The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.
POSITION PROFILE
The Human Resources Assistant is responsible for supporting the Human Resources and Administration Team Leader (HRATL) in planning, developing, coordinating, and executing a range of learning and development initiatives, along with a specific focus on enumerator and volunteer recruitment & engagement. The role holder is expected to ensure the effective administration of learning and development programs, fostering a culture of continuous learning and development while ensuring strong support in enumerator and volunteer recruitment to support organizational goals.
DUTIES & RESPONSIBILITIES
Learning and Development
- Prepare an annual training calendar for DRC Bangladesh and ensure timely communication to staff.
- Plan and implement all DRC trainings in Bangladesh and maintain the annual training calendar.
- Assist in planning and scheduling training programs, workshops, and seminars for staff.
- Manage logistics for training sessions, including venue booking, materials preparation, and participant invitations.
- Collaborate with managers to assess and identify training needs, create training plans and support Managers in identifying their training budget requirements.
- Plan and develop an overall training tracker and collaborate with the managers in tracking every training programme throughout the CO/AO. Provide monthly training tracking report to the HRATL.
- Support and assist managers to map out training plans for individual employees and teams.
- Provide L&D support as part of the Performance and Development Appraisal (PADA) Process, working with Managers to support their Succession Planning and Talent Management plans.
- Assist staff in accessing e-learning courses and resolve technical issues faced by the staff in accessing different e-learning portals and materials.
- Generate reports on training completion rates and development metrics for employees.
- Source and identify external providers and maintain the suppliers list (supported by the SC unit) to deliver required training to appropriate standards and managing ongoing relationships.
- Liaise with internal trainers, external vendors, and community organizations to coordinate training.
- Serve as focal point for DRC induction trainings – organize workshops and refreshers for DRC staff on the online trainings/courses.
- Plan for other staff development initiatives as agreed by the SMT.
- Coordinate induction plans for national and expat staff.
- Develop new training and materials on different subjects.
- Ensure proper tracking of training needs vs delivered trainings; provide periodic reports.
- Draft and disseminate announcements, training materials, and feedback surveys for staff.
- Gather and analyze feedback from staff to improve future initiatives.
- Assist in organizing onboarding and training sessions for new recruits.
Enumerators, Volunteer Engagement and Recruitment
- Support volunteer engagement managers and enumerator hiring managers in formulating the Engagement Authorization Form (EAF), Recruitment Authorization Form (RAF) and ensure all relevant stakeholders’ approval before preparing the engagement announcement.
- Develop and share enumerator and volunteer engagement announcements with volunteer engagement manager to share across various platforms.
- Coordinate written tests and interviews for prospective volunteers in collaboration with volunteer engagement managers and hiring managers for enumerators.
- Conduct interviews and compile panel evaluations with support from volunteer engagement and hiring managers for enumerators.
- Publish the engagement results for volunteer and enumerator recruitments.
- Prepare and maintain a checklist to help the engagement/hiring managers to compile the full volunteer/enumerator engagement file and volunteer/enumerator personnel documents.
- Ensure Volunteer Management SOP and Recruitment and Selection Guidelines is fully adhered to throughout the volunteer/enumerator engagement/recruitment process.
- Assist the HRATL if and when needed with regular staff recruitment.
Safety
- Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
SKILLS AND EXPERIENCES
- Minimum 1-2 years of experience in HR, learning and development, staff and volunteer recruitment, or a related administrative role.
- Strong organizational and time management skills.
- Proficiency in MS Office (Word, Excel, PowerPoint) and familiarity with HRIS or LMS platforms.
- Excellent written and verbal communication skills.
- Ability to manage multiple tasks and meet deadlines.
- Strong attention to detail and problem-solving skills.

EDUCATIONAL QUALIFICATIONS
- Bachelor’s degree in Human Resources Management, Business Administration, Education, Social Work, or a related field.
