Context:

Under the direct supervision of the Senior Diversity, Equality, and Inclusion Officer, and the overall supervision of the Chief, Integrated Talent Management Unit, the successful candidate will be responsible for developing and supporting diversity, equality, and inclusion activities within the Organization. The Diversity, Equality, and Inclusion Officer will provide expert advice and support to colleagues on a wide range of equality and diversity issues related to the workplace. The Diversity, Equality, and Inclusion Officer will work with a variety of stakeholders across the Organization to launch, develop, and implement a range of initiatives. Activities will be coordinated closely with the Office of the Director General, the Human Resources Policy and Advisory Services Units in HQ and Panama, the Manila Human Resources Office (MHRO), and the Gender and Diversity Coordination Unit (GDC).

Core Functions / Responsibilities:

  1. Provide technical expertise and develop and implement initiatives, programmes, and tools to support a diverse workforce and an inclusive work environment within IOM, by ensuring a strategic inclusion of DEI in relevant management processes.
  2. Review organizational and human resources practices, policies, and procedures with a view to supporting diversity, equality, and inclusion within IOM, and make proposals to improve relevant areas.
  3. Lead the development of DEI-focused strategies and action plans in order to promote a more inclusive diverse, equitable, and inclusive working environment by considering existing relevant internal and external strategic documents (such as, but not limited to IOM Strategic Plan, UN-SWAP, UNDIS, etc.).
  4. Review information and data on workforce diversity and inclusion, monitor and evaluate DEI-related activities that are being implemented, and inform relevant colleagues accordingly, so that corrective action may be taken as necessary.
  5. Act as a focal point in the Organization to work with internal and external stakeholders on diversity, equality, and inclusion issues related to the workplace.
  6. Work with the staff development and learning and other relevant units to contribute to the development of learning and training opportunities linked to diversity, equality, and inclusion in the workplace.
  7. Develop content and conduct seminars, workshops, and trainings on diversity, equality, and inclusion issues as required.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Political or Social Sciences, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Demonstrated professional experience of having undertaken substantive DEI work (people management/organizational culture) such as the development and implementation of DEI initiatives, programmes, and tools;
  • Strong coordination experience within the UN system and amongst interagency partners;
  • Experience in developing and facilitating DEI training, in particular capacity-building, and communication materials to promote behavioural and/or organizational culture change; • Demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes; • Good written and oral communication skills, effective in representation and liaison with external partners;
  • Demonstrated leadership skills, including the ability to advise and influence senior management;
  • Experience in policy and proposal development and the creation of standard procedures and tools; and,
  • Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordinate with a variety of stakeholders.

Skills

  • Advanced knowledge and understanding of the DEI-related strategies, policies, rules and regulations in the UN system;
  • Experience applying DEI approaches to human resources and people management in large, international organizations;
  • Strong conceptualization, analytical, and writing skills;
  • Strong communication, organizational, and interpersonal relationship skills;
  • Ability to meet deadlines and work under pressure with minimum supervision; and,
  • In-depth knowledge of mainstreaming best practices and partnership models to ensure coordination of the same across a diversified range of actors.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
