The Food and Agriculture Organization of the United Nations (FAO) in Timor-Leste aims to assist the Government of Timor Leste to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FAO Timor-Leste is currently participating in a United Nations Environment Programme (UNEP)-led project, titled ‘Enhancing Early

Warning Systems (EWS) to build greater resilience to hydro-meteorological hazards in Timor-Leste’ with funding from the Green Climate Fund (GCF). This project aims to achieve: 1) Strengthened delivery model and legislation for climate information and multi-hazard early warning systems (MHEWS); 2) Strengthened observation, monitoring, analysis and forecasting of climate and its impacts; 3) Improved dissemination and communication of risk information and early warning; and 4) Enhanced climate risk management capacity. These results will lead to enhanced climate resilience of the entire population of Timor-Leste, including 1.03 million people as direct beneficiaries (i.e. 80 percent of the population). 

Reporting Lines:

The incumbent will work under the overall supervision of the FAO Representative to Indonesia and Timor Leste and the day-to-day supervision of the Project Team Leader and Assistant FAO Representative for Programme based in Dili, Timor Leste. 

Technical Focus: 

The incumbent will provide technical guidance to and work in close coordination with the National Disaster Risk Management (DRM) & Anticipatory Action (AA) Expert and liaise with all national technical units (DRM/CCA Task Force, Ministry of Agriculture Livestock Fisheries and Forestry (MALFF) DRM Network, AA Working Group and Agriculture Land use and Geophisic System (ALGIS) in MALFF) and partners (namely National Disaster management Diractorate (NDMD) in Civil Protection Authority (CPA), National Disaster of Management and Geophisic (NDMG)) and Timor Leste Red Cross (CVTL) in the deployment of DRM and Climate Change Adaption (CCA) approaches in agriculture.

Tasks and responsibilities:

Disaster risk management/climate change adaptation:

  • Enhance work relations with MALFF DRM/CCA Task Force and the relevant MAF Directorates, NDMD/CPA and NMDG as well as the Technical Partners of the GCF/UNEP Umbrella project (RIMES, BMKG, IFRC, CVTL and others) to build capacities and mobilize government resources for strengthen early warning of climate/hydromet hazards leading to early and more effective actions;
  • Lead technical guidance for output II of the project, to improve dissemination and communication of the multi-hazard early warning system (MHEWS) information for the agriculture sector;
  • Undertake including learning needs analysis through consultation and lead the development of curricula and training materials on DRM and CCA approaches in agriculture.
  • Design and co-facilitate the Trainer of Trainers (ToT) for MALFF’s DRM/CCA Task Force and ALGIS staff in the collection, analysis, sharing and use of climate and disaster risk data, and cascade the training to agricultural extension staff in al municipalities;
  • Work closely with the International and National Agro-Climate Services experts to design and facilitate training for MALFF staff and extensionists in MHEWS information dissemination, including establishing social media networks among groups of farmers, livestock keepers, fishers and forest users in their responsible areas to disseminate localised early warning and advisories;
  • Support National DRM & AA Expert and MALFF DRM/CCA Task Force in the formulation or updating of the compendium of Climate Smart Agriculture (CSA) practices and Anticipatory Actions;
  • Support the national DRM and AA Expert and National Agromet Expert and Master Trainers in the training suco extension workers in DRM and CCA.

Contribution to anticipatory action activities:

  • Work closely with the National DRM & AA Expert and International AA expert to:
  • Provide technical guidance on DRM to the development of curricula on AA, adapting and contextualizing FAO materials;
  • Conduct community level analysis of DRM capacity and needs in relation to AA; 
  • Advise on the development of DRM and CCA relevant Anticipatory Activities for the Anticipatory Action Protocols (AAP) for prioritized risks (drought and floods);
  • Contribute to the training of Suco Disaster Management Committee (SDMC) and CBO leaders, MAF suco and post administrative extension workers, and local NGO social mobilisers in the application of agromet advisories, agricultural early warning and Anticipatory Action.

Programme implementation support activities:

  • Contribute to timely and quality reporting on the project implementation to UNEP and within FAO;
  • Contribute to the further development of FAO resilience programme in Timor Leste;
  • Perform other tasks assigned by the FAOR and the Project Team Lead.

Candidates Will Be Assessed Against The Following:

Minimum Requirements:

  • Advanced University degree in Climate Change, Disaster Risk Management, Meteorology and Hydrology, Agriculture Science, Environmental engineering or related technical disciplines 
  • A minimum of five (5) years of relevant experience in providing technical support in Disaster Risk Management and Climate change in the agricultural sector. 
  • Working knowledge (level C) of English and limited knowledge (level B) of another FAO language (French, Spanish, Arabic, Chinese, Russian)
