The CAO’s mandate is to assist the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA)the private sector lending and insurance arms of the World Bank Groupto address complaints from people affected by business activities in a manner that is fair, objective, and constructive and to enhance the E&S outcomes of activities in which these institutions play a role. A major focus of CAO is to facilitate access to remedy for project-affected people.
CAO’s Dispute Resolution Function resolves issues raised by complainants about the environmental and/or social impacts of IFC and/or MIGA financed investments. The dispute resolution process is a neutral, collaborative, problem-solving approach with the goal of contributing to improved outcomes on the ground. In this role, you will provide research and project support for the teams facilitating the resolution of concerns related to environmental and social impacts through conflict resolution and mediation processes, in accordance with the IFC/MIGA Independent Accountability Mechanism (CAO) Policy.
Duties & Responsibilities:
• Conduct research for complaints/cases using all available information sources and project information. Analyze and synthesize large amount of complex data and distil important and relevant information. Conduct basic conflict analysis for cases and identify information gaps.
• Produce project briefs for CAO Dispute Resolution (DR), which will include preliminary findings from research conducted, including information regarding the parties to the complaint, contextual analysis including local, cultural, and other conditions relating to the case.
• Collaborate with peers, senior staff and other teams to prepare logical and comprehensive reports, papers, talking points, and briefs that highlight key messages. Utilize visual graphics to effectively and creatively present data in support of a coherent argument and narrative. Proof and layout of information based on identified key details in accordance with required standards.
• Identify and monitor milestones and deliverables of the work program. Analyze the resources required for successful implementation of new initiatives. Identify business process improvement areas and introduce new initiatives for optimizing team performance.
• Provide support to DR specialists and Mediator in case management as assigned, which may include engaging directly with parties engaged in a DR process. Accompany DR Specialists and Mediator to the field as required.
• Provide logistical support and substantive inputs to DR Specialists in the management of cases, including field trips, conference calls, presentations.
• Provide general support to the Head of Dispute Resolution in the performance of his or her duties; such support may include the preparation of presentations relating to CAO DR work, data collection and analysis, drafting of information for the publications of reports and other communication tools.
• Update the Case Management System (CMS)and ensure all relevant and important case points are recorded on the CMS, including telephone calls, documents, reports.
• Attend and document meetings as required.
• Carry out any other non-case related work as assigned by the Head of Dispute Resolution.
Selection Criteria
• Bachelor’s Degree and at least 3-4 years practical experience in the dispute resolution or related field, as a researcher, conflict/dispute resolution, lawyer, project manager or otherwise.
• Interest in community-level development and social and environmental issues.
• Experience of working with local communities in the developing world.
• Excellent inter-personal skills, sensitivity and the ability to understand others’ complex or underlying needs, feelings, emotions, or concerns and effectively adjusts communication.
• Comfortable working, individually as part of a team, in a pressured environment with issues of ethics and integrity at forefront of work.
• A team player with a demonstrated ability to build and maintain effective relationships with colleagues and a wide range of external parties. Diplomacy and responsiveness in interactions with others.
• Strong research, communication, and organizational skills and clarity in writing and communication in English. Ability to use AI tools, but also to ensure originality and alignment to CAO’s standards in written products.
