The Chief of the Public Financial Management 2 (M2) Division of the IMF’s Fiscal Affairs Department (FAD) provides strategic direction and manages the division’s operations, which include providing and designing capacity development (CD) in a broad range of public financial management (PFM) areas to the Francophone and Lusophone countries in Sub-Saharan Africa (AFR), Asia Pacific (APD), and Western Hemisphere (WHD). The Division Chief brings intellectual leadership in carrying out policy development and research related to PFM, including on emerging topics, such as digitalization and green budgeting, and in providing support to IMF area departments on PFM issues. The Division also coordinates closely with ICD regarding the PFM aspects of macro-fiscal models. The Division’s work covers all PFM areas, including: the PFM legal and institutional framework; fiscal rules, frameworks, and medium-term budgeting; fiscal risks, budget preparation; budget execution and cash management; public investment management; government accounting and fiscal reporting; and fiscal transparency and governance.

The Division Chief will work closely with her/his counterpart in the Public Financial Management 1 Division (M1) on CD-related and policy development projects that cut across the two divisions. Responsibilities include: (1) strategically organizing the provision of CD to countries covered by the division, including the development and implementation of reform strategies and the delivery of training; (2) supporting area departments on all PFM aspects in the context of the Fund’s surveillance and financial programs; (3) coordinating and supervising PFM resident advisors posted in regional centers or member countries; (4) developing and rolling-out fiscal diagnostic and analytical tools; (5) managing the division’s analytical agenda; (6) working with external donors and other organizations active in PFM (e.g., World Bank. UNDP, OECD), and representing the department in international fora; and (7) implementing the new FAD CD Strategy.

The selected candidate will be responsible for leading the division and supervising a multicultural group of about 30 headquarters-based employees and about 25 long-term PFM advisors (LTX), as well as overseeing the work of short-term experts (STX), as needed. In addition, the selected candidate will also contribute to developing FAD’s strategic thinking on PFM issues, lead complex technical assistance missions, and liaise with the World Bank and other agencies that provide support for public financial management reforms.

Qualifications

Ideally, the candidate should hold advanced university degree (Ph.D. is preferred) in economics or finance or a related field and have a minimum of 15 years of relevant and progressively senior level work experience in economic policy making, international financial organizations, academia, or think tanks.

The selected candidate should have demonstrated strong organizational, managerial, and analytical abilities; strategic thinking and intellectual leadership; effective communication skills; strong interpersonal and collaboration skills; and familiarity with the IMF’s capacity development mandate. While not a requirement, work experience in a ministry of finance or other relevant institutions as well as direct experience in providing capacity development would also be an advantage.

Familiarity with the regions covered by M2 and knowledge of French would be advantages.
