The Secretary’s Department (SEC) organizes the work of the Fund’s governing bodies—the Board of Governors and the Executive Board and their committees—and provides them with secretariat services. SEC ensures open and efficient channels of communication among these organs, the membership at large, management and staff. To that end, it provides strategic advice and policy and logistical support to promote the effective exchange of ideas and perspectives, the promotion of mutual understanding and consensus-building. In particular, SEC works with management and staff in designing, coordinating and implementing the Fund’s strategic agenda through the Work Program of the Executive Board and other official bodies. SEC also has primary responsibility in organizing and guiding the Fund’s Spring and Annual Meetings, in collaboration with other departments and the World Bank, including the triennial overseas Annual Meetings. More generally, SEC provides policy expertise and institutional memory on a range of Fund governance matters. Ultimately, the goal of SEC’s work is to help reach institutional consensus for the benefit of the membership, mitigate risk and enhance the Fund’s relevance, effectiveness, legitimacy and reputation.

 

SEC is looking to hire a Division Chief in its Membership Engagement (ME) Division that will work closely with the Deputy Division Chief and be part of SEC’s leadership team.

 

As a member of SEC’s senior staff, the head of the Membership Engagement (ME) Division is a strategic and operational leader. He/she plays a key role in managing the work of the Membership Engagement Division, which deals with OED HR and budget issues, Board documents and membership governance.

 

Under the general direction of the Secretary of the Fund, the successful candidate will support Executive Directors and their offices in connection with personnel and budget matters, provide broad oversight of the division’s activities relating to the issuance of documents to the Executive Board, and provide guidance in support of the division’s governance activities, including conduct of Governors votes, bi-annual and by-elections of Executive Directors. The Division Chief also acts as Secretary to standing Committees of the Executive Board and the Board of Governors, including the Joint Committee on Remuneration of Executive Directors (JCR), the Committee on Administrative Matters (CAM), and the Committee on the Regular Election of Executive Directors, and contributes to Board and Committee papers and other communications on behalf of the department.

 

As part of the SEC leadership team, the Division Chief contributes to the strategic direction and general administration of the department, including its accountability framework, and to the establishment of SEC’s priority areas of engagement with the Fund membership and governance bodies. He/she has shared responsibilities for Fund-wide and SEC-wide activities, including collaborating with other departments on institutional projects (modernization initiatives, ongoing review of the transparency policy), and represents the department on relevant committees and working groups.

 

Duties and responsibilities

Under the general direction of the Fund Secretary, the successful candidate will:

  • develop and implement the division’s work program, mentor, develop, coach staff, and enable growth opportunities for staff across workstreams in the division.
  • lead on administrative policy and budget administration issues relating to the OEDs and develop policy proposals on these matters as requested by the Committee on Administrative Matters.
  • oversee the division’s activities relating to the issuance of Board documents, the publication of documents in accordance with the transparency policy, the sharing of documents with other organizations under the Board’s transmittal policy, and the management of document repositories and systems.
  • support broader governance functions, including conduct of Governors votes and support to the JCR, organization and conduct of regular elections and by-elections of EDs, management of registrations to the Spring and Annual meetings, protocol for high level visits to the Managing Director.
  • as a member of SEC’s management team, substantively contribute to broader departmental strategy and operational discussions.

 

Minimum qualifications

The successful candidate should possess the following qualifications:

  • Advanced degree in Economics or related subject, supplemented by a minimum of 15 years of relevant work experience, with supervisory/managerial experience.
  • Thorough knowledge and understanding of the functioning of the Board, the IMF governance structure, and Fund’s membership issues.
  • Strategic thinking and demonstrated sound judgment on complex issues involving the Board.
  • Highly developed advocacy, negotiating, influencing skills, and proven ability to negotiate and influence outcomes with stakeholders and build consensus for positive change in the face of divided views.
  • Strong leadership qualities, staff development and team-building skills, particularly in mentoring, coaching, and developing staff, providing ongoing feedback, and delegating within a team.
  • Corporate spirit and collaborative work style and demonstrated ability to bring innovative ideas and drive for results.
  • A demonstrated ability to work under pressure, with a high degree of organizational skills and ability to multi-task; and
  • Excellent oral and written communication skills.

 

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015. 

 

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.

 

The position requires Review Committee / Senior Review Committee Approval.
