Program / Department Summary
Mercy Corps has been working in Tanzania since 2011 to build secure and productive communities, with programming focused on promoting peace and good governance, strengthening agriculture and energy value chains, and leveraging the power of technology to accelerate access to information and services for hard to reach communities. Mercy Corps is starting a new program called DREAMS (Delivering Resilient Enterprises and Market Systems) that will work with naturalized refugees in Tabora and Katavi Districts to reduce poverty and accelerate economic opportunities through an approach that combines poverty graduation and market systems development interventions to create sustainable pathways out of poverty for naturalized refugees and their host communities. A 4-year program, DREAMS looks to support the poorest households to access skills and capital to start small businesses while connecting to viable market opportunities to enable business success. Working primarily within agricultural value chains, the program will promote climate-smart and regenerative agriculture approaches to enable climate adaptation and nature-positive farming approaches. Market Systems Development interventions will strengthen the overall market ecosystem within these communities to accelerate private-sector led growth and crowding in of market actors.
The Position
The Program Manager is responsible for coordinating and implementing the delivery of DREAMS in Tanzania, including defining the technical vision and work plan of the program, strong collaboration with partners to ensure effective integration and delivery of program interventions, management of program activities and program staff, and ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results. The PM is a strong team leader, able to develop and mentor team members in Tabora and Kataviand to build an effective team across a range of international and national partners. S/he isresponsible for managing relationships with local and international partners, government and community stakeholders, and donorrepresentatives, contributing to achievement of the program goals while fostering innovation and learning. The PM should be a results-oriented leader with a strong understanding of market systems approaches, poverty alleviation, agricultural value chain development and financial inclusion. S/he should have strong partner management skills, be a skilled communicator to build relationships with Government and private sector actors, and serve as an effective representative and champion of the programs’ objectives.

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. The successful PM will combine strong technical skills in market systems development and poverty alleviation, excellent partnership management and diplomacy skills, and a restlessness to drive impact for populations affected by protracted displacement. The successful PM will bring exceptional management skills and experience in maintaining donor and partner relationships, and have a strong ability to build relationships with diverse stakeholders and manage sensitive situations with diplomacy and tact. S/he will have an outstanding ability to develop, implement and manage innovative programs within the current and future program structure of Mercy Corps in the region. S/he will also have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills. Prioritizing, problem solving, ability to seize opportunities, attention to detail and strategic vision are essential. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
Living Conditions / Environmental Conditions
The position is based in Dar es Salaam and it requires up to 50% travel to field locations in Tabora and Katavi, the districts where the program will be implemented, and where access to services is more limited in some locations. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
