Position Overview:     
Lebanon County Conservation District (LCCD) is seeking an individual knowledgeable in agriculture to perform professional, programmatic and administrative duties to carry out policies and operate within the guidelines set by the Board of Directors and various state and federal programs. The District Manager provides day-to-day coordination of all activities and serves as the District’s representative to other agencies, organizations and the general public. As the primary liaison for the organization, the District Manager will maintain a professional and calm demeanor while representing the District. In addition to managing district programs, the District Manager will work directly in various agricultural programs, such as Nutrient Management, Chesapeake Bay inspections and agricultural funding programs. Other duties may be required and assigned.

Responsibilities:

District Management 

  • Provide new employee training, interview, hire and assess employee performance
  • Authorize bill payments, financial transactions and employee payrolls, ensuring optimal financial management
  • Prepare and monitor annual budget while preparing program delegation agreements, quarterly reports, contracts and coordinating employee benefits
  • Prepare monthly board meeting information

Nutrient and Manure Management Program

  • Review nutrient management plans for administrative and technical compliance
  • Conduct nutrient management record keeping status reviews with agricultural producers
  • Participate in educational and outreach activities

Chesapeake Bay Technician Program

  • Effectively administer the agricultural cost-share program by maintaining an accurate budget and providing professional assistance to agricultural staff
  • Conduct delegated tasks such as Chesapeake Bay agricultural inspections
  • Develop agricultural erosion & sediment control plans and manure management plans for agricultural producers

Tree and Plant Sale

  • Administer and coordinate the annual tree and plant sale by creating brochures, spreadsheets and signage
  • Distribute information to customers and seamlessly input orders into the database
  • Coordinate with nurseries to submit species orders

Qualifications: 
Bachelor’s degree in agriculture, environmental science, resource management or a related field. Minimum two years of supervisory natural resource management experience and Act 38 Nutrient Management certification preferred.
