The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.
Project/Task Background / General Description:
The Incumbent will be functional within the Health and Safety Directorate (HSD), Mental Health & Wellbeing Unit (MHWU), which assists and advises in identifying staff health issues which are related to the workplace in HQ and Country Office locations for World Bank Group and International Monetary Fund (IMF) staff. These client institutions are richly diverse environments, with over 20,000 staff members from more than 150 countries working in Washington, DC, and at more than 120 Country Office locations globally. The HSD mission is to protect and promote the health and safety of staff wherever they may be, taking account of their individual health status, working environment and job demands. This is achieved by managing health risks; offering evidence-based, quality controlled occupational health and safety services; and nurturing trust in clients through professionalism and confidentiality. HSD and, by extension, the MHWU is increasingly focused on Country Offices in all regions of the globe, especially given the growing decentralization of WBG operations. HSD recognizes that individual health and organizational health are related, and that attention to both supports the effective functioning of employees. Medical ethics and confidentiality are cornerstones of HSD’s work. The MHWU also includes and oversees the Bank Group’s Domestic Abuse Prevention Program (DAPP) for victims – staff and spouses – of domestic abuse; and the Family Consultation Services, which provides counselling services for spouses and other family members. The MHWU provides services that promote the psychological health and well-being of employees and contribute to a healthy work environment.
The Mental Health & Wellbeing Unit Services:
• Advisory role to managers, Human Resources (HR), Security & other institutional partners on assisting employees with stress health issues that may affect work functioning; identifying stress risks in the workplace and promoting a psychologically healthy work environment; giving guidance on support to employees during organizational change and in crises;
• Individual counseling: assessment, support & intervention regarding work stress, psychological, substance abuse and family problems; brief counseling; referrals to internal and external resources; provision of resiliency briefings to staff appointed to assignments in countries affected by fragility, conflict, or violence (FCV);
• Training & education of managers, HR staff and work groups on psychosocial health problems, psychological health & disability issues, crisis preparedness and response, workplace stress & well-being;
• Crisis consultation and response, after individual or large-scale critical incidents: consultation to managers & HR; crisis intervention & counseling of employees; coordination with internal & external resources, local and international.
• The Domestic Abuse Prevention Program (DAPP) within this Unit provides state-of-the-art case management, educational, and advocacy services for WBG and IMF staff and their families. Counseling and legal consultations are provided via vendors. DAPP also provides specific services, on a contractual basis, to the Inter-American Development Bank (IADB).
• Program Team Lead (TTL)
o Provision of confidential support to staff and family members, both at headquarters and in country offices, who present with concerns about their domestic relationships;
o Supervise DAPP Senior Program Assistant whose responsibilities include case management and administrative activities;
i. Development, implementation, and monitoring of job responsibilities and terms of reference;
ii. Case management monitoring;
iii. Quality assurance, to include satisfaction surveys and implementation of best practices.
o With case manager, conjointly provide and facilitate case management assistance to clients as follows (as needed/appropriate):
i. Support before, during, and after court appearances;
ii. Arrangement of translation services;
iii. Facilitation of temporary housing arrangements;
iv. Liaison with HSD, HR, Legal, Staff Association, Family Association and Ethics & Internal Justice system colleagues (ombuds, ethics, mediation);
o Development and oversight of program budget;
o Referral to contracted vendor for limited, free-of-charge legal consultations;
o Referral to contracted vendor for provision of brief counseling services to clients;
o Provision of referrals to resources within the WBG, IMF, and IADB, as appropriate as well as community resources, on matters related to benefits, visa among others;
o Coordinate special case management meetings with team as necessary;
o Serve as primary point of contact for the DAPP and for members of the Domestic Abuse Prevention Advisory Committee;
• Education and Outreach on Domestic Abuse Matters
o Promote educational programs to raise domestic abuse awareness amongst leadership, management, staff, and families.
i. Coordinate all activities related to Domestic Violence Awareness Month (October), including recruiting renowned subject matter experts, panels, and others; moderating events; and maximizing organizational leadership’s involvement in, and endorsement of, the programs;
ii. Coordinate year-round awareness activities in line with 2(a)(i) above, primarily in collaboration with HSD’s Health Promotions Unit;
iii. Coordinate with the International Women’s Day (IWD) Committee on DAPP activities during IWD;
iv. Develop, provide, and monitor education efforts to raise awareness and knowledge about domestic abuse through supplemental upstream prevention messages;
• Liaise with the World Bank Family Network (WBFN) & IMF Family Association (IMFFA), and other similar bodies; respective Ethics and internal justice of WBG and IMF; as well as with HR and HSD to present workshops and otherwise ensure collaborative delivery of services;
v. Ensure that WBG DAPP websites and mobile app(s) remain a current source of relevant information for all interested parties;
vi. Develop innovative means of ensuring dissemination of information, including but not limited to brochures and informational packages available in multiple languages;
vii. Engage new staff and families through regular presentations at staff and WBFN orientation activities and as requested at IMF and IADB.
o Develop and deliver trainings for all organizations’ headquarters and country offices.
i. Deliver a comprehensive program for organizational management and leadership aimed at increasing awareness of both the scope of domestic violence as well as organizational resources, to be delivered at locations throughout the world;
ii. Spearhead a staff and family awareness and prevention program, manifested in innovative and comprehensive trainings across all settings and throughout the year.
• Monitor new and existing contracts.
• Monitor performance and convene periodic contract business review meetings;
• Ensure prompt processing of contract-related invoices;
• Counseling vendor contract
• Ensure maintenance of a contract which provides multiple high-quality services.
i. Services provided under this contract include crisis intervention (most commonly at time of intake); short-term counseling; collaboration with vendor staff to develop appropriate training; attendance at required meetings.
ii. Legal assistance vendor contract
o Ensure maintenance of a contract which provides high-quality services;
o Services under this contract include maintenance of a current attorney referral list; consultations with victim-survivors of abuse regarding their legal situations, family law, and protection order issues; referrals to attorneys qualified for the purposes relevant to the respective clients; and referrals to expert witnesses as necessary;
• Liaise as necessary to assist with the issuance of soft loans to help defray emergency and legal costs.
• Emergency and Legal Funds
o Liaise as necessary with the counseling and legal assistance vendor to coordinate the issuance of soft grants to help defray emergency and legal costs;
o Liaise as necessary with WBFN in the disbursement of the Barry McIsaac Emergency Fund. Liaise as necessary with IMF and IDB Family Associations on spouse emergency fund requests;
o Liaise as necessary with the respective IMF and IADB Liaisons to the DAPP to assist their constituency’s emergency and legal stipends.
• Promote corporate awareness and serve as an advocate for the clients of the DA program.
o Serve as an active member of the WBG, IMF, and IADB’s DA Prevention Advisory/Workplace Violence Committees;
• Develop WBG DAPP advisory committee meeting agenda, and serve as meeting chair;
o Identify and prioritize initiatives critical to ensuring the delivery of state-of-the art domestic violence prevention services;
o Work closely with Ethics & Internal Justice and other appropriate parties in writing, disseminating, and reiterating relevant corporate statements on domestic abuse, and in amending existing WBG policies as necessary.
• Provide corporate outreach to domestic abuse-related community resources. Maintain formal communication and contacts. Monitor donations to outside organizations through periodic reporting.
• Mission travel, either alone or in conjunction with other DAPP and/or HSD colleagues, with the following goals:
o Promote the visibility and accessibility of the program to staff and other eligible beneficiaries (i.e., family members);
o Develop and expand network of in-country and appropriate counseling, safety, security, and legal resources;
o Deliver and/or coordinate educational programs targeting the specific needs of the staff in the office and spouses/domestic partners;
o Provide direct services to beneficiaries as needed.
• Quality Assurance and Program Support
o Individual supervision with MHWU manager;
o Case conference meetings with team as appropriate;
o Maintenance of up-to-date, accurate records of client contacts;
o Maintain availability as necessary to provide support in the event of “after-hours” emergencies;
o Contribute to the risk assessment and management model embraced by and advocated for by HSD by identifying and implementing valid, reliable, industry-standard and culturally-appropriate risk assessment protocols, and applying the results via evidence-based interventions;
o Collaborative consultation with HSD colleagues to help assure appropriate services to meeting the needs of clients;
o Maintain continuing professional education training in topics relevant to the program’s work;
o Develop and expand accountability mechanisms;
i. Maintain, refine, and improve extant monitoring and evaluation methodologies;
ii. Develop, maintain, and refine a system of tracking individuals’ progress through the program;
iii. Monitor regular reports from case manager, counseling vendor, and legal assistance vendors;
iv. Receive, review, and critique utilization reports from team members and modify both the scope and efficacy of the services delivered as necessary;
o Compilation and reporting of monthly, quarterly, and annual statistics in accordance with HSD policy.
• Manage and oversee DAPP budget.
Selection Criteria
• Minimum of a master’s degree from an accredited higher learning institution and five years of relevant experience or equivalent combination of education and experience.
• Strong knowledge of, and experience working with, domestic abuse victims and their families.
• Exceptional working knowledge of domestic abuse support services available both within the Washington, DC metro area as well as throughout the world.
• Significant experience working in a multicultural and multinational setting.
• Demonstrated familiarity working with international clientele and strong working knowledge of the cultural implications of, and impact upon, domestic abuse in a wide variety of settings.
• Excellent verbal and written communication skills.
• Experience and demonstrated skill at convening and tactfully managing difficult conversations with stakeholders, clients, and other individuals.
• Vendor contract oversight and coordination experience.
• Proficiency with computer-based and mobile applications to include Microsoft Office, internet browsers, and electronic case management systems or similar database applications (e.g., electronic medical records).
• Outstanding judgment; proven track record of skilled responsiveness in crisis situations
• Experience working collaboratively in a multi-disciplinary and multi-cultural team environment.
• Ability to manage confidential and sensitive matters with discretion, judgment, and tact.
• Fluency in English required and fluency in at least one other language (preferably French or Spanish) required. Fluency in one additional language desirable.
• Demonstrated ability to build strong relationships with team members and partners in global locations and leveraging support of Country Management Teams to support health goals of field-based staff.
• Ability to undertake mission related international travel.
• Proven skills in organizing, prioritizing, scheduling, planning and coordinating work.
