JOB DESCRIPTION
POSITION SUMMARY:
The Director of Operations plays a critical role in managing project operations and financial management. The Director of Operations will assist and support the COP in management of the project, oversee and provide expertise in project budgeting, planning and management, and handle administrative and supervisory responsibilities. S/he will coordinate and work closely with Winrock’s Home Office to respond to requests regarding project finances, operations, procurement, grants/subcontracts, security, and compliance matters.
The position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
- Provide leadership and quality control in management and oversight of the financial and operational aspects of the project, including procurements, grants, accounting, human resources, and administration.
- Train and supervise financial and operational staff.
- Ensure compliance with USAID rules and regulations, Winrock policies and standard operating procedures, and Indian laws.
- Support COP, along with Winrock’s Home Office, on effective, timely, and coordinated project implementation and operations.
- Oversee budget management in coordination with the COP and technical staff to budget and implement activities in an efficient and timely manner.
- Prepare and submit timely and accurate activity, financial, and procurement reports.
- Provide documentation in compliance with internal and external auditor’s audit requests as needed.
- Oversee the consultant management process. Work with Winrock’s Home Office in close communication with the COP to prepare accurate budget burn-rate projections and monitor expenditures using the project’s budget tracker.
- Supervise the management of project office assets and furniture.
- Supervise and coordinate project security for the project’s office with Home Office and the COP.
- Ensure all program events are properly coordinated and all approvals in place before proceeding.
- Travel as required to project sites/offices to monitor, support, and supervise activities and train field staff.
QUALIFICATIONS AND BACKGROUND:
- Education:
- Academic degree required in finance, business, logistics, or other relevant degree, and/or specialized training/certification.
- Experience:
- 8+ years of experience of experience in senior-level management positions for donor-funded development projects.
- Minimum 3 years previous experience managing teams and strengthening the capacity of junior staff.
- Extensive knowledge of USAID regulations and policies (including 2 CFR 200).

- Proficiency with MS Word and Excel; Experience with Quickbooks desired.
- Skills/Knowledge:
- Strong skills and knowledge of operational management for finance, reporting, procurement, and human resources on international development projects
- Strong organization and prioritization skills, interpersonal skills, and attention to detail.
- English oral and written fluency.
- Previous experience working in India or South Asia is required.
