Overview of position
–To conduct
AFP Active Surveillance in the respective area
–To
implement Polio SIAs campaign in the respective area
–To Support
Routine Immunization in the respective area
Role objectives
Under the direct supervision of the WHO Provincial Polio Officer/Medical Officer, Regional TL, Polio TL/AFG, and the overall supervision of the WHO Representative, the District Polio Officer will undertake the following duties:
Acute Flaccid Paralysis Surveillance:

Makes a monthly plan clearly identify AFP surveillance activities.

Support the Provincial Polio officer in investigation of all AFP cases and stool specimen collection and
transportation.

Facilitate identifying the healthcare providers and reporting volunteers and enlisting by the Provincial Polio officer
in the list of reporting network.

Support the provincial polio officer in training and orientation of reporting volunteers.
-
Facilitate PPOs in collecting Active Surveillance and Zero reports from their area of assignment
-
Assist MoPH in surveillance for Vaccine Preventable Disease and reporting AEFI.
Supplementary Immunization Activities (SIAs):
-
Assist the PPO and MoPH to regularly update the micro-plans for SIAs,
-
Participate in selection of Supervisors and vaccinators for implementation, supervision and monitoring of SIAs
activities.

Coordinate social mobilization activities with partners before and during the campaign in the catchment area of
assignment.
-
Conduct, Supervise and monitor training of Front line workers in his area of assignment.
-
Facilitate and conduct training of Intra-campaign monitors where applicable.
-
Coordinate selection of Post-campaign Monitors (PCM) and LQAS monitors
-
Supervises and provide technical assistance to implement post-campaign related activities such as PCM, LQAS and
Out-of-House Finger-Marking surveys.

Facilitate post-campaign review and other regular PEI coordination meetings with all PEI partners in area of
assignment.

Provide supportive supervision, monitoring and regular feedback to Provincial Polio Officers in the area of assignment.
Monitor EPI activities.

Assist PEI/EPI implementing partners in training, micro-planning, supervision and monitoring

Facilitate regular coordination meetings with all PEI/EPI implementing partners.
Other:

Assist the Regional/Provincial Team Lead/Medical Officer on any other related tasks assigned.

Oversee that operational funds are used in a transparent and effective way in the district of assignment.
Qualifications required:
-
Medical Doctor (MD degree.
-
Proven residency of the assigned area and good relations with all relevant stakeholders in the area.
-
Local language is mandatory with at least basic knowledge of English.
-
Ability to negotiate access and effective communication on PEI relevant issues/activities.
-
At least 1 year of relevant technical and managerial experience with international agencies.
Experience in the polio program is an asset.
-
Results oriented in the context of the PEI program.
-
Ability to work harmoniously as a member of a team to adapt to diverse educational and
cultural background and maintain high standards of personal conduct.
-
Willingness to work long hours and weekends, especially during important activities such as
conferences/meetings, vaccination campaigns, and other events.
