TEAM PURPOSE
Oxfam in Yemen’s Funding team is led by the Business Development & Funding Manager who is accountable for overall team oversight, and manages two Donor Accounts Coordinators. The team’s primary purpose is to secure and manage funds for the country programme, to support resourcing and implementation of Oxfam’s strategic and operational priorities in Yemen. Funding team members work in close collaboration and coordination with Programmes and Business Support teams across the Oxfam confederation.
JOB PURPOSE
The Donor Account Coordinator will work closely with Funding, Programmes and Finance colleagues to:
- Identify, assess and track new project funding opportunities in line with the Country Operating Plan and Oxfam Country Strategy.
- Coordinate the project design and proposal writing process;
- Manage the project accounts via ensuring quality grant management in line with the contractual obligations, especially reporting and management of online systems.
- Support the Business Development & Funding Manager in map and prioritize donors, develop an engagement plan and maintaining the existing, while developing new relationships with the donors at country level
KEY RESPONSIBILITIES
Proposal Development
- Coordinate the programme design, development and submission of high-quality project proposals, concept notes and expressions of interest to donors and affiliates, designating clear roles and responsibilities and ensuring inputs from key technical and field teams
- Review proposal submissions contributing to design and logic of project design.
- Quality checks based on donor requirements and preferences, in addition to language, grammar and narrative flow and cross-check narrative and budget documents for consistency and coherence
- Support the country programme in ensuring that programme design is inclusive and includes a consultative, participatory and gender sensitive approach
- Working with the Business Development and Funding Manager, DCD and all Programme Team Lead (PMs and Technical Leads) to respond timely on any query raised related to any submitted proposal. This include tracking for feedback whenever assigned by the BDM.
Strategy
- Support the Business Development & Funding Manager to identify and secure funding from a diverse range of institutional, private, foundation and in-country donor sources
- Support the Business Development & Funding Manager in map and prioritize donors, develop an engagement plan and maintaining the existing, while developing new relationships with the donors at country level
- Manage the project accounts via ensuring quality grant management (including reporting) in line with the contractual obligations.
- Coordinate closely with the Business Development Manager & Funding Manager to maintain an up-to-date funding grid and pipeline analysis
Grant Management
- Manage the internal processes related to the grant management, ensuring that the contractual obligations (ex. reporting, visibility) are communicated to met by the Programme, Finance, MEAL and other relevant teams
- Support the coordination, writing process, and review of quality donor reporting; and working with the Business Development and Funding Manager to ensure 100% compliance with donor reporting requirement.
- Deliver Capacity building for Programme staff in the area of Proposal writing, and internal and donor report writing across the Country Program.
- Any other responsibilities to be assigned by the Line Manager from time to time in order to meet the demand and expectation of delivery results for funding team.

Essential
- Proven experience of writing quality proposals and/or report submissions for institutional donors, specifically, DFID, ECHO, SIDA, DANIDA, BMZ and UN agencies (UNOCHA, UNDP, UNICEF, UN Women).
- Excellent attention to detail and proven experience writing/editing documents for an external audience
- Strong knowledge of Yemen Crisis and complexities of the environment.
- At least Bachelor’s degree in relevant field.
- Strong commitment with beneficiaries and humanitarian values.
- Fluency in spoken and written English and proven communication skills with the ability to analyse, synthesise, and communicate complex issues.
- Willingness and ability to work within a multicultural, multilingual and insecure environment.
- Strong interpersonal skills, including coordination, collaboration and diplomacy
- Ability to manage time effectively, and adapt to competing priorities within tight deadlines
- Ability to deliver capacity building for other staff on proposal and report writing
- Adaptability and capacity to cope with hard to live environment
- Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
- Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
- Commitment to undertake Oxfam’s safeguarding training and adherence of relevant policies to ensure all people who come into contact with Oxfam are as safe as possible
- Capacity to work effectively with others, interpersonal awareness, able to influence others.
Desirable
- Understanding of and commitment to cross-cutting issues, including gender and protection
- Previous experience working in humanitarian sector, particularly in an emergency/post emergency environment, and dealing with risks, limited movement etc.
- Knowledge/understanding of humanitarian or development programming in at least one of Oxfam’s technical sectors (eg. WASH, EFSVL, Protection)
- Arabic language is an added value.
