Duties and Responsibilities
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy position is based in Damascus, Syria. The consultant will work directly under the Deputy Chief of Office in Cairo. The job is opened for candidates who are nationals of Syria. Duties and Responsibilities Within limits of delegated authority and under the supervision of the Deputy Chief of UNDRR Regional Office for Arab States (ROAS), the Consultant will be responsible for implementation of the project through applying technical knowledge and skills in DRR to undertake the activities and coordinating the implementation of the project with the national authorities and relevant stakeholders. Throughout the duration of this consultancy, the Consultant will work closely with the national authorities and stakeholders as well as the UNDRR ROAS to ensure efficient and effective implementation of project activities. More specifically, the Consultant will carry out the following duties: 1. Initiate and maintain effective dialogue with all concerned national and local government entities, ministries and institutions, and stakeholders at the national level. 2. Undertake a literature review of available policy documents for DRR and climate change adaptation. 3. Draft the National DRR Strategy in line with Sendai Framework and in coherence with Paris Agreement and the 2030 Agenda for Sustainable Development. 4. Draft the TORs and structure for the establishment of the National Multi-Stakeholder DRR Platform. 5. Facilitate one-on-one and national-level and local-level consultations on the draft National DRR Strategy and Draft National Multi-Stakeholder DRR Platform with the relevant government entities, ministries and institutions and stakeholders. 6. Follow-up and ensure that activities are implemented in an efficient and timely manner throughout the consultancy duration. 7. Identify project opportunities, challenges and contribute to the refinement and adjustment of the project timeline, where necessary and under the supervision of UNDRR-ROAS. 8. Ensure project best practices and lessons learned are captured and disseminated, complying with the quality requirements of UNDRR.
Qualifications/special skills
• Advanced university degree in business administration, public administration, law, social sciences, statistics, disaster risk management or any related field is required. • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At Least 7 years of work experience in disaster management and disaster risk reduction is required. • Previous experience in conducting research and assessments in the field of disaster risk reduction is required. • Previous experience in working with the UN or any other similar international organization is required. • Previous experience in stakeholder engagement and in implementing DRR capacity building activities with stakeholders from non-governmental entities is desirable. • Experience in policy and strategy design in the field of disaster risk reduction is desirable. • Previous experience in conducting reviews of disaster risk reduction institutional or legislative frameworks is desirable.
Languages
• Fluency in both English and Arabic (both oral and written) is required.
