UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

Founded in 2001, the Stop TB Partnership’s mission is to serve every person who is vulnerable to TB and ensure that high-quality treatment is available to all who need it. Stop TB partners include international and technical organizations, government programmes, research and funding agencies, foundations, NGOs, civil society and community groups and the private sector. Stop TB values its diverse human resources as a key asset to achieve its mission. The human resources are differently skilled and represent over 40 countries, with overall more females than males. Stop TB has created a dedicated position on diversity, equity and inclusion and related human resource development work. Stop TB’s Operational Strategy focusses on a few strategically important enablers, and the relevant enablers for this position are:

The incumbent will play a critical role in promoting harmonious working environment, teamwork, information sharing, bridging cultural differences, preventing racism and all forms of discrimination and harassment, ensure that each person is respected, has a safe work environment and is protected against abuse or retaliation. The incumbent will advise/support the Stop TB partnership senior leadership on strategic human resources policies and talent management approaches. 

Ensure that the Stop TB Partnership implements its host recruitment and retention policies in a way which promotes diversity and inclusiveness.

Align recruitment and people management to Stop TB’s strategic requirements in order to attract and manage a diverse range of talent.

Inculcate motivation and passion for Stop TB’s mission, and promote a diverse, equitable and inclusive culture, and transparent and collaborative information sharing.

Further strengthen capacity of personnel and management to ensure a workplace that is free of all forms of discrimination and harassment, with diverse staff motivated and engaged and contributing effectively to the mission of the Stop TB Partnership.

Functional Responsibilities:

Under the direct supervision of the Director of Programme and Operations, the incumbent will work under the leadership of Stop TB Partnership and in close coordination with the team leaders as well as the UNOPS. With delegated authority, the following will be the responsibilities:

Promoting Diversity & Equity in staffing within the Partnership:

  • Serve as a subject matter expert on diversity, equity and inclusion to assure visibility and accessibility of tools, training, and inter-organizational dialogue on cultural awareness, diversity, inclusion, and anti-discrimination.
  • Promote and implement diversity and inclusion related policies and strategies of UNOPS and UN System, building on gains and lessons learned from past Stop TB Action Plans and Roadmaps.
  • Train hiring managers and personnel working on human resources on how to select, manage, motivate, evaluate and retain diverse employees.
  • Develop and implement metrics to measure and monitor progress on motivation, diversity, equity and inclusion; evaluate any surveys, advise on findings and follow-up actions. Report annually on relevant KPIs. Provide recommendations and follow up on how to improve the metrics.
  • Contribute to establishing a safe, equitable and inclusive working environment for all personnel and support Stop TB Board aspiration on DEI
  • Working with the human resource policies of UNOPS to design and promote best practices and strategies for talent and performance management, learning and development and employee engagement.
  • Build capacity of Stop TB Partnership personnel, management and governance bodies on diversity and inclusion by developing and implementing training and other learning opportunities, organizing sessions during Board meetings.
  • Organize regular capacity building sessions, personnel retreat and social events to boost employees’ motivation, well-being and team spirit.
  • Partner with the HR Manager in the Geneva Office to resolve internal conflicts and act as the “go to” person when Stop TB Personnel have concerns related to misconduct, diversity and inclusion.
  • Provide advice on how to improve diversity and inclusion practices at the recruitment, onboarding and developmental stage of STBP personnel.
  • Consolidate the Stop TB Partnership engagement and talent management initiatives:
  • In collaboration with UNOPS, organize, conduct and disseminate results of periodic staff surveys and implement actions as needed to address the findings and recommendations and contribute to DEI strategy of STBP.
  • Work with the hosting agency to ensure that ample staff support mechanisms are available and accessible to staff and aligned with the STBP strategy.
  • Serve as liaison between staff, team leaders, Deputy Executive Director and Executive Director regarding the organization’s climate, employee well-being, related project updates, proposals, and planning.
  • Implement and contribute to UNOPS policies and strategies related to recruitment, talent management, performance management, developing tailored learning plans and SOPs for Stop TB Secretariat.

Education/Experience/Language requirements:

Education Requirements:

  • An advanced University Degree (Master’s degree or equivalent) in one of the following disciplines: human resources, organizational psychology or relevant field, international relations, political science, business administration, public administration, management, law,  or other relevant field,
  • is required.
  • A University Degree (Bachelor’s degree or equivalent) with additional two (2) years of relevant experience may be considered in lieu of an Advanced University Degree.

Professional Experience Requirements:

  • A minimum of seven (7) years of experience in talent, people and change management is required
  • At least five (5) years of experience in leading diversity and inclusion efforts in an international setting is required
  • Knowledge and experience of human rights legislation is an asset;
  • Hands-on experience designing staff policies like anti-discrimination and equal employment opportunity is an asset

Language requirements:

  • Excellent working knowledge of English is required
  • Knowledge of another UN offical language is an asset
