Overview of position:
Somalia Urban Resilience Project II (SURP II) is a municipal governance & infrastructure development project financed by the World Bank (WB) & its partners, aimed at improving access to urban infrastructure & strengthening municipal governance in Somalia.
The government of Somalia, through the Benadir Regional Administration (BRA) based in Mogadishu is representing all four municipalities of Mogadishu, Kismayo, Garowe & Baidoa has selected our client to provide the consulting services for the urban transport infrastructure works to be executed by the Project Implementation Unit (PIU) of the respective municipalities under the project. The works involve construction of urban roads to bitumen standards, construction of bridges / drainage works & installation of streetlights, by the contractors engaged by the respective PIU. Our client assists the PIUs in the contracts management, supervision of works implementation by the contractors as well as in other technical areas related to the project activities.
Role objectives:
The Drainage Engineer is responsible for the review of existing drainage system functionality, assess the system improvement requirements & develop improvement measures including detailed designs for the works implementation. More specific roles of the job are outlined below. The specific duties would involve:
Study & assess the storm water drainage flows using all available data & information including (but not limited to) past studies, rainfall data, catchment data, contour maps as well as information collected through local authorities & community consultation.
Site visits, community consultation, government liaison as part of drainage assessment & developments of drainage management solutions.
Review the performance of the existing storm water drainage system including disposal facilities considering the hydraulic capacity, assets condition, maintenance requirements, storm water quality management etc. & report on the system performance identifying most critical components requiring immediate interventions (both maintenance & capital works).
Establish design parameters, develop optimum drainage solutions considering both immediate interventions & long term solutions.
Prepare designs including design drawings, specifications, Bill of Quantities (BoQ) to the required standard to be included in tender documents.
Preparation of investigation & design reports as well as related communication material for the donor and the stakeholder sharing.
General technical support including during the tendering process & the works implementation.
Project reporting:
This role reports to the line manager.
Key competencies:
Bachelor’s degree in civil engineering is required or a post graduate qualifications with specialization in hydrology / drainage related areas is desirable with a minimum 6 years of experience in investigation & design experience in drainage systems in developing countries is required.
The experience shall cover both open drains & pumped applications.
Experience in urban hydrology applications, hydraulic computations, pumps selections etc. related to drainage systems is required.
Ability to apply knowledge to generate hydrological data in areas where availability of data is limited is a specific advantage to the position performance.
Registration as a Professional Engineer with a recognized institution is required.
Working experience in Somalia / East Africa is desirable.
Competency of English in both spoken & written is required.
