The purpose of the Director of Programs (DoP) position is to work alongside the Country Director in providing strategic leadership to the Country Office Teams, and to actively participate in the Senior Management Team decision-making process. The DoP will play a key role in external representation and networking with donors, other INGO key government departments and line ministries, and manage internal support departments (HR, logistics, procurement). This role will seek to fulfill the Mission Statement of World Relief in the DRC.

Role & Responsibilities

  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.

Leadership

  • Deputize for the Country Director in her/his absence;
  • Actively participate and contribute to the fulfillment of the WR DRC Country Office strategy;
  • Conduct regular analysis of the Country Office contingency planning and capacity to scale up and respond to significant emergency needs;
  • Facilitate the development and regular updating of appropriate emergency preparedness and response plans and ensure the integration of disaster risk into WR DRC programs;
  • Work closely with the Country Director managing the field security plan and plan staff evacuations when needed;
  • Travel to the field to supervise and review project/program progress, staff management, as well as security issues affecting programmatic areas of implementation and staff safety.

Programs & Operations Management

  • Oversee the Finance and Admin Director to ensure the proper implementation of performance management system;
  • Support in any required audits, both internal and external;
  • Implement and maintain Complaints and Feedback Mechanisms processes;
  • Implement policies, procedures, guidelines, and manuals to enhance the smooth running of the program through standardized procedures and improved support;
  • Ensure that qualified staff and appropriate systems are in place to properly manage WR DRC programs/projects;
  • Write program reports and/or supervise staff tasked with report writing to ensure for high quality language, content, and data;
  • Supervise MEAL teams to ensure data control, and provide guidance/training where appropriate;
  • Provide management expertise and leadership to WR DRC team and create a work environment that promotes excellence.

Strategy, External Networking & Business Development

  • Liaise with international donors and actively represent WR DRC at relevant forums, clusters and meetings with government officials, contractors, and other NGOs;
  • Proactively establish external relationships and partnerships for the purpose of prepositioning WR DRC’s strategic vision and programming principles;
  • Develop and write concept notes and proposals with current and new donors/partners, requesting support from Home Office as appropriate;
  • Attend regional conferences on behalf of WR DRC as requested;
  • Edit communications to ensure quality of outgoing documents, which may include social media output, programmatic overviews and capacity statements.

Team Spiritual Life

  • Reflect the Christian spiritual values of WR DRC with team members, local staff, program participants, and external contacts;
  • Fully contribute to the rich spiritual life of the WR DRC team, including team devotions, prayer times, words of encouragement, and integrity in all programmatic aspects;
  • Other tasks may be assigned by the DRC Country Director as needed.

Knowledge, Skills, & Abilities

  • Familiarity and experience working with different donors including USAID, UN agencies, EU, and other multilateral and bilateral donors;
  • Previous experience working in conflict/transition and/or humanitarian crisis environments, preferably DRC, and proven experience in supervising complex, high-speed, and challenging field operations in developing countries;
  • Demonstrated experience and knowledge in establishing systems and overseeing project start-up and expansions, manages growth under limited time constraints as well as has been involved in program start-up and close-out;
  • Strong skills in managing and unifying a diverse team, including hiring, supervising, and training staff;
  • Experience with logistics and procurement systems and HR management;
  • Financial management experience, including budgeting, and financial management (tracking, reporting, and accounting);
  • Understanding of MEAL and data collection principles;
  • Strong analytical capacity.

Requirements

  • Mature and personal Christian faith;
  • Committed to the mission, vision, and values of World Relief;
  • Desire to serve and empower the Church to impact vulnerable communities;
  • Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Evangelicals For the Health of The Nation document;
  • Master’s Degree from an accredited university in a relevant field, and at least 7 years’ experience at the level of a program manager with responsibility for multi-sector integrated relief and development program with an international NGO is desired;
  • Fluency in written and spoken French and English is required, knowledge of Swahili is desirable;
  • Demonstrated results in obtaining and maintaining high-level donor funding through following the humanitarian proposal development process;
  • Excellent organization, communication, public relations, and interpersonal skills;
  • Up to 25% domestic and/or international travel required;
  • Familiarity with Microsoft Word, Excel, PowerPoint other computer programs.
