BACKGROUND

Concern Worldwide in an internal humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries.

Our mission is to help people living in extreme poverty achieve major improvements in their lives which last and spread without ongoing support from Concern.

To achieve this mission, we engage in long-term development work, build resilience, respond to emergencies, and seek to address the root causes of poverty through our development education and advocacy work.

Since 2018 Bangladesh is one of the four countries where Concern Worldwide has been implementing a flood-resilience focused programme supported by the Zurich Foundation through Zurich Flood Resilience Alliance (ZFRA, or the Alliance).

The Alliance is a multi-sectoral partnership focused on finding practical ways of supporting communities to strengthen their resilience to flood risk. Their vision is to work towards ensuring that floods have no negative impact on people and business’s ability to thrive. It consists of humanitarian, NGO, research and private sector partners who work together to increase public and private investment in evidence-informed community-based flood resilience. It was officially launched in 2013 and based on its success in Phase 1; it was extended into Phase 2 from 2018 to 2024.

Concern Bangladesh has been implementing the ‘Flood Resilience Project’ in selected locations of Gaibandha and Lalmonirhat districts in partnership with Gana Unnayan Kendra (GUK). The project intends to work at strengthening resilience of individual communities targeted under this programme as well as overall system strengthening, with a focus on increased funding for flood preparedness and improved implementation of relevant policies. The unique element of the programme is also applying a comprehensive resilience measurement tool, Flood Resilience Measurement for Communities (FRMC), which allows partners to generate evidence about the ways in which a given area or community is already resilient to flood, as well as support in the process of deciding on steps to take to further develop this resilience. The project is using the FRMC with 21 selected communities in Sundarganj (sub-district of Gaibandha) and Hatibandha (Sub-district of Lalmonirhat) is supporting those communities in implementation of interventions which help enhance resilience based on the jointly developed Community Action Plans.

Overall, the goal of the project is to ensure that floods have no impact on people’s ability to thrive. To achieve the goal, the project adopted three specific objectives:

1. Improved practice supports flood resilience in vulnerable areas

2. National and local governments have effective resilience policies

3. National and local governments increase investment in flood resilience

OBJECTIVES

The main objective of this consultancy is to document the good practices ((at least 12), learnings including process documentation highlighting good practices of the project interventions that can also be used for the publication.

DURATION OF THE ASSIGNMENT

The assignment is scheduled to be completed over a period of 3 months (Mid-June to Mid-September 2024). The consultant will have to propose a detailed activity plan along with time schedule (Gantt chart) for carrying out the activities.

SCOPE OF THE ASSIGNMENT

Major Responsibility of the Consultant

  • Initiate discussion with the Concern worldwide project team and partner to learn about the project and specific requirements of the assignments
  • Review project reference documents to learn project insights
  • Identify the topics/themes of capturing good practices in discussion with Concern’s project team
  • Develop a detailed work plan in consultation with the Concern worldwide.
  • The consultant will visit the project locations to see the activities and study the real scenario;
  • The consultant will collect information and data from field to prepare good practices
  • The consultant will ensure the content of the good practices aligned with project information, tone and objectives of the project
  • Capture photos of the programme participants along good practice documentation where appropriate
  • Develop good practices both in English and Bangla
  • Submit good practices (12) and photos separately;
  • The consultant will finalize the document incorporating all feedback of Concern.
  • Collaborate closely with the Concern’s team to incorporate feedback and revisions into the document.

Major Responsibility of Concern Worldwide

Concern worldwide will provide the consultant with necessary support to undertake and implement the assignment and execute the objectives of this assignment. Such responsibilities include the following:

  • Provide initial briefing and existing work overview;
  • Provide relevant project orientations with reference documents and support in selecting the potential intervention/themes to be analyzed; provide editorial guidance to the consultant to enable him/her to understand the deliverables required.
  • Provide support in the fields.
  • Disburse payment as per the agreed schedule in the contract based on the deliverables.

DELIVERABLES

The consultant will deliver the following:

Detailed work plan: The consultant will submit a detail work plan within two weeks after the signing of the contract. The interview guideline/ checklist and potential area of documentation will be finalized in consultation with Concern worldwide.

Draft report: Consultant will submit a draft report containing 12 good practices and minimum 2 photos of each. The best practice should be delivered in both English and Bangla language.

Final report: Incorporating feedback and suggestion of Concern Worldwide to finalize the report along with all the 12 good practices and submit**.**

Technical Proposal Evaluation Format: Total 65 Marks

EXPERIENCES AND QUALIFICATIONS

The consultant should possess the following qualifications:

Education

The consultant should have at least Master’s degree DRR/Climate change, Communication and Journalism/ Development Studies/ International Relations/ Environment Management or relevant subjects.

Experiences

  • The consultant should have over 5 (five) years of experience in writing high quality case stories/ best practices along process documentation.
  • Thematic experience (Climate Change/ Disaster Risk Management/ Environment)
  • Strong research skills with the ability to gather, analyze, and synthesize information from diverse sources.
  • Excellent writing skills with the ability to communicate complex concepts clearly and effectively.
  • Demonstrated skills in the development of best practice/case studies
  • Experience producing high quality case studies/best practices for UN agencies/ INGOs
  • Strong collaborative skills with the ability to work effectively in a team environment.
  • Good command over English and Bangla language.

Line of Communications for Documentation of Good Practices

  • The Concern Programmes Manager will guide and management support the overall.
  • Programme Managers will provide support with project information, field coordination, and other programmatic support needed for project.

Remuneration/Fee

Interested consultants are requested to submit their financial proposal along with the technical proposal including cost of field travel and other relevant cost for the assignment for a period of total3 Months consultancy*;* inclusive all VAT and Taxes as per policy of the government of Bangladesh, which shall be deducted at source prior to the payment.

Payment

Payment will be an agreed amount including VAT and tax for the total assigned service. Full payment will be made upon completion of the assignment as per the agreed ToR. The payment mode will be in three (3) instalments for the entire assignment against invoices issued by the Consultant:

  1. First instalment is 20% after contract signing with Concern Worldwide.
  2. Second instalment of 40% of the payment will be made upon submission and acceptance of the draft report;
  3. The remaining 40% will be paid upon submission and acceptance of the final report.

Concern Worldwide will not be liable for any bank charges arising from incorrect bank details being provided to Concern. The payments will be made through Account payee cheque.

Copyright and Confidentiality

Concern Worldwide will have the copyright for all the documents, media content by the consultant(s) with due acknowledgement. No media document/content should be reproduced or published any manner without prior written approval of Concern Worldwide. The consultant will maintain the confidentiality of the stated assignment.

Concern World wide’s Policies and Guidelines

Concern’s Code of Conduct (CCoC) and its associated safeguarding policies; the Programme Participant Protection Policy, the Child Safeguarding Policy and the Anti-Trafficking in Persons Policy have been developed to ensure the maximum protection of programme participants from exploitation and to clarify the responsibilities of Concern staff, consultants, contractors, visitors to the programme and partner organisations, and the standards of behaviour expected of them. In this context staff have a responsibility to the organisation to strive for and maintain the highest standards in the day-to-day conduct in their workplace in accordance with Concern’s core values and mission. Concern’s Code of Conduct and its associated safeguarding policies have been appended to this Contract for your signature. By signing the Concern Code of Conduct you demonstrate that you have understood their content and agree to conduct yourself in accordance with the provisions of these two documents.

Breach of Code of Conduct and Sharing of Information: We are required to share details of certain breaches of Concern’s Code of Conduct, specifically those related to fraud, sexual exploitation, abuse and harassment and trafficking in persons, with external organizations such as institutional donors, regulatory bodies and future employers. In the event where you have been found to be in breach of these aspects of Concern’s Code of Conduct, your personal details (e.g. name, date of birth, address and nationality) and details of these breaches will be shared with these external bodies. Organizations may retain this data and use it to inform future decisions about you.

In addition, where we are working in partnership with another organization and where there are allegations of breaches in the above areas against you, we will cooperate with any investigation being undertaken and will share your personal details with investigation teams.

A breach of this policy will result in disciplinary action up to, and including, dismissal.

Technical Guideline

Both Concern Worldwide’s Code of Conduct, Communications Branding Policy must be followed throughout this assignment. The communications policy includes the requirement for informed consent of any persons being pictured, videoed, interviewed, etc.

The Consultant/Organization must follow Concern guidelines on communications and branding in all media engagement activities, articles, news, programme etc.

All media activities related to Concern’s work and media content publish to external must be aligned with Concern’s Communications policy.

Safety and Security

It is a requirement that the Consultant will comply with Bangladesh security policy and in-country security procedures. It is a requirement that the Consultant will comply with Bangladesh security policy and in-country security procedures. Failing to comply will result in immediate termination of contract. The work plan will need to be flexible and have built in contingency plans that can be activated through mutual discussion with Concern and the partners on the ground. This will be especially important for activities that require fieldwork and face-to-face interactions

Safeguarding at Concern: Code of Conduct and its Associated Safeguarding Policies

Any candidate offered a job with Concern Worldwide will be expected to sign the Concern Staff Code of Conduct and Associated Policies as an appendix to their contract of employment. By signing the Concern Code of Conduct, candidates acknowledge that they have understood the content of both the Concern Code of Conduct and the Associated Policies and agree to conduct themselves in accordance with the provisions of these policies. Additionally, Concern is committed to the safeguarding and protection of vulnerable adults and children in our work. We will do everything possible to ensure that only those who are suitable to work or volunteer with vulnerable adults and children are recruited by us for such roles. Subsequently, working or volunteering with Concern is subject to a range of vetting checks, including criminal background checking.
