UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life.
In Turkey, 47% of net electricity consumption is from the industrial sector, with an estimated 70% of this energy consumption from electric motor-driven systems (EMDS), 90% of which use 3-phase squirrel cage asynchronous motors as defined in the EU Eco-design Implementing Measure 640/2009 on electric motors as amended by Implementing Measure 4/2014. Electric motors in Turkey, in general, are not energy efficient.
The project “Promoting Energy-Efficient Motors in Small and Medium Sized Enterprises (SMEs) in Turkey” otherwise known as TEVMOT Project aims to promote significant additional investment in industrial energy efficiency in Turkey by transforming the market for energy-efficient motors used in small and medium sized SMEs. This objective will be achieved by strengthening the legislative and regulatory framework related to both new and existing EE motors in Turkey, developing governance and information infrastructure, upgrading test laboratories at the Turkish Standards Institution (TSI), launching a “one-stop-shop” sustainable financial support mechanism, and developing and implementing a comprehensive public awareness and training program.
The project is divided into five components focusing on:
Component 1: Strengthened legislative and regulatory and policy framework for EE motors in Turkey.
Component 2: Capacity building for relevant stakeholders to promote the benefits of EE motors.
Component 3: Upgraded Turkish Standards Institute (TSI) test laboratory and strengthened monitoring, verification and enforcement.
Component 4: One-stop-shop for financial support mechanisms.
Component 5: Knowledge management and M&E
Reporting to the Project Manager, under the overall guidance of National Project Director (NPD) and UNDP/CCE Portfolio Manager, benefiting from the Technical Advisor, Dissemination Coordinator will have overall responsibility for technical support of the project particularly for the Outcome 4 & 5 of the project focusing on the dissemination of the energy efficient motor replacements, including primary contact with NPD, stakeholders and the Project Steering Committee (PSC) concerning whether project activities meet the agreed objectives in technical terms and Knowledge Management and M&E. The Dissemination Coordinator will be responsible for ensuring that NPD, executive agency and institutional partners are kept informed of the project activities, mainly the dissemination activities, carried out under the project. It is of particular importance to keep all relevant stakeholders informed, through all processes in order to ensure optimum cooperation. The Dissemination coordinator will play a major role in the technical implementation and support of the outcome 4 & 5 of the project.
The Dissemination Coordinator is responsible for implementing activities in a timely manner according to project plans and delivering high-quality outputs in a variety of project implementation processes together with the Project Manager.
The Dissemination Coordinator is expected to assume the following tasks:
Focusing on Outcome 4 of the project on the dissemination of Energy Efficient Motor replacements:
• Provision of technical assistance for project implementation and monitor its implementation in Turkey.
• Coordinate project activities defined in the project document together with the Project Manager.
• Ensure the identification and the creation of necessary links with stakeholders to implement the project.
• Define technical aspects of the ToR’s with regard to procurement of services under the supervision of the Executing Agency and with support from UNDP to assure timely involvement of local and international experts as well as supplying of services and goods if needed.
• Issue and check payment requests received from project partners within the scope of HACT framework (RDPs, NEX Advances, etc.) and ensure completion of necessary documentation and follow up timely completion of relevant payments.
• Identify gaps in project outputs and propose necessary adjustments together with the Project Manager.
• Production of technical information for: Annual Project Implementation Review Report (APR) and project reports including progress and final reports, data to the project on a timely basis.
• Provide support to the project manager in preparation and presentation of project status reports in technical terms to the Project Steering Committee.
• Contribute to preparation and submission of reports – narrative reports to donors, partners, Project Steering Committee as well as to UNDP.
• Coordinate project events together with the Project Manager.
• Translation of the technical information and documentation for ministry when needed.
• Coordinate communication among project partners, UN Agencies, other international organizations, Private Sector, NGOs, Academia and Government in Turkey and worldwide.
• Fulfill additional tasks, as required.
• Provide executive agency and/or NPD and Project partners with periodical information about the implementation of Projects activities. Provide the UNDP/CCE Portfolio Manager and National Project Director with technical support in order to negotiate further fundraising for the Project.
• Plan and implement the dissemination of tools, publications and products of the project.
• Participate in events, meetings, seminars and consultations planned as part of the project.
• Visit project sites to monitor the progress of dissemination activities and to ensure timely and proper completion of such activities.
3. Provision of Policy Support, Knowledge-sharing and Advocacy
• Undertake periodic project reviews and visits to support strategic planning, monitoring progress of the activities and results, promote knowledge-sharing and enhance advocacy work.
• Coordinate and supervise studies and research taken under the project framework.
• Establish systems for documenting and analysing the conditions enabling notable impact of the project initiatives. Ensure information flow on lessons learned, promising approaches, less promising approaches between project partners and UNDP.
• Support institutional learning, promoting the systematization of lessons learned, results and knowledge finding as a result of the impact of the project.
• Attend Project meetings within executive agency, UNDP and project partners, and other forums for coordinating planning and quality Project implementation, as relevant; provides other support to the Project team as necessary, including support in drafting Project related terms of references, organizing Project workshops etc.
• Promote the dissemination of knowledge and lessons learned in the project at national and international events.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
The project is being implemented by the Directorate General for Strategic Research and Productivity (DGSRP) under the Ministry of Industry and Technology (MoIT), in partnership with UNDP in terms of execution of the project. In particular, the implementing partner (MoIT) is responsible for the following functions:
The administration of the project is being carried out by a Project Management Unit (PMU) under the supervision of the UNDP Climate Change and Environment (CCE) Portfolio Manager and overall guidance of National Project Director (NPD) of the project assigned by DGSRP. The PMU is based in the project office at DGSRP in Ankara.
Project Management Unit (PMU) is comprised of Dissemination Coordinator and Project Manager supported by a Technical Advisor for Energy Efficiency and Renewable Energy (STA-EE&RE).
In this respect, the Dissemination Coordinator will work under the direct supervision of the Project Manager, in close collaboration with the CCE Portfolio Administrator/Projects Implementation Administrator and CCE Portfolio M&E Officer to ensure smooth and timely management of inputs and for monitoring, evaluation and reporting of results.
The Dissemination Coordinator will be provided an office space in the premises of DGSRP and will be stationed here.
The Dissemination Coordinator will report to the Project Manager under the overall guidance of the UNDP CCE Portfolio Manager and National Project Director (NPD) of the project assigned by DGSRP.
