Overview of position

 Under the direct supervision of the Senior Project Manager supports a) the implementation of SEA/SH risk assessments in project areas; b) develop, review and update of training plans and facilitation training for all stakeholders involved in the management of SEA/SH complaints, c) supports the prevention of SEA/SH by project workers, and d) oversees the grievance redress mechanism for SEA/SH cases. The Diversity and Inclusion Senior Associate (Gender) will be required to travel across all project sites and work in cooperation with the Afghanistan Inter-Agency Information and Accountability Centre (IAIAC) referred to as “Awaaz” Afghanistan, a toll-free humanitarian helpline, which acts as a link to the partnership between those who wish to assist and those who need assistance and is accountable to both constituencies, promoting two-way communication for the affected populations.

Role objectives

Specific responsibilities and duties include, but are not limited to:

1. Develop survivor-centered SOPs to receive SEA/SH complaints, intake forms, referral protocols, information-sharing tools, protocols to store data, etc. in coordination with HQ and Regional Office Specialists

2. Develop, review and update training plans and facilitate training for all stakeholders involved in the management of SEA/SH complaints

3. Revise community awareness strategy and implement community awareness and information (IEC materials) dissemination sessions and materials on SEA/SH awareness and reporting.

4. Provide technical guidance to Training Consultants, provide training directly and support in training to all project workers.

5. Ensure all project workers have been sensitized to and have signed a code of conduct that prohibits SEA/SH and that communities know how and where to report SEA/SH grievances.

6. Develop methodology and lead on local SEA/SH risk assessments in the project locations in close coordination with donor and UNOPS HQ focal points .

7. Amend activities where necessary based on the findings of the risk assessments

8. Lead on the implementation of GRM channels specifically for SEA.SH cases, including liaison with Awaaz Afghanistan (Humanitarian Helpine) as the key grievance recipient. Training to the AWAAZ operators and staff of appropriate handling of sensitive cases related to the Project.

9. Coordinate with Awaaz and ensure the provision of GBV referral services by Awaaz takes place in the manner agreed with the donor.

10. Ensure appropriate protocols and mechanisms are in place for addressing SEA/SH grievances and serve as a permanent member of the grievance redressal committee related to gender-based violence or sexual harassment. Conduct a Safety SEA/SH audit    for Project locations.

11. Assist the project in the implementation and compliance with the SEA/SH Prevention and  Response Plan, in accordance with the agreed timeline and budget.

12. Prepare required reporting on SEA/SH prevention and response activities outlined in the SEA/SH Prevention and Response Plan.

13. Collect and promote good practices and lessons learned, contributing to a collection of replicable good practices for GBV: Document the lessons learned from the different interventions and develop best practices and knowledge management capacity.


Qualifications and Experience

a. Education

  •  A university degree (e.g. Bachelor) in Sociology, Development Studies, Gender or other social science is required.

  • Specific gender-focused training by the UN, World Bank or international non-governmental (INGOs) organizations is an asset.

  • raining in PSEA and demonstration of understanding of the basic tenets of the PSEA framework is an asset.

b. Work Experience

  • A minimum of 4 years of relevant experience in gender, women’s empowerment and/or diversity management.

  • Experience working with the UN agencies or other donor agencies, international organizations / IFI, government ministries, and/or non-governmental organizations (NGOs) is valued.

  • Experience in developing and facilitating training courses on GBV or related subjects.

C. Language Requirements:

  • Excellent knowledge of both written and oral English is required.

  • Fluency in Pashto and/or Dari is required.
