ROLE PURPOSE:

The Director of Programmes and Humanitarian is a member of the Senior Management Team (SMT) and plays a central role in the implementation of the Save the Children Thailand’s (SCT) Strategic Plan and in providing overall leadership to the programme portfolio. The position has overall responsibility for the strategic oversight and quality implementation of SCT’s projects, and leads the organization’s humanitarian strategy, preparedness and response plans.

The role also plays a key role to develop SCT’s identity as a Thai foundation and drives efforts to ensure the long-term sustainability of its programme portfolio.

As a member of the SMT, the post holder maintains and builds a relationship with key stakeholders, including the Royal Government of Thailand, strategic partners, donors and internal stakeholders, and plays a key role to role-model our organizational values and to drive our internal culture

SCOPE OF ROLE:

Reports to: Executive Director

Staff reporting to this post: 4 positions (2 senior field coordinators, CP&CRG Programme coordinator in Bangkok, Supply Chain Manager).

Budget Responsibilities & Role Dimensions: This role is responsible for overseeing a yearly budget of approximately US 5-6 million, a staffing complement of approximately 30 through covering headquarters and field offices. Approximately 20-30% time will be devoted to field travel.

KEY AREAS OF ACCOUNTABILITY:

Oversight and Management of Program Implementation (20%)

  • Ensure programs are implemented in ways responsive to the communities and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government and national NGO partners to strengthen national capacity
  • Overall accountability for the effective implementation of SCT programs/projects, including direct line management of field offices, and for the performance of the programme portfolio under their remit.
  • Provide leadership, strategic direction and guidance to program operations team on quality assurance, implementation planning, budgeting, monitoring, reporting and compliance. Ensure that the in-house project management methodology (PMM) is consistently utilized. Lead the adoption of relevant project management information systems.
  • Manage project workforce strategically taking into account project cycles, portfolio changes, maximizing development opportunities and talent development for project teams
  • Act as overall budget holder for the program portfolio, with delegation to direct reports according to the Scheme of Delegation.
  • Ensure programs and field offices have adequate resources (human, expertise, equipment & facilities) to reach results on time, within budget, and with quality.
  • Maintain safe, respectful and harassment-free workplaces across field operations,
  • Ensure programmes/projects comply with all relevant Save the Children program quality standards, and program operations procedures.
  • Collaborate closely with Programme Quality and Impact team to ensure project teams effectively makes use of Technical Expertise and other program quality resources in the country office, region and global movement.
  • Ensure preparation of timely and high-quality progress reports, program reports, and donor reports
  • Champion Safe Programming approaches in project design, planning and operational delivery

Leadership of humanitarian strategy, preparedness and response (25%)

  • Lead the development and implementation of SCT’s humanitarian strategy, the strategic and operational planning of the organization’s preparedness & response plans
  • Lead the organization’s engagement with key humanitarian stakeholders (RTG, UN, peer iNGOs, local CSOs) to position the organization as a leading national humanitarian actor across all types of emergencies/responses: (man-made and natural disasters, conflict, displacement; preparedness, AA, response, etc)
  • Develop and implement plans for mobilising resources, including engaging SC members, to implement emergency programmes
  • Drive collaboration with SC Myanmar on the influx response
  • Build and strengthen capacity to prepare for and respond to emergencies in line with best practice standards.
  • Ensure Disaster Preparedness Planning (EPP) and Disaster Risk Reduction is integrated across the programme portfolio.
  • Depending on scale of response, lead or support emergency response management, building cross departmental coordination mechanisms, securing funding, providing training for staff, and working with partners and peers to coordinate over needs and response areas

External Representation, Business development and Partnerships (30%)

  • Undertake external representation, networking and coordination with government line ministries (MOI), local authorities and government agencies (security/military/intelligence), CSOs, and partners, to further strengthen our positioning, reputation and legitimacy as a Thai foundation and the leading child rights organization in Thailand
  • In coordination with the SMT and the business development team, invest to grow and develop relationships with current and prospective donors, both institutional and from the private sector, positioning SCT as a partner of choice across its thematic focus areas. Ensure plans are in place to ensure the sustainability of the programme portfolio at field level.
  • Working with Director of Programs, participate in conceptualizing and designing cost effective, innovative and high-quality programs to serve difficult to reach children. Participate in program proposal process to ensure the design of high-quality projects, budgets and staffing plans
  • Ensure that every partnership is designed and managed to further the achievement of SCT’s strategy, and strengthens local and national capacity to deliver for children
  • Lead on the organization’s localization agenda together with the DSPI, to ensure more equal partnerships, and actively developing new partnerships with children human rights defenders, as well as child and youth-led groups.

Supply Chain Management (15%)

  • Oversee the supply chain team in its key tasks of procurement, asset management, warehousing and stock management and transport and fleet
  • Oversee all procurement activities and provide advice and leadership where required. Ensure that these activities are carried out in full compliance of Save the Children’s policy, protocol and also aligned with donor requirements
  • Ensure successful achievement on a monthly basis of the two Supply Chain key performance indicators (KPIs) as part of the country’s overall KPI and successful achievement of meeting the target of savings from sourcing activities. (Benefits Reporting). This will include raising issues through the Risk Management Report mechanism
  • Ensure modes of transport used by staff are safe; such as rented vehicles have minimum safety standards, airlines with good aviation record are used and align with fleet management policy.

Team management, mentoring, coaching and talent development (10%)

  • Lead and promote positive working relationships across departments.
  • Support and promote accountability and high performance; encourage a team culture of learning, creativity and innovation, freeing up people to deliver outstanding results for children.
  • Develop and nurture talent across the programme and supply chain team, coaching and mentoring the team’s managers. Ensure individual talent development plans as well as succession planning plans are in place for key positions.
  • Manage the performance of the Program team through effective use of the Develop to Perform System. Document performance that is less than satisfactory, with appropriate performance improvements/ work plans. Develop and implement succession plans for self and other key positions in the Programme Department

QUALIFICATIONS

  • A minimum of 10 years management experience in a corporate or an NGO environment, including significant field operations experience running both emergency and development programs
  • Degree in development or other social sciences, master’s degree preferred
  • Robust experience of NGO program cycle management, and with experience of working within a complex and matrix organization structure
  • A very good understanding of at least three of the sectoral programs (education, protection, disaster risk reduction, child rights, child poverty) and a working knowledge of the program priorities of the Country Office
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
  • Solid project management skills related to organizational development projects and international, cross-functional teams with a proven history of delivering results
  • Ability to analyze information, evaluate options and to think and plan strategically
  • An in-depth understanding of national and international development issues in particular in relation to children
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others
  • Excellent interpersonal, communication and presentation skills
  • Fluency in written and spoken English and Thai (other ethnic and minority languages an asset)
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Willingness to travel extensively, often in difficult conditions
