Context:

The Gender and Diversity Coordination Unit aims to ensure that considerations of Gender, Diversity, and Social Inclusion are mainstreamed in IOM policies and programmes through the provision of technical guidance, raising awareness on gender equality, diversity, equity, and inclusion; and building the capacity of IOM workforce to be better equipped to incorporate such perspectives to prevent perpetuating existing inequality and discrimination in their everyday work in responding to the specific needs of all migrants and their families, positively recognizing differences of all types, including age, sexual orientation, gender identity, gender expression, sex characteristics, race, ethnicity, nationality, age, religion, disability, and family composition.

Under the direct supervision of the Senior Diversity, Equity and Inclusion Specialist and in close coordination with the rest of the Gender and Diversity Unit, the Human Resources Diversity and Inclusion team, and the Global Staff Association Committee, the successful candidate will be responsible and accountable for the development and implementation of Race Equity and Equality considerations, ensuring IOM’s adherence to diversity-related commitments and for providing technical expertise and advice on race and ethnicity matters within the Organization.

Core Functions / Responsibilities:

  1. Develop and ensure the implementation, follow-up, monitoring, and evaluation of initiatives in the Unit work plan related to race equity and equality considerations in IOM’s program work and for the workplace.
  2. Establish and maintain strong working relationships with other Units and departments worldwide to advise on best practices in the preparation of guidance documents, and to promote information-sharing and convene meetings and exchanges on the issues of race equality, anti-racism efforts, and others as needed.
  3. Lead, coordinate, and support the establishment and management of internal discussion groups and networks focused on racial equity and equality, to enable staff to use these forums to identify problems, and share suggestions for influencing decision-making at various levels. Manage, coordinate, monitor, and report on the implementation of the IOM 5-year Race Equity and Equality Action Plan, liaising with and advising different stakeholders across the organization.
  4. Lead the research, analysis, and reporting on developments related to race equity and equality in the migration context that are relevant to IOM’s work.
  5. Develop thematic guidance notes, information sheets, policy documents, and tools on mainstreaming race equity and equality, and anti-discrimination into programming and internal management matters (including human resources) in coordination with Regional and Country Offices, and the relevant HQ Departments.
  6. Develop and/or support the development of project proposals and ensure relevant financial and narrative reporting obligations and accountability are fulfilled according to IOM and donor requirements, standards, and timetables.
  7. Lead awareness-raising and capacity-building efforts for staff on Race Equity and equality with a dual focus: a) programming; and b) an inclusive culture in IOM’s workplace.
  8. Represent IOM and participate in inter-agency networks on Race Equity and Equality, and other events, meetings, and seminars related to the topic.
  9. Perform such other duties, as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Effectively applies knowledge of Race Equity and Equality, alongside other dimensions of equality, intersectionality, equity and inclusion; and migration issues within the organizational context;
  • Strong analytical thinking and work experience in change management;
  • Demonstrated ability to work on complex issues, as well as handle competing priorities, both in team and independently; and,
  • Experience working in a multi-cultural and international context, dealing with diverse constituencies, and applying a human-rights perspective.

Skills

  • Correctly frames migration issues within their regional, global, and political context;
  • Knowledge of project formulation, administration, and evaluation techniques and practices;
  • Effective communication, reporting and writing skills;• Information management, data collection and analysis; and,
  • Strong computer literacy; Microsoft Office and Adobe suite.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish and another UN language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
