknesses) in the development of organizational strategy and policy.   
  • Guide an ambitious institutional investment strategy for data collection and analysis, including targeted recruitment and training. 
  • Lead the development of world-class knowledge management systems and processes, establishing and nurturing knowledge partnerships with global thought and practice leaders in climate policy and action, and ensuring integration of the latest relevant knowledge developments into GCF strategy, policy and practice. 
  • Develop a strategy for supporting partners’ (including direct access entities) capacities for monitoring, evaluation and learning and, more broadly for data gathering and analysis.  
Engagement:
  • Promote culture of results-based learning for impact within and beyond GCF, engaging key implementation partners.  
  • Leverage GCF’s leading position in global climate finance to establish GCF as a global thought and practice leader in monitoring, evaluation and learning for climate action and finance.  
  • Establish robust arrangements for producing high-impact knowledge products backed by effective communication and review processes.  
  • Lead innovations in conducting evaluations to improve quality and ensure work at the cutting-edge of evaluation methodology, such as enhancing quality assurance and quality review processes, and use of technology (including AI-based solutions) in coordination with the Director of Information Technology.  
Delivery:
  • Ensure GCF strategy, planning and policy reflect a strong evidence base gathered from organisational monitoring, evaluation and learning. 
  • Ensure that GCF strategic planning promotes effective use of data and high-quality monitoring, evaluation and learning.  
  • Ensure organizational strategy, policy and operations are strongly informed by captured institutional knowledge and lessons learned, as well as relevant innovations in the global theory and practice of climate action.   
  • Lead a multi-year global learning agenda to guide the execution of GCF’s strategy, assembling global learning partnerships on key initiatives to track evidence of impact and learning points on best practice in real time as practice develops.  
  • Ensure institutional formats and procedures for monitoring, evaluation and learning (including the Integrated Results Management Framework and project and readiness reporting and evaluation formats) are fit for purpose and reflect the best global practice in climate action and international development.  
  • Oversee the monitoring, evaluation and learning practice throughout GCF and its partner network to identify strengths and weaknesses and promote continual knowledge management and learning for effective practice.  
Requirements (Education, experience, technical competencies required of the job):
  • A thought leader in monitoring, evaluation, knowledge management and learning for climate change and/or sustainable development policy with at least 15 years of relevant experience in conducting rigorous evaluations in complex climate change policy and operational contexts;  
  • Extensive experience in leading organizational monitoring, evaluation, knowledge management and learning strategy at a whole organization level; 
  • Relevant postgraduate degree, ideally with a track record of influential publications and engagement in monitoring, evaluation, knowledge management and learning in the field of international development or climate finance; 
  • Demonstrated technical expertise in leading and conducting rigorous evaluations (using designs that are well aligned with the evaluation questions and, if seeking to measure impacts, using designs that establish cause and effect relationships); 
  • Experience in developing and executing organizational knowledge management strategies with demonstrable impact; 
  • Extensive networks with relevant leading institutions and experts in monitoring, evaluation, knowledge management and learning for climate/development policy; 
  • Extensive knowledge of climate mitigation and adaptation approaches, with evaluation expertise in areas relevant to GCF’s mandate and strategy; 
  • Extensive stakeholder management skills with a focus on influencing and negotiating with senior leaders; track record of business partnering;  
  • Previous experience in an international organization and environment, ideally experience working and influencing cross-culturally; 
  • Strong interpersonal skills with demonstrated experience in leading and managing high-performing teams;  
  • Fluency in both written and spoken English; knowledge of another UN language desirable.
