THE COMPLEX:

The President plans, supervises and manages the business of the Bank Group. Under the direction of the Boards of Directors, the President conducts the business of the Bank and the African Development Fund and manages operations and activities in accordance with the Agreements establishing the ADB and the ADF. The President supervises several Departments and Divisions including Office of the President; Independent Development Evaluation Department; Integrity and Anti-Corruption Department; Compliance Review and Mediation Department; Secretariat to the Sanctions Appeals Board; Administrative Tribunal; Office of the Auditor General; Group Risk Management Function Directorate;  General Counsel and Legal Services Department; Communication and External Relations Department; Ethics Office and Office of the Secretary General & General Secretariat.

 

THE HIRING DEPARTMENT/DIVISION:

The Office of Integrity and Anti-Corruption Department (PIAC) plays an integral role in achieving this mandate by protecting the Bank’s corporate image and reputation, and improving the continent’s investment climate through the deterrence, prevention and reduction of fraud, corruption, staff misconduct and other harmful practices within the Bank Group.

PIAC has the overriding mandate developing preventive measures to reduce fraud and corruption in bank operations, to undertake unhindered investigations into allegations of corruption, fraud, and other malpractices in Bank Group Financed Operations, conduct investigations into allegations of misconduct involving staff members of the Bank.

The Integrity and Prevention Division (PIAC.1) has the overriding mandate of Developing preventive measures to proactively reduce the potential for staff misconduct, fraud or corruption within Bank Group financed operations.

 

THE POSITION:

The Division Manager PIAC.1 is responsible for putting in place, supervising and implementing proactive measures including policies review, risk assessments, capacity building and sensitization programmes to deter sanctionable practices and prevent their occurrence in internal corporate procurement issues and operations financed by the Bank Group.

  1. The Integrity and Prevention Division (PIAC.1) of the Integrity and Anti-Corruption Department (PIAC) is responsible for developing preventive measures to proactively reduce the potential for misconduct, fraud and corruption within Bank Group-financed Operations.
  2. The Manager of the Division shall maintain the highest standards of professional proficiency and integrity, and shall be guided by ethos of confidentiality and due diligence. To achieve its mandate, the Division is supervised by the Manager, who reports directly to the Director of the Integrity and Anti-Corruption Department (PIAC.0) and shall be empowered to:
  • Develop and implement tools and proactive measures, including campaigns and outreach programs, to train and assist operational staff and other partners of the Bank Group, in order to proactively reduce integrity violations, misconduct, fraud or corruption within Bank Group financed Operations; Conduct fraud and corruption awareness and publicity programs in Regional Member Countries (RMCs) as well as relevant training of Bank’s employees and external partners;
  • Developing tools and implementing proactive measures to reduce integrity violations, misconduct and sanctionable practices within the Bank Group and Bank Group financed operations, including through project integrity reviews, campaigns, and outreach programs, training and providing integrity advice to operational staff and other partners of the Bank Group.
  • Develop and maintain knowledge management database and information sharing network for best practices and lessons learned in integrity, prevention, detection, and investigations of misconduct; Provide expert advice to management and field offices on significant integrity concerns and assess whether the potential risk is acceptable to the Bank Group, in accordance with the Bank Group’s procedures and guidelines;
  • Develop tools to enhance due diligence practices and recommendation of measures or institutional reforms to close loopholes in order to ensure compliance with Bank Group policies and applicable international conventions; Develop and maintain risk assessment strategies and processes to strengthen and reduce vulnerability; In consultation with the Investigations Division (PIAC.2), design tests to help disclose the existence of fraud, corruption or abuse; Provide policy support in the review and development of the department’s (PIAC) internal procedures and manuals, including management of sanctions and cross-debarment issues, maintenance of PIAC database of sanctioned and cross-debarred entities;
  • Assess compliance with conditions for non-debarment and release from debarment in line with imposed sanctions; In consultation with the Investigations Division (PIAC.2), provide support for maintenance of PIAC’s record management system and in sanctions and cross-debarment activities; Also, in consultation with the Investigations Division (PIAC.2), prepare key performance indicators, work plans, progress reports, and the department’s annual reports.
  • Monitor and report regularly to the Director, on planned activities and programs developed for prevention work, as well as performance of any other tasks as instructed by the Director; In consultation with the Investigations Division (PIAC.2), review transactions or investigations to ensure that operations financed by the Bank Group comply with Bank Group policies and applicable international conventions.

 

KEY FUNCTIONS:

Under the direct supervision of the Director PIAC, the Division Manager PIAC.1 shall carry out the following duties and responsibilities:

  1. Supervising the Division’s professional and general support staff and have managerial accountability over their work;
  2. Planning and allocating resources for the achievement of the division’s objectives; Providing training and disseminating lessons learned from investigative results to staff and partners (inside and outside the Bank);
  3. Mentoring and training staff members on effective prevention tools and techniques;
  4. Detecting integrity risks in the Bank through the analysis of information collected from all available resources;
  5. Developing and maintaining risk assessment strategies and processes to strengthen and reduce vulnerability;
  6. Establishing a Bank-wide view of fraud by aggregating fraud types from investigation reports into a single environment and analysing them to provide relevant recommendations for fraud prevention;
  7. Developing tools to enhance due diligence practices and make recommendations for measures or institutional reforms to close loopholes and ensure compliance with Bank Group policies and applicable international conventions.
  8. Data mining and analysing Bank Group’s databases and information that would lead to investigations. Reviewing Bank-financed projects to detect indicators of fraud and corruption and other integrity risks;
  9. Developing proactive mechanisms to promote prevention of integrity in the Bank Group’s private sector lending activities;
  10. Contributing to tire development and implementation of pro-active strategies which prevent fraud and corruption in the Bank Group;
  11. Providing advice and recommendations to the Director. PIAC. on the appropriate actions to be taken with regard to fraud prevention;
  12. Supporting the Bank’s broader efforts to enhance measures to combat fraud and corruption through sensitization and awareness activities;
  13. Helping regional member countries to fight fraud and corruption by referring investigative findings to national authorities and project implementing agencies/units and following up on their implementation;
  14. Enhancing external action in the fight against fraud and corruption by conducting fraud and corruption awareness and publicity’ programs in Regional Member Countries (RMCs) and the provision of relevant training of Bank’s employees in the field offices and with external partners;
  15. Collaborating in multilateral efforts to mitigate the risks of fraud or corruption in development activities;
  16. Preparing annual activity report on the activities of the Division and its assist in its publication on the Bank’s website;
  17. Contributing to the Department’s Annual Integrity Reporting;
  18. In liaison with the Investigations Division (PIAC.2), acting as the Bank’s focal point vis-a-vis the sister institutions in harmonization and representation activities;
  19. Leading special initiatives/projects and undertake other ad hoc assignments upon demand.

COMPETENCIES (skills, experience and knowledge):

  1. Hold at least a Master’s degree in Law, Criminology, Public Policy, Business Administration, Economics, Social Sciences Audit, Development Studies, Forensic Accounting or related field.
  2. Professional Qualifications in Fraud Examination would be an added advantage;
  3. A minimum of eight (8) years of extensive and progressive experience including in a multi-lateral development financial institution or relevant development organization, and demonstrated leadership, management, and supervisory skills. Out of the eight (8) years of relevant experience, three (3) must have involved managing and/or supervising teams. Extensive professional experience in anti-corruption, fraud and prevention and work with civil society organization would be an advantage;
  4. Substantial professional experience in fraud preventive work in public or private sector;
  5. A strong understanding of anti-fraud and anti-corruption statutes and rules and the requirements of proof for fraud, corruption and related wrong-doing;
  6. Experience in working and living in Africa;
  7. Strong and proven ability’ to communicate, write, and present reports clearly;
  8. Strong organizational and proven analytical ability and ability to work independently and manage challenges;
  9. Ability to develop and maintain liaison relationship with national authorities, international organizations, and other potential and actual partners;
  10. Integrity and strong interpersonal skills, with ability to provide team leadership and to develop trust and demonstrate fairness;
  11. Excellent knowledge of international standards of Rights and Obligations of employees under administrative investigation for misconduct;
  12. Excellent communication and presentation skills, both oral and written; proven ability to prepare clearly and concisely, present, discuss and defend issues, findings and recommendations at senior levels and to produce complex and compelling briefs, reports, papers, etc.;
  13. Excellent interpersonal skills, including the ability to work effectively in a team/task force as participant or team leader and with senior officials internally and externally;
  14. Strong interviewing skills, including ability to focus discussions and to elicit critical information from uncooperative witnesses;
  15. Strong organizational and analytical ability with attention to detail;
  16. Ability to work independently and manage challenges;
  17. Integrity, good judgment, fairness, and discretion in dealing with staff and external parties;
  18. Excellent problem-solving skills;
  19. Strong client orientation;
  20. Effective Teamwork and relationship management;
  21. Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other language;
  22. Competence in the use of the Bank standard software applications (Word, Excel, PowerPoint).
